Art. 55. Voted: That no action be taken under this article.


Art. 56. Voted: That a committee of seven be appointed by the Moderator to consider and make a detailed report upon the ex- pediency of widening Broad Street from Lincoln Square or any portion thereof, and to submit a plan for the widening of such por- tions of said street as they recommend should be widened, and that the sun of Five Hundred Dollars (500.) be raised and appro- priated for the doing of the necessary engineering work in pre- paring said report and plan. (Committee: Alfred V. Coleman, Fred- erick Humphrey, Alfred C. Sheehy, Marion F. French, Irving E. Johnson, Fred O. Stevens and Russell H. Whiting.)


Art 57. The Appropriation Committee recommend no action be taken under this article.


Mr. Frederick Humphrey moved as a substitute motion: That the Town vote to raise and appropriate the sum of $8,000.00 under the provisions of this article. The tellers reported 78 voting in the affirmative and 2 in the negative. (Purchase or taking of Bick- nell Meadow.)

Art. 62. Voted: That the Board of Selecten are hereby anthor- ized. to acquire by purchase or take by eminent domain an ease- ment from drainage purposes over land of D. Arthur Brown Trustee, lying Westerly of Oakcrest Road and northerly of land now or late of George P. and Mildred Neal and that the sum of One Hun- dred Dollars (100.) be raised and appropriated for that purpose. The tellers reported 75 voting in the affirmative and 1 in the nega- tive.

Art. 65. Voted: That the subject matter of this article be re- ferred to the next town meeting. (Payment of annuities to the families of policemen and firemen in certain cases.)

Art. 67. John W. Heffernan for the Appropriation Committee Moved: That no action be taken under this article.


Mr. Frank E. Loud moved an amendment: That the terms of office of the Treasurer and Tax Collector be for three years. The question on this amendment was put before the meeting and it was declared lost. More than seven members having doubted the vote, the tellers proceeded to count, they reported 41 voting in the affir- mative and 43 voting in the negative, the amendment was declared lost. The motion of the Appropriation Committee was then put before the meeting and it was so voted.


Ar .. 68, Mr. John W. Heffernan of the Appropriation Committee moved: That the several amendments to the By-Laws as printed in Article 68 of the warrant be adopted with the following amend- ments: Insert , the title "Town Hall" before Section 618 instead before 407; amend Section 621 by inserting so that the last clausee thereof shall read, "and no fixtures of any kind shall be installed in the corridors, stairways, Council Chamber of office rooms of the building without a like vote of the town meeting".


Mr. Alfred C. Sheehy moved as an amendment: By striking out the words in Section 60 as follows: "and then only during the time actually occupied by dancing". The question of the amendment was put before the meeting and the motion to amend was lost.


Amend Section 301 by striking out in next to the last sentence the word "two" and inserting in place thereof the word "three"


Section 407. Whenever in connection with the settle- ment of any claim against the Town for damage to real estate the Selectmen can without additional expense to the Town obtain title to the land affected, and in their judg- ment it is for the advantage of the Town so to do, they are authorized to accept on behalf of the Town a deed to the fee simple or any less interest therein.


TOWN HALL


Section 618. The janitor of the Town Hall shall cause the National and Town Flags to be displayed daily in front of the Memorial Wall, except in stormy weather. In stormy weather he shall cause the National Flag to be displayed on patriotic holidays and days on which the public schools are in session.


Section 619. Smoking or carrying of lighted pipes, cigars or cigaretts shall not be permitted in the Council chamber.


Section 620. The floor covering of the Council Cham- ber shall not be removed except when dancing is to take place and then only during the time actually dancing.


Section 621. Until such time as the Town may create an art commission no pictures or other mural decorations shall be placed in the Council Chamber, the central rotunda or the second ficor corridor of the Town Hall, except by

vote of the town meeting, and no change in the lighting fixtures or in the color of the paint of the building shall be made, and no fixtures of any kind shall be installed in the building without a like vote of the town meeting.


Section 627 Is hereby amended by inserting in the first sentence thereof after the words "public notice and hear- ing", the words, "and upon the unanimous recommendation of the Board of Appeal", and by inserting after the words "be built at a less distance" the words, "but no such recom- mendation shall be given if such erection would damage neighboring property or interfere with any plans then pend- ing cr under consideration for the development or widening of the way on which building is located".


Add at the end of Section 711 the following sentence: "In case of damage to a building by fire or other casualty, the Building Inspector may without the issuance of a for- mal permit allow the roofs and walls to be made tight tem- porani y, but no reconstruction shall be permitted except in accordance with this chapter".


Amend Section 797 by striking out the words "this by- law" and inserting in place thereof "any section of this arti- cle".


Section 901 is hereby amended by striking out the fi- gures "601-602-603-604-605-606-607-608-609-611-612-613-614 615", and inserting in place thereof the words "or of any section of Article VI except Section 610.


The question of the Appropriation Committee to adopt the amendments as printed in the warrant was then put before the. meeting and they were adopted as amended.


The foregoing amendments to the by-laws shall go into effect on the calendar day following their third publication after approval by the Attorney General as required by law, provided nevertheless that so far as any of the foregoing provisions are identical with . those of the present by-laws of the Town they shall be considered as a continuance of the existing by-laws and the repeal or amendment of any provision shall not affect any penalty or forfeiture incurred before the date on which said repeal or amendment takes effect, and shall be disapproved by the Attorney General or held invalid by any court of last resort, the same shall not effect any other provisions of these by-laws.

Art. 70 Voted: That the Board of Selectmen are hereby author -- ized to accept on behalf of the town deeds, mortgages or other con- veyances of any real or personal property belonging to persons re- ceiving poor relief from the town and to dispose of said property in the manner which they may consider for the best interest of the- town and all such deeds or mortgages heretofore accepted by the Selectmen are hereby ratified and confirmed and whenever the.

amount for which any mortgage shall be given as security has been paid the Town Treasurer is hereby authorized to execute a good and sufficient discharge of the said mortgage, and whenever any property so acquired there shall be encumbrances outstanding, the Board of Selectmen, if they consider it for the best interests of the town may discharge said incumbrances.


Voted: Further to raise and appropriate the sum of Six Hun- dred Dollars (600.) for discharging encumbrances already acquir- ed by the Board of Selectmen in accordance with the provisions of this article.


Art. 71 Voted: That no action be taken under this article.


Art. 72. Voted: That the Board of Selectmen are hereby auth- orized to accept from Frederic Gilbert Bauer a deed of a trian- gular piece of land containing 18 square feet situated in a bend of Shawmut Street in East Weymouth, and shown on a plan of land in (East Weymouth, Mass.) September 20, 1929, Russell H. Whit- ing. Civil Engineer, recorded with Norfolk Deeds, Book 1874, Page 423.


Art. 73. Voted: That no action be taken under this article.


Art. 74. Voted: To raise and appropriate the sum of Six Hun- dred Dollars (600.) to be expended under the direction of the Board of Selectmen in leasing or otherwise providing suitable quarters for Wessagussett Post No. 1399.

WARRANT FOR SPECIAL TOWN MEETING COMMONWEALTH OF MASSACHUSETTS

To the Constables of the Town of Weymouth in said County, GREETING:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet in the hall of the Weymouth High School on Monday, the Eleventh Day of August, 1930 at seven o'clock and forty-five minutes in the evening, then and there to act upon the following articles, namely :


Article 1. To hear and act upon the report of any committee heretofore appointed and to appoint, enlarge and change any com- mittee the Town may think proper.


Article 2. To see if the Town will accept Chapter 352 of the Acts of 1930 and to see what sum of money the Town will vote to raise and appropriate for payments to the family of the late John Quin- cy Hunt thereunder.


Article 3. To see if the Town will vote to pay compensation to Earl R. Starratt, a member of its Fire Department, for an in- jury received by him while on duty as a' fireman in the Ward 5 Engine House, and to see what sum of money the Town will vote to raise and appropriate for said purpose, or take any other action in reference thereto.


Article 4 To see if the Town will vote to authorize the Board of Selectmen to compromise a claim of Lena M. Pratt against the Town.

Article 5. To see what additional sums of money the Town will vote to raise or borrow and appropriate for the expenses and opera- tion during the remainder of the current fiscal year of each of the following Town Departments and activities, to wit:


1. Police Department


2. Fire Department


3. Payment of damages


4. Selectmen's Department


5 Unpaid Bills


6. Tercentenary Committee


7. Highways


S. Soldiers' Relief


9. Charities


10. Building Department


11. Harbor Master's Department


and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions upon the expenditure of any appropriation for any Town Depart- ments now or heretofore made that the Town may think proper, to determine how much of the money so appropriated shall be available for expenditures under Clause (34) of Section 5 of Chap- ter 40 of the General Laws as amended by Chapter 36 of the Acts of 1928; to fix the terms and conditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of inter- est of any such bonds or notes, or take any other action in refer- ence to any of the foregoing subjects.
