and to determine in each case how and under whose direction the money shall be expended, to impose any conditions and restrictions thereon which the Town may see fit; to determine how much money so appropriated shall be available for expenditures under General Laws (Ter. Ed.) Chapter 40, Section 5, Clause 34; to determine what, if any, sums so appropriated shall remain available after December 31, 1951; to fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such conditions upon the drawing of compensation from the Town as the Town may see fit; or take any other action in relation to any of the foregoing subjects.
GENERAL GOVERNMENT
ARTICLE 2. (By Direction of Selectmen). To take any action the Town may desire upon the reports of the several Town Boards and Com- mittees and to appoint or change any Committee that the Town may think proper.
ARTICLE 3. (By Direction of Selectmen). To see if the Town will vote to authorize its Treasurer with the approval of the Selectmen, on and after January 1, 1952, to borrow in anticipation of the revenue of the year 1952.
ARTICLE 4., (By Direction of Selectmen). To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1951, or take any other action in relation thereto.
ARTICLE 5. (By Direction of Selectmen). That the Selectmen be authorized to sell or otherwise dispose of personal property and any real estate of which the Town has possession or title including all property taken for non-payment of taxes, all such cases of sale to be made by public auction or private sale as the Selectmen may deem for the best interest of the Town and that the Board or Officer in charge of any other Town Department may with the approval of the Board of Selectmen, sell at public auction or private sale as the Board of Selectmen may approve, any personal property belonging to said Department which in the opinion of the Officer or Board in charge of the Department is no longer needed by the Town and which in the opinion of the Selectmen is not needed by any

other Department, provided that in each case involving real estate a majority of the Planning Board and a majority of the Park Commissioners vote to concur in the opinion that the property will not be needed for parks, playground or other public use.
ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal property belonging to persons receiving relief from the Town and to dispose of said property in the manner they may judge for the Town's best interest and to authorize them to dis- charge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.
ARTICLE 7. (At Request of Appropriation Committee). To see if the Town will accept the report of the Appropriation Committee on the Survey of the Administration and Operation of all town departments as completed by Griffenhagen and Associates and adopt recommendations contained therein, or take any other action in relation thereto.
ARTICLE 8. (By Direction of Selectmen and at Request of Local No. 722 Muncipal Employees Union). To see if the Town will vote to accept the provisions of Chapter 657 of the Acts of 1948, an act further regulat- ing the work hours of employees of certain cities and towns, or take any other action in relation thereto.
ARTICLE 9. (By Direction of Selectmen). To see if the Town will vote to accept the provisions of Chapter 538 of the Acts of 1950, relative to the use of public funds in making temporary repairs on private ways.
ARTICLE 10. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $1,500.00 for enlarging the park- ing area at the Town Hall, or take any other action in relation thereto.
ARTICLE 11. (At Request of the Personnel Board and Appropriation Committee). To see if the Town will vote to amend Article IV, Section 409 of the Town By-Laws by adding thereto schedules of a classification and pay plan, or take any other action in relation thereto.
ARTICLE 12. (By Direction of Selectmen). To see if the Town will vote to amend its By-Laws by changing Section 404A so as to read as follows:
"The Town Counsel shall represent all town departments, boards and committees in the conduct of their official duties and his salary shall cover all work performed by him except that for the school depart- ment, the examination of titles to real estate, all legal work in the preparation or conduct of litigation, either before administrative boards, courts or other tribunals and except work done in connection with the laying out, establishment, construction and maintenance of a sewerage system."
ARTICLE 13. (At Request of Appropriation Committee). To see if the Town will amend its By-Laws by striking out Item 4. of Section VI of Article X of the Zoning by-laws and inserting in place thereof the following:
"ARTICLE X, Section VI, Item 4., Lot Size. In a residence district no dwelling shall be erected or maintained except on lots containing 10,000 square feet each and having a frontage of not less than 100 feet at the building line, and not more than one dwelling shall be erected on each such lot except that (a) a lot of less than 20,000 square feet and more than 15,000 square feet may be divided into lot containing

not less than 7,500 square feet each and having a frontage of not less than 75 feet at the building line and (b) if a lot contains more than 20,000 square feet and if after division into as many 10,000 square feet lots as practicable, there remains a lot of 7,500 square feet or more, one dwelling may be erected on such remaining lot provided the same has a frontage of not less than 75 feet. One dwelling may be erected on a lot containing less than 10,000 square feet or having a frontage of less than 100 feet if such lot was recorded at a time of the adoption of this by-law, either if separately owned and contains 3,200 square feet and did not at the time of such adoption adjoin other land cf the same owner available for use in connection with said lot. Any recorded lot size may be increased subject to approval of Board of Appeals," or take any other action in relation thereto.
ARTICLE 14. (At Request of Appropriation Committee). To see if the Town will amend its by-laws by striking out in Section 718 the clause appearing under the caption of "Dwellings, Area of - and inserting in place thereof the following:
"Dwellings. Area of No dwelling shall be erected which contains less than 900 square feet gross floor area with one room containing not less than 150 square feet net floor area and no room containing less than 90 square feet net floor area except bathrooms, breakfast nooks, etc."
or take any other action in relation therto.
ARTICLE 15. (By Direction of Appropriation Committee). To see if the Town will vote to amend Section 722 of its By-Laws by striking out the clause dealing with "Single car garages," "single family dwellings" and "all other new building" and inserting in place thereof the following:
"Fees for dwellings and other new buildings to be determined on a cubic foot basis using a recognized valuation service as a guide with a maximum fee of $1,000.00
or take any other action in relation thereto.
ARTICLE 16. (By Direction of Appropriation Committee). To see if the Town will vote to amend the Zoning by-laws, Article X, Section II, Item 9, by adding a new clause designated (k) to read as follows:
"The renting of rooms or the furnishing of table board in a private residence."
or take any other action in relation thereto.
ARTICLE 17. (At Request of Planning Board). To see if the Town will vote to amend the Zoning by-laws, Article X, Section VI, by adding thereto a new section to be designated 4A as follows:
"Where buildings are located on parcels of land at the intersection of ways, a minimum of twenty feet from each street line to the nearest projection of said buildings shall be maintained and such parcels of land at the intersection of ways shall have a minimum frontage on each street of 100 feet with a minimum area of 10,000 square feet."
ARTICLE 18. (At Request of Committee on Re-Zoning). To see if the Town will vote to amend its Zoning by-laws, Article X of the town By-Laws by making the following changes:

Sheep Island, Slate Island and Grape Island off the coast of North Wey- mouth shall be classified as residential.
Residential to Industrial.
a. The area commencing at the present industrial district at the junc- tion of Bridge Street and Back River, thence extending from the northerly side of the present business district on Bridge Street to Neck Street proceeding to Neck Street, thence niortherly on Neck Street to a point at 347 Neck Street, thence at right angle to Neck Street to Back River, thence along the shore line of Back River, to the present industrial district.
