BIRTHS


The total number of births recorded during the year of 1930 were 580; Males 288; Females 292; of this total number 464 were born in Weymouth and 116 were born elsewhere; born in Wey- mouth of parents living elsewhere 185; either parent born in Wey- mouth 162; either parent born in other cities and towns in the United States 777; either parent born in a foreign country 207; birthplace of either parent unknown 14.


The number of births in each quarter of the year were 131, 150, 161, 138.


MARRIAGES


The total number of marriages recorded during the year of 1930 were 198; ceremony performed in Weymouth 112; performed in other cities and towns in Massachusetts 79; performed in other states 7; either party born in Weymouth 79; either party born in other cities and towns in the United States 273; either party born in a foreign country 44.


The number of marriages performed in each quarter of the year were 31, 57, 68, 42.


DEATHS


The total number of deaths recorded during the year of 1930 were 296; Males 141; Females 155; died in Weymouth 237; died elsewhere 59; of the total number 48 died in Weymouth who were residents of other cities and towns; 95 of the decedents were born in Weymouth; 141 were born in other cities and towns in the United States; 61 were born in foreign countries. 112 of the deced- ents were maried; 99 were single; 81 were widowed; 2 were div- orced and one was unknown.


The ages of the decedants were as follows: Stillbirths 18; un- der 1 year of age 27; from 1 to 5 years of age 8; from 5 to 20 years of ge 13; from 20 to 50 years of age 43; from 50 to 80 years of age 143; from 80 to 90 years of age 39 and over 90 years of age 5.


The number of deaths in each quarter of the year were 75, 66, 64, 91.

I submit herewith my report of an audit of the books and accounts of the Town of Weymouth for the period from January 1, 1929 to September 16, 1930, made in accordance with the provis- ions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Edward H. Fenton, Chief Accountant of this Division.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Weymouth for the period from January 1, 1929 to September 16, 1930, and submit the follow- ing report thereon:

The financial transaction of the town, as recorded on the boots of the several departments receiving or disbursing money for the town, were examined and checked with the records of the town accountant.


The books and accounts on the town accountant's office were examined and checked with the treasurer's books and with the records in the several departments collecting money for the town.


The appropriations, as entered in the town accountant's books, were checked with the town clerk's records of appropriations authorized by the town.


'The receipts, as shown on the accountant's books, were check- ed with the records of the treasurer, and the payments were con- pared with the warrants authorizing the treasurer to disburse town funds.


Automotive equipment has been purchased by some of the de- partments, the bills being charged to the reguiar departmental appropriations. Purchases of such equipment should be made only upon a vote of the town duly appropriating the money necessary for such purposes.


The books and accounts of the town treasurer were exam- ined and checked. The recorded receipts were analyzed and com- pared with the records in the several departments collecting money for the town and with the other sources from which money was paid into the town treasury. The disbursements were checked with the selectmen's warrants authorizing the treasurer to disburse town funds.


The bank balances were reconciled with statements furn- ished by the Weymouth Trust Company as of September 16, 1930, the audit date, and again on October 25, 1930, at which time the duties of the treasurer's office were relinquished by the treasurer on account of illness, and taken over by the temporary treasurer.


The debt and interest payments were checked with the amounts falling due and with the cancelled securities and coupons on file, together with the balance remaining in the bond coupon account.


The saving bank books and securities, representing the invest- ments of the trust and investment funds in the custody of the town treasurer were examined, the income being proved and the disbursements verified.


The accounts of the collector of taxes and assessments were examined and checked. The commitment lists were reconciled, the payments to the treasurer were verefied by a comparison with the treasurer's books, the recorded abatements were checked with the assessors' record of abatements granted, and the outstanding accounts were listed and proved. Verification notices were mailed to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


It was noted that it has been the custom to make cash pay- ments to the tax collector for taxes on property held by the town

under tax titles, such payments being charged to an appropriation for incidental expenditures. It is recommended that the tax collec- tor be credited, through a journal entry, with the amount of taxes on property taken or purchased by the town for non-payment of taxes. Attention in this connection is called to Section 95, Chapter 60, General Laws.


In checking the tax title accounts it was found that the deeds on file did not agree with the aggregate amount of the tax title account as shown by the accountant's ledger, and I wish, thereof, to repeat the recommendation made in the report of the previous audit, namely, that individual accounts be opened for each piece of property for which the town holds a tax title, and that the total cost to the town be shown for each account, so that the aggregate of the individual accounts will balance with the control account in the accountant's ledger.


The accounts of the water department were analyzed and checked in detail. The collections were compared with the pay- ments to the treasurer, the abatements were checked, and the cut- standing accounts were listed and reconciled with the account- ant's records.


In order to establish the aggregote amount of water charges sent out for collection during a given period, to prove the co lec- tions, and to secure a detailed list of out standing accounts, it was necessary to analyze a very large number of individual ledger cards upon which all charges for fixed and metered water rates are recorded. Frequent reference had to be made to the stubs of bills paid, since no cash book record of collections was kept. Th's procedure necessarily consumed a great deal of time and added materially to the cost of the audit.


It is recommended that detailed cash book records be kept of all collections made, and that some form of commitment sheet be installed so that it may be possible to ascertain readily the amount of charges sent out for collections periodically, the col- lections and abatements applicable thereto, and the outstanding accounts at the end of a period.


The charges are committed and collected by the same person, which is not considered a desirable practice either from a business or an accounting standpoint, and it is therefore recommended that these duties be assigned to persons not in the same department.


An effort should be made to collect the large number of out- standing accounts if they are collectable; and if not, they should be abated, in order that the records may be cleared of such accounts as are no longer assets.


The charges for water furnished summer residents should be entered on the water department records before and not after collections.


The record of receipts in the town clerk's department for dog, sporting and various licenses issued were examined, and the pay- ments to the county, the Division of Fisheries and Game, and the town, respectively, were verified.

The accounts of all departments collecting money for the town or committing bills for collection, were examined and checked.


In the years 1929 and 1930, the town appropriated $1,800 and $2,000. respectively, for district nurses. This money is paid to one Of the two nurses on rendition of monthly bills for services. The pay checks are endorsed by her to the order of the Weymouth Vissting Nurses' Association, which organization pays the salaries eventu- ally received by both nurses.


This Association also furnishes their transportation. No col- lections on account of fees are turned over to the town.


If the town is paying for the full time service of these nurses, any money earned while in the employ of the town should be turned into the town treasury. If they are supposed to be in the employ of the town only part of the time, that fact should be a matter of record. The terms used in the making of a contract should be such as to indicate what the public is to receive in re- turn for the public money expended.


The surety bonds of the various Officials and employees charges with the collection of money, were examined and found to be in proper form.


Appended to this report are tables showing a reconcilation of the treasurer's cash, summaries of the tax, assessment, and water accounts, tables relating to the several funds, together with a bal- ance sheet showing the Financial condition of the town as of September 16, 1930.
