Art. 26. To see what sum of money the Town will vote to raise and appropriate for the erection and equipping of a new Fire Station, Ward 2, in accordance with the plans of the Committee in charge of the matter and to determine the manner in which the money so appropriated shall be raised, whether by loan or other- wise, and to fix the terms and conditions of any loan or loans necessary to procure said money, and to authorize the issue of bonds or notes therefor. or take any other action in reference thereto.

CIVIC CENTER


Art. 28. To see if the Town will vote to instruct the Committee on New Town Hall and War Memorial to close the accounts in reference to the New Town Hall on or before July 1, 1930, and that all moneys remaining in said appropriation which are unexpended at that time shall revert to the Treasury, and to see what action the Town will take as to payment of any sum that may remain due the contractor after all adjustments are made.


Art. 29. To see what sum of money the Town will vote to appropriate from the accumulated income of the John B. Rhines Fund or raise and appropriate for mural decorations in the Town Hall.


Art. 30. To see what sum of money the Town will vote to raise and appropriate for the dedication of its Memorial Cross and of the remaining tablets on the walls of the Open Air Theatre.


Art. 31. To see what sum of money the Town will vote to raise and appropriate for the completion of the memorial tablets on the wall of the Open Air Theatre.


PUBLIC CELEBRATIONS


Art. 32. To see what sum of money the Town will vote to raise and appropriate for the celebration of the 300th anniversary of the founding of the Massachusetts Bay Colony, or take any other action in regard to the same.


Art. 33. At the request of the Massachusetts Old Home Week Association: To see what sum of money the Town will vote to raise and appropriate for an Old Home Week or Day during the current year in connection with the Massachusetts Bay Tercen tenary.


Art. 34. To see what action the Town will take in reference to accepting the invitation of the Borough of Weymouth and Melcombe Regis, Dorset, England, to be represented at the dedication of the New Town Bridge in said Borough.


Art. 35 To see if the Town will instruct the Board of Selectmer to invite the National Commander and the National Convention of the American Legion or any delegation thereof to visit Wey. mouth in October, 1930 in connection with the National Convention of the American Legion in Boston.


SCHOOL DEPARTMENT


Art. 36. To see what sum of money the Town will vote to l'aise and appropriate for the further improvement of Legion Mem. orial Field.


Art. 37. To see what sum of money the Town will vote to raise and appropriate for the construction and equipment of an addition to the Bicknell School, North Weymouth, and to determine by vote the manner in which the funds for said purpose shall be raised and the terms and conditions of any loans necessary to procure such funds, and to authorize the issue of bonds or notes for the same and to fix the term and rate of interest on such bonds or notes, or take any other action in relation thereto.

Art. 38. To see if the Town will vote to authorize the Board of Selectmen to acquire by purchase or take by right of eminent domain for school purposes the parcel of land adjoining the High School bounded and described as follows:


"Beginning at the Northeasterly corner of the premises at che junction of said land with land of the Town of Weymouth on the Westerly side of Middle Street:


Thence Southerly, bounded Easterly by said Middle Street 83.16 feet;


Thence Westerly by a line parallel with end distant 100 feet Northerly from the Southerly boundary of property now or formerly of the New England Telephone and Telegraph Company;


Thence Westerly approximately 205 feet to a stake at land now or formerly of Owen Mitchell;


Thence Northerly on land of said Mitchell 144.24 feet to land of said Town of Weymouth;


Thence Easterly on said land of the Town of Weymouth 336.78 feet to the point of beginning on said Middle Street.


Being the same premises described in a deed of Rose A. Homa or Holna to Belle S. Whitmarsh dated October 19, 1923 and record- ed with Norfolk Deeds, Book 1579, Page 630 and to see what sum of money the Town will vote to raise and appropriate for the ac- quisition of the above described land, or take any other action in reference thereto.


Art. 39 On petition: To see what sum of money the Town will vote to raise and appropriate to recondition the athletic field of the Bicknell School, or take any other action in reference thereto.


Art. 40 On petition: To see what sum of money the Town will vote to raise and appropriate to build two tennis courts on that portion of the Bicknell School grounds acquired by the Town from Mary A. Donovan.


STREETS, DRAINS, AND STREET LIGHTING


Art. 41. To see if the Town will accept the several reports of the Selectmen, laying out as Town ways the following designated private ways, or any of theni, to wit:

or any portion of said ways and will authorize the Board of Select men to acquire by gift or take by right of eminent domain an ease- ment for all purposes of a public street and highway in and over each of said streets as so laid out, and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of each of the above named streets including the acquisi- tion of the easements above referred to or for the building of any bridges in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reser vation strips existing in connection with any of said streets, or take any other action in relation thereto.


Art. 42. On petition of the East Weymouth Community Club To see if the Town will vote to request the Eastern Massachusetts Street Railway Company to remove their tracks on Broad Street from Johnson Square to Jackson Square. or take any other action in relation thereto.


Art. 43. On petition of the Planning Board: To see if the Town will vote to name the street connecting Commercial and Middle Streets at the Northerly side of Legion Field "Legion Way"


Art 44. On petition of the Planning Board: To see what sum of money the Town will vote to raise and appropriate for the in- stallation of (2) two electric lights with suitable poles on the Legion Field side of the street connecting Commercial and Middle Streets, one at or near the junction of Commercial Street and one at or near the junction of Middle Street.


Art. 45. On petition of the Planning Board: To see what sum of money the Town will vote to raise and appropriate for the installation of the following traffic lights:


One at Washington Square; One at the Corner of Main Street and Park Avenue. and One at the corner of Pleasant Street and Park Avenue. or take any action in reference thereto.


Art. 46. On petition of the Planning Board: To see what sum of money the Town will vote to raise and appropriate for the insta! lation of four traffic lights as follows:


One at the junction of Bridge and North Streets. One at the corner of Main and Middle Streets. One at Lincoln Square; and One at Independence Square.


Art. 47. On petition: To see what sum of money the Town will vote to raise and appropriate for the installation of a traffic signal in Washington Square.


Art 48. On petition: To see what sum of money the Town will vote to raise and appropriate for the repair of Iron Hill Street, or or take any action in reference thereto.

Art. 49. On petition: To see what sum of money the Town will vote to raise and appropriate to resurface the sidewalk on the southerly side of Hollis Street from Harold Klingeman Square to the residence of Herman Wieting, or take any other action in re- lation thereto.


Art. 50. On petition: To see what sum of money the Town will vote to raise and appropriate for the purpose of constructing a permanent sidewalk on Washington Street, from land of William R. Martin (end of present sidewalk) to Middle Street, or take any other action in relation thereto.


Art. 51 On petition: To see what sum of money the Town will vote to raise and appropriate for the building of a permanent walk from the present finished point on Pond Street at Swan Avenue farther South on Pond Street to the home of Herman Anderson, or take any other action in relation thereto.


Art. 52. On petition: To see what sum of money the Town will vote to raise and appropriate to extend the permanent sidewalk from the present finished point on Main Street, south to the home of 'Alice Hochstrasser, or take any other action in relation thereto.


Art. 53. On petition: To see what sum of money the Town will vote to raise and appropriate for the building of a permanent sidewalk on the northerly side of Broad Street commencing at a point in front of the property of Delia' E. Caulfield and extending to Central Square, or take any other action in relation thereto.


Art 54. On petition: To see what sum of money the Town will vote to raise and appropriate for the purpose of erecting a sea wall on the water side (northwesterly side) of Wessagusset Road, extending from the property of /Lucy Gloag to the property of Charles V. Douse, a' distance of approximately three hundred and fifty (350) feet, or take any other action in relation thereto.


Art. 55. On petition : To see what sum of money the Town will raise and appropriate to install a system of drains and catch-basins on Pond Street from Fountain Square to the N. Y. N. H. & H. R R. tracks at South Weymouth Station, or take any other action in relation thereto; to see if the Town will authorize the Board of Selectmen ta acquire by gift or purchase or take by right of emi- nent domain any drainage easements necessary therefor, or take any other action in reference thereto.


Art. 56. On petition of Civic Committee of the Chamber of Commerce: To see if the Town will appoint a committee of seven to make a detailed report and preliminary plan for the widening of Broad Street from Lincoln Square to Commercial Square or any portion thereof, and that the sum of ($500.00) five hundred dollars be raised and appropriated for the use of said committee, or take any other action in relation thereto. This committee to be appoint- ed by the Moderator.

Art. 57. On petition: To see if the Town will vote to authorize the Selectmen to acquire by purchase or take by right of eminent domain from the owners the so calld "Bicknell Meadow" located in Precinct Two, as per plan drawn by Russell H. Whiting, C. E., for drainage purposes, the same being necessary to take care of the great volume of surface water that accumulates on that portion of Broad Street between Shawmut Street and Jackson Square, and that the Town raise and appropriate the money for the same, or take any other action in relation thereto.


Art. 58. To see what sum of money the Town will vote to raise and appropriate for improving the channel of Smelt Brook and to determine on what conditions the same shall be available, or take any other action in reference thereto.


Art. 59. To see if the Town will instruct its Selectmen to peti- tion the Legislature for an enabling act permitting Weymouth to become a member of the South Metropolitan Sewerage District, or take any other action in reference thereto.


Art. 60. To see if the Town will accept the report of the Select- men relocating portions of the following Town Ways:


(1) Torrey Street at its junction with Park Avenue.


(2) The junction of Pond and Derby streets adjoining the South Weymouth Railroad Station.


and to see if the Town will authorize the Board of Selectmen to acquire by purchase or take by right of eminent domain an ease- ment for all purposes of a public street and highway in and over the land included in said relccations so far as the same is not already owned by the Town and to see what sum of money the Town will vote to raise and appropriate for the acquisition of said easements and the working of said streets as so relocated, or take any other action in reference thereto.


Art. 61. To see if the Town will vote to borrow money for paying any portion of the amount due from it for the construction of the Circumferential Highway described in Chapter 364 of the Acts of 1929, and to determine the terms and conditions of any loan or loans necessary to procure such funds, and to authorize the issue of bonds or notes for the same, or take any other action in relation thereto.


Art. 62. To see if the Town will authorize the Board of Select- men to acquire by purchase or take by right of eminent domain an easement for drainage purposes over land of D. Arthur Brown, Trustee, lying westerly of Oakcrest Road and Northerly of land now or late of George P. and Mildred Neal, and to see what sum' of money the Town will vote to raise and appropriate for the acquisition of said easement, or take any other action in reference thereto.

RETIREMENT SYSTEMS AND PENSIONS


Art. 63 To see if the Town will accept any act passed by the Legislature authorizing the Town to pay an annuity to the family of the late John Q. Hunt, chief of the Fire Department, and to see what sum of money the Town will vote to raise and appropriate for said purpose.


Art. 64. To see if the Town will accept Section 88 of Chapter 32 of the General Laws as amended, providing for the payment of pensions to the families of policemen and firemen in certain cases.


Art. 65. To see if the Town will vote to 'accept Section 89 of Chapter 332 of the General Laws as amended, providing for pay- ment of annuities to the families of policemen and firemen in cer- tain cases.


Art. 66. To see if the Town will accept Sections 26 to 31 ill- clusive of Chapter 32 of the General Laws providing for the estab- lishment of a Town retirement system for its employees, said sections having been duly accepted by the Selectmen as provided by law, or will take any other action relative to establishing a Town pension and retirement system.


MISCELLANEOUS


Art 67. To see if the Town will vote to fix the term of office of its Treasurer and its Collector of Taxes or either of them at three (3) years.


Art. 68. To see if the Town will vote to make the following amendments to its by-laws or take any other action in reference thereto.


Amend Section 301 by striking out in next to the last sentence thereof the word "two" and inserting in place thereof the word "three".


TOWN HALL


Add the following new sections:


Section 407. Whenever in connection with the settle- ment of any claim against the Town for damage to real estate the Selectmen can without additional expense to the Town obtain title to the land affected, and in their judgment it is for the advantage of the Town so to do, they are authorized to accept on behalf of the Town a deed to the fee simple or any less interest therein.


Section 618. The janitor of the Town Hall shall cause the national and Town flags to be displayed daily in front of the Memorial Wall, except in stormy weather. In stormy weather he shall cause the national flag to be displayed on patriotic holidays and days 'on which the public schools are in session.

Section 619. Smoking or carrying of lighted pipes, cigars or cigarettes shall not be permitted in the Council Chamber.


Section 620. The floor covering of the Council Chamber shall not be removed except when dancing is to take place and then only during the time actually occupied by danc- ing


Section 621. Until such time as the Town may create an art commission no pictures or other mural decorations shall be placed in the Council Chamber, the central rotunda or the second floor corridor of the Town Hall, except by vote of the Town Meeting, and no change in the lighting fixtures or in the color of the paint of the building shall be made, and no fixtures of any kind s'hall be installed in the building without a like vote of the Town Meeting.


Section 727 is hereby amended by inserting in the first sentence thereof after the words "public notice and hear- ing", and words "and upon the unanimous recommendation of the Board of Appeal", and by inserting after the words "be built a less distance" the words "but no such recom- mendation shall be given if such erection would damage neighboring property or interfere with any plans then pend- ing or under consideration 'for the development or wid- ening of the way on which said building is located.


Add at the end of Section 711 the following sentence: "Incase of damage to a building by fire or other casualty, the Building Inspector may without the issuance of a for- mal building permit allow the roof and walls to be made tight temporarily, but no reconstruction shall be permitted except in accordance with this chapter.


Amend Section 797 by striking out the words "this by- ' law" and inserting in place thereof "any section of this article."


Section 901 is hereby amended by striking out the figures "601, 602, 603, 604, 605, 606, 607, 608, 609, 611, 612, 613, 614, 615", and inserting in place thereof the words "Or any section of Article VI except Section 610."


The foregoing amendments to the by-laws shall go into effect on the calendar day following their third publication after approval by the Attorney General as required by law, provided nevertheless that so far as any of the foregoing provisions are identical with those of the present by-laws of the Town they shall be considered as a continuation of the existing by-laws and the repeal or amendment of any provision shall not affect any penalty or forfeiture incurred before the date on which said repeal or amendment takes effect, and shall be disapproved by the Attorney General or held invalid by any court of last resort, the same shall not effect any other provisions of these by-laws.


Art. 69. To see if the Town will vote to instruct its Selectmen to petition for legislation in reference to the manner of adminis- tering poor relief in the Town, or take any other action in refer- ence thereto.

Art. 70. To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or per- sonal property belonging to persons receiving poor relief from the Town and to dispose of said property in the manner they may adjudge for the Town's best interest, and to authorize them to dis- charge any encumbrance on said property if they consider it for the best interests of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the dis- charging such encumbrances.


Art. 71. To see what action the Town will take in reference to the appointment and tenure of office of the Superintendent of the Fire Alarm and his assistants.


Art. 72, To see if the Town will vote to accept from Frederic Gilbert Bauer a deed of a triangular piece of land containing 18 square feet situated at al bend in Shawmut Street in East Wey- mouth, and shown on. a Plan of Land in (East) Weymouth, Mass. September 20, 1929,. Russell H. Whiting, Civil Engineer, recorded with Norfolk Deeds Book 1874, Page 423.


Art. 73. To see if the Town will vote to raise and appropriate a sum of money for the eradication of mosquitos the same to be spent under Chapter 252 of the General Laws as amended by Chap- ter 457, Acts of 1923, and subsequent amendments, especially Chapter 288 of the Acts of 1929.


'Art 74. On petition. To see if the Town will vote to raise and appropriate a sum of money to provide permanent quarters for Wessagussett Post No. 1399 of the Veterans of Foreign Wars of the United States, this is in accordance with Chapter 40, General Laws.


You are futher required to notify and warn said inhabitants of Weymouth qualified to vote in Town affairs, in case all the articles in the foregoing warrant shall not be acted upon at the meeting called for sa'id third day of March, to meet in adjourned session at the hall of the Weymouth High School on Wednesday the fifth day of March. 1930, at 7 o'clock and forty-five minutes in the evening, then and there to act upon such of the foregoing articles as shall not have been acted unon on March third or action upon which may at said meeting of March third have been deferred until said adjourned session.


You are further required to notify and warn the inhabitants of Weymouth qualified to vote in elections to meet at the polling places in their respective precincts, to wit: In precincts 1, 3, 5 and 6 in the halls of the Fire Engine Houses located in those precincts respectively; in Precinct 2 at G. A. R. Hall on Commercial Street; in Precinct 4 at the building of the Citizens' Association Inc. on Front Street; in Precinct 7 at the Lovell's Corner Improvement Association building on Washington Street; in Precinct 8 at the Weymouth Heights Club building on North Street, Monday, the 10th day of March, 1930 at five o'clock and forty-five minutes in the forenoon, then and there to bring in to the wardens of their several precincts, their votes on one ballot, for the following named public officers, to wit:

Town Treasurer, five Selectmen, one Assessor for three years, two members of the School Committee for three years, one Park Commissioner for three years, one Water Commissioner for three years, Tax Collector, one member of the Board of Health for three years, three Trustees of Tufts Library for three years, Tree Warden, two members of the Planning Board for three years, Annual Mod- erator, and for the election in Precinct 1 of thirteen Town Meeting members for said Precinct for three years, in Precinct 2 of eleven Town Meeting members for said Precinct; for three years, and one Town Meeting member for said Precinct for two years to fill a vacancy, in Precinct 3 of sixteen Town Meeting members for said Precinct for three years, and one Town Meeting member for said Precinct for two years to fill a vacancy, in Precinct 4 of six Town Meeting members for said Precinct for three years, in Precinct 5 of seventeen Town Meeting members for said Precinot for three years, in Precinct 6 of thirteen Town Meeting members for said Precinct for three years, and two Town Meeting members for said Precinct for two years to fill vacancies, in Precinct 7 of five Town Meeting members for said Precinct for three years, and in Pre- cinct 8 of four Town Meeting members for said Precinct for three years.

ANNUAL TOWN MEETING March 3, 1930


Pursuant to the within warrant I have this day notified and inhabitants of Weymouth, represented by its duly elected and qualified Town Meeting Members, was held at the hall of the Weymouth High School, East Weymouth on Monday evening, the third day of March 1930.


The meeting was called to order at 7:50 o'clock by George L. Barnes, Annual Moderator, who requested the Town Clerk to read the warrant, the Town Clerk read the call for said meeting and it was voted: That the further reading of the warrant be omitted as each Town member had a copy of the warrant. The Town Clerk then read the last three paragraphs of the warrant and the attestation of the constable who served the warrant.


The Moderator then asked Rev. Dr. : Winfield S. Randall, pastor of the Congregational Church, East Weymouth, to the platform, and he invoked the Divine Blessing of the Ruler of the Universe upon the deliberations of the meeting.


Before proceeding to the business of the evening the following were sworn in as Town Meeting Members, Arthur A. Cicchese, Ro- land M. Smith and Fred W. Crocker.
