To the Constables of the Town of Weymouth in said County, GREETING:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vete in Town affairs to meet in the hall of the Weymouth High School on Monday, the third day of March, 1930 at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely:

and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much of the

money so appropriated shall be available for expenditures under Clause (34) of Section 5 of Chapter 40 of the General Laws as amended by Chapter 36 of the Acts of.1928; to fix the terms and conditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; or take any other action in reference to any of the fore- going subjects.


Art. 2. To take any action that the Town may think proper upon the reports of the several Town Boards and Committees and appoint or change any committee that the Town may think proper.


Art. 3. To see if the Town will vote to authorize its Treasurer with the approval of its Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Art. 4. To see if the Town will vote to authorize its Treasurer .. with the approval of its Selectmen, on and after Jamuary 1, 1931,. to borrow money in anticipation of the revenue of the year 1931.


Art. 5. To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate : for the year 1930.


Art. 6 To determine in what manner taxes shall be collected during the current year, and fix the rate of interest on all taxes. remaining unpaid after the time fixed for payment.


Art. 7. To see if the Town will vote to authorize the Selectmen' to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dis- pose of any personal property in its possession, and to determine the manner or conditions of such sales, or take any other action in reference thereto.


Art S. To see if the Town will accept Section 13 of Chapter 40 of the General Laws.


Art 9. To see what sum of money the Town will vote to raise and appropriate for the establishment of a Municipal Buildings Insurance Fund under Section 13 of Chapter 40 of the General Laws, to determine the conditions under which said fund shall be held and to determine who shall have the management thereof until such time as commissioners of trust funds can be legally elected, or take any other action in reference thereto.

Art. 10. To see if the Town will vote to accept from the Pond Plain Improvement Association Incorporated a lease of the fol- lowing parcels of land for park purposes:


First parcel: A certain parcel of land containing 5000 square feet more or less situated on the Easterly side of Pond street and bounded and described as follows:


Commencing on the Easterly side of Pond Street at the North- westerly corner of land now or formerly of Lucinda E. Thomas.


1. Thence running Northerly by said Pond street, 40 feet;


Thence running Easterly by other land of the Pond Plain Im- provement Association Incorporated, 125 feet;


Thence running Southerly by other land of said Pond Plain Improvement Association Incorporated 40 feet to land now or late of Lucinda E. Thomas:


Thence running Westerly by land now or late of Lucinda E. Thomas, 125 feet to the point of beginning.


Second parcel: A certain parcel of land situated Easterly of Pond Street. containing 13,125 square feet of land more or less, and bounded and described as follows: ..


Commencing in the Northerly line of the land of the Pond Plain Improvement Association Incorporated at a point 75 feet Westerly of the Southeasterly corner of land of Clarice S. and Beulah M. Blanchard, joint tenants;


Thence running Easterly by said land of Blanchard and land now or late of Merritt M Bates, 175 feet;


Thence running Southerly by other land of the Pond Plain Improvement Association, Incorporated, 75 feet;


Thence running Westerly by other land of the said Pond Plain Improvement Association, Incorporated, 175 feet;


Thence running Northerly by other land of said Pond Plain Improvement Association, Incorporated, 75 feet to the point of. beginning, or take any other action in regard to the same.


Art. 11. To see if the Town will vote to authorize the Board of Park Commissioners to acquire by purchase or take by right of eminent domain for park purposes a certain parcel of land lying on the Northwesterly side of Commercial street near the foot of Webb Street, belonging to Kate Pierce Thayer, or any portion. therecf, and to see what sum of money the Town will vote to raise and appropriate for the acquisition of said land. or take any other action in reference thereto.


Art. 12. To see if the Town will vote to accept from Nellie G. Leary, Margaret G. Dondero and Mary W. Baner leases of the right to flow certain land lying Southerly of Park Avenue and known as the "Joseph E. Torrey Meadow" and to occupy the same for skating purposes during the winter months


Art. 13. To see if the Town will vote to authorize the Board of Park Commissioners to acquire by gift, lease, or purchase or take by right of eminent domain any rights of way leading to the

said property described in the preceding article, and to see what sum of money the Town will vote to raise and appropriate for the acquisition of said rights of way.


Art. 14. To see if the Town will vote to authorize the Board of ParkCommissioners to acquire by purchase or lease or take by right of eminent domain for park purposes the fee simple or any lesser interest in the whole or any part of the following described two parcels of real estate located in that part of Weymouth known as North Weymouth, and bounded and described as follows:


First Parcel: Northwesterly by Green Street about 990 feet; Southerly by Green Street about 742.68 feet; .


Northwesterly by land of Miles P. Keene by the southerly end of Forest Ave., so called a private way, and by land of George J. Thiers, a total distance of 1184.38 feet;


Northeasterly by land of the United States of America a dis- tance of 491 35:


Easterly by said land of the United States of America by various courses, a total distance of about 2061.75 feet;


Southerly by land now or formerly of Hinston Realty Trust about 141.58 feet;


Southeasterly by said land now or formerly of Hinston Realty Trust about 1450 feet;


Southwesterly by land of James B. Jones about 1000 feet;


Northwesterly by land of Joseph O. Thompson about 655.90 feet ;


Southwesterly by said land of Joseph O. Thompson about 624.65. feet.


Containing about 96.2 acres more or less, said parcel compris- ing the whole of the land described in Land Court Certificate No. 11171 Registry District of Norfolk County, and standing in the name of Catherine H. Mathewsen in deeds to Alvah M. Thompson recorded in Norfolk Registry of Deeds Book 1156, Page 632, Book 1566. Page 573, Book 1438, Page 56 and Book 1190, Page 204, and portions of the land described in Land Court Certificate No. 7898. Registry District of Norfolk County, standing in the name of James B. Jones, and in deed to Edward C. Ross recorded with Norfolk Registry of Deeds Book 896, Page 133, and to Mary E. Rudd recorded with Norfolk Registry of Deeds, Book 1067, Page 161.

Art. 15. On petition: To see if the Town will vote to authorize the Board of Park Commissioners to acquire by purchase or take by right of eminent domain for park purposes the whole or any part of the following described parcel of land:


A certain parcel of land located Easterly of the canal in that part of Weymouth known as East Weymouth, and bounded East- erly by the canal;


Southeasterly by land of Charles A. Spear et als;


Southerly by Broad Street;


Northwesterly by land of Clayton B. Merchant et al and Charlie W. Dunbar;


Southwesterly by land of Charlie W. Dunbar and First Con- gregational Society of East: Weymouth; and


Northwesterly by land of Arthur . L. McGregory and land of Jessie H Lcvell.


Comprising about 202,775 square feet of land belonging to Charlie W. Dunbar and 1 and 1-3 acres of land of Jessie H. Lovell, and to see what sum of money the Town will vote to raise and appropriate for the acquisition of said land, or take any other action in reference thereto.


WATER DEPARTMENT


Art. 16. To see if the Town will authorize the issuance of not to exceed $15,000 00 'in bonds or notes for the construction of water mains of six inches or more in diameter, said bonds or notes to be payable within fifteen years of the date of issue, and in accordance with Section 19 of Chapter 44 of the General Laws, or take any other action in relation thereto.


Art. 17. To see if, the town will authorize the appropriation of not to exceed $25,000.00 from the General Fund of the Water Department for carrying on, necessary work for private parties, payment for such work to revert to the General Fund, or take any other action in relation thereto.


Art. 18. To see if the Town will vote to re-affirm the action taken under article 35 of the warrant for the annual Town meet- ing in 1928 and Article 12 of the warrant for the annual Town meeting 1929 authorizing the Board of Water Commissioners to acquire by gift or purchase or take by right of eminent domain for the purpose of protecting the Town's water supply certain land lying within the water shed of Great Pond and not already owned by the Town, and to see what sum of money the Town will vote to raise and appropriate for said purpose, and to determine by vote in what manner the funds for said purpose shall be raised and determine the conditions of any loan or loans necessary to procure such fund, to authorize. the issue, of bonds or notes for the same, and to fix the term and rate of interest on said bonds or notes or take any other action in reference thereto.


Art. 19. To see if the Town' will vote to authorize the Select- men to accept on behalf of the Town deeds of any lands adjoining parcels taken or purchased by the Town for the protection of the water supply in the vicinity "of Great Pond, and will authorize the Board of Selectmen to sell said lands or to convey them in full

or partial settlement of any claims for damages for land taken for the purpose of preserving the purity of the water supply, or take any other action in reference thereto.


Art. 20. To see what sum of money the Town will will vote to raise and appropriate for the construction of a storage reservoir in North Weymouth, including the site therefor, and will authorize the board of water commissioners to acquire by purchase or take by right of eminent domain suitable land therefor.


Art. 21. On petition: To see what sum of money the Town will vote to raise and appropriate for the installation of a hydrant at the back end of Wood Avenue, or take any other action in reference thereto.


Art. 22. By request of the Committee on Town Forest: To see what sum of money the Town will vote to raise and appropriate for the planting of certain areas owned by the Town within the water shed of Great Pond, or take any other action in relation thereto. .


POLICE AND FIRE DEPARTMENTS


Art. 23. To see if the Town will vote to acquire by gift or purchase or take by right of eminent domain certain parcels of land in the "Birches" and certain water rights in connection there- with for the purposes of installing hydrants, wells or other means of fire protection thereon and to see what sum of money the Town will vote to raise and appropriate for said purpose, or take any other action in reference thereto.


Art. 24. To see if the Town will vote to accept Section 48 of Chapter 31 of the General Laws as to the permanent members of its Fire Department, or take any other action in reference to regulating the appointment and tenure of office of permanent members of the Fire Department


Art. 25. On petition: To see if the Town will vote to pay for the services of the call men of the Weymouth Fire Department a salary at the rate of $100 per year and raise and appropriate money for the same, or take any other action relative thereto.
