ARTICLE 59. (At Request of Weymouth Veterans Council). To see if the Town will vote to raise and appropriate a sum of $350.00 for the observance of Armistice Day in 1951.

EDUCATION


ARTICLE 61. (At Request of Building Committee). To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the construction of the South Junior High School, for development and preparation of the site, and to purchase the necessary equipment for the same; said appropriation to be added to the sum of $1,238,000. appropriated for the same purpose at the special Town Meet- ing held on April 3, 1950, or take any other action in relation thereto.


ARTICLE 62. (At Request of School Committee). To see if the Town will vote to name the new Junior High School in the south part of the Town the South Junior High School, and the auditorium in said school, the Prince H. Tirrell Auditorium.


ARTICLE 63. (At Request of School Committee). To see if the Town will vote to name the new elementary school now under construction on Pearl Street the John J. Pershing School .


ARTICLE 64. (At Request of School Committee). To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the purpose of acquiring by gift, purchase, or eminent domain in fee, part of Lot 16, Block 243, Sheet 18, as appears in the Atlas of the Town of Weymouth for the year 1949, approximately 93,000 square feet of land, for the purpose of developing a parking lot adjacent to Legion Memorial Field, or take any other action in relation thereto.


ARTICLE 65. (At Request of School Committee). To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the purpose of developing a parking lot adjacent to Legion Memorial Field on Lot 11, Block 239, (now owned by the Town of Wey- mouth), and on Lot 16, Block 243, Sheet 18 as appears in the Atlas of the Town of Weymouth for the year 1949, or take any other action in relation thereto


LIBRARIES


ARTICLE 66. (At Request of Board of Trustees of Tufts Library). To see if the Town will vote to authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise, for the purpose of establishing a branch library thereon, certain land of Roy F. and Gertrude F Vining on North Street containing 12,705 square feet, more or less; and land of Clara E. Taylor on North Street, containing 13,338 square feet more or less, or take any other action in relation to establishing such a branch library.

ARTICLE 67. (At Request of Board of Trustees of Tufts Library). To see if the Town will vote to sell the property on which the Tufts Library stands if authority to do so may be obtained from a court of sufficient jurisdiction and will instruct the Town Counsel to bring proper proceedings to accomplish this result, or take any other action in re- lation thereto.


RECREATION


ARTICLE 68. (At Request of Park Department). To see what sum of money the Town will vote to raise and appropriate for further con- struction of East Weymouth Playground, or take any other action in re- lation thereto.

ARTICLE 73. (By Direction of Park Department). To see if the Town will vote to authorize the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain in fee or otherwise, for the purpose of straightening a property line, a certain parcel of land owned by Hugh F. Burgess containing 2800 square feet more or less: Block 253, Lot 8, Sheet 19-23, as it appears in the Atlas of the Town of Weymouth for the year 1949, or take any other action in relation thereto.


ARTICLE 74. (At Request of Idlewell Improvement and Educational Association). To see what sum of money the Town will vote to raise and appropriate for the purpose of acquiring in fee for park purposes, certain lots of land shown on the 1949 Atlas of the Town of Weymouth, Sheet No. 9, Block No. 136, Lots No. 24, 25 and 26, containing approximately 44,162 square feet, or take any other action in relation thereto.


ARTICLE 75. (By Direction of Park Department). To see if the Town will vote to transfer to the jurisdiction of the Park Department, Lot 17, Block 80, as shown on the 1949 Town of Weymouth Atlas, Sheet 10, or take any other action in relation thereto.


WATER DEPARTMENT


ARTICLE 76. (At Request of Water Commissioners). To see if the Town will vote to authorize the Board of Water Commissioners to acquire by gift or purchase or take by right of eminent domain in fee, or otherwise

for the purpose of the public water supply a portion of Lot 2, Block 377, Sheet 33, of the Town Atlas for 1949, for the development of an emergency well, or take any other action in relation thereto.


ARTICLE 77. (At Request of Water Commissioners). To see what sum of money the Town will vote to raise and appropriate to provide adequate water mains and fire hydrants on streets accepted in this Town Meeting, or take any other action in relation thereto.


ARTICLE 78. (At Request of Water Commissioners). To see if the Town will vote to appropriate the balance of the sum voted under Article 1. of the Special Town Meeting of March 6, 1950, for the purpose of de- velopment of emergency well fields, including wells, pipes, pumping station, and original pumping station equipment, or take any other action in relation thereto.


ARTICLE 79. (At Request of Weymouth Taxpayers Association). To see what action the Town will take to raise and appropriate a sum of money for the purpose of making an engineering study of the water supply problem of the Town of Weymouth, or take any other action in relation thereto.

ARTICLE 80. (By Direction of Selectmen). To see if the Town will vote to accept the provisions of Chapter 820 of the Acts of 1950 which is an act providing for an increase in the annual amounts of certain pensions. retirement allowances, annuities and other benefits payable by the Com- monwealth and its political subdivisions to certain former employees and persons claiming under them.


ARTICLE 81. (By Direction of Selectmen). To see if the Town will vote to accept the provisions of Chapter 783 of the Acts of 1950 which is an act making applicable increase in retirement allowances to those persons retired after January first, 1946, with a minimum allowance.


ARTICLE 82. (By Direction of Selectmen). To see what action the Town will take relative to compensating John A. Hutchins, retired Police Officer under the provisions of Chapter 576, Section 6, of the Acts of 1946.


ARTICLE 83. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $500.00 for the purpose of maintaining during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.


ARTICLE 84. (By Direction of Selectmen). To see what action the Town will take relative to an abandoned parcel of land on Summer Street, adjoining the property of Harold Fleming, or take any other action in relation thereto.


ARTICLE 85. (By Direction of Selectmen). To see if the Town will vote to abandon that portion of West Street described otherwise as "Old West Street" shown on Sheets 36 and 40 of the Town Atlas for the year 1949 running approximately from number 230 West Street to Summer Street, which portion is no longer used as a part of the traveled way, or take any other action in relation thereto.


ARTICLE 86. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $200.00 to be expended under the direction of the Board of Selectmen for the purpose of stocking the ponds and inland waters, located within the Town limits with fish and

of liberating game all in accordance with General Laws (Ter.Ed.) Chapter 40, Section 5, Clause 41, or take any other action in relation thereto.

ANNUAL AND AJOURNED TOWN MEETING March 5, 7 and 9, 1951


Pursuant to a Warrant duly issued, the Annual Meeting of the in- habitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members was held in the hall of the Wey- mouth High School on Monday, March 5, 1951.


195 Town Meeting Members were present.


The Meeting was called to order at 7:50 in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The attested copy of the Warrant was read by Acting Town Clerk, Miss Nellie Greaney.

That we waive reading of the Articles in the Warrant.

Prayer for wisdom and guidance was offered by the Rev. David L. Carter, 1st Methodist Church, East Weymouth.


There were no Town Meeting members to be sworn in.


The Chair asked the indulgence of the meeting to permit Mr. Christen- sen, Chairman of the Board of Selectmen to present two officials of the Town of Plymouth - Messrs. Vincent Nicolai and Ernest Ellis - who rep- resented a Committee appointed by Plymouth to study the representatives form of Town Meeting Government.


There being no objection, we now continue with. discussion of the Articles in the Warrant.


Mr. Thibeault requested roll call. The Chair advised that a roll call requires a division of the meeting and a vote of 1/5 of the members present in favor of same. Tellers were appointed, as follows, and duly sworn in -

ARTICLE 1. To provide for all expenses or maintenance and opera- tion of each of the Town's several departments and activities for the fiscal year, for certain improvements, and to meet certain requirements of the law, the several sums hereinafter set forth are hereby appropriated for the several purposes and subject to the conditions specified, all such sums to be raised by taxation in the levy of the current year unless some other source of revenue is expressed.


Mr. Lane for the Appropriation Committee briefly reviewed the items for Town Meeting members and gave the Appropriation Committee's basis for its recommendations

That the sum of $102,800.00 be raised and appropriated to provide a $200.00 temporary cost of living increase for all full time officials and employees of the Town for the year 1951, provided that such a temporary increase shall continue in effect until March 31, 1952.

Item 5. For the Tax Collector's Department $16,300.00


The salary of the Tax Collector is hereby fixed at $5,000.00 for the current year and all fees received by him shall be turned into the Town Treasury. Of the total sum appropriated, not exceeding $11,944.00 shall be for the personal services of the department

Item 6. For the Assessors' Department $23,240.00


Of this sum, not exceeding $17,886.00 shall be for the personal ser- vices of the department and transportation of the Board. The salaries of the Assessors are hereby fixed at $1,600.00 for the Chairman and $1,450.00 each for four (4) other members. Not exceeding $2,606.00 shall be for the services of the Clerk who may be a member of the Board. UNANIMOUSLY ADOPTED


Item 7. For the Legal Department and personal expenses as in- curred by the Town Counsel in performing duties as such $5,000.00


Of this sum, not exceeding $2,500.00 shall be for the salary of the Town Counsel

Item 9. For the Town Clerk's Department


$10,995.00


Of this sum, not exceeding $9,258.00 shall be for the personal services of the Department. "The salary of the Town Clerk is hereby fixed at the rate of $3,320.00 and all fees received by him, by virtue of his office, shall be turned into the Town Treasury.


Mr. Christensen raised the question as to the reason for the cut in the Town Clerk's salary and thereby precipitated a prolonged discussion involving Messrs. Lane, Cunniff, Shaw, Gunn, Lovell, Garofalo and Fern. Mr. Lane explained the Appropriation Committee's reasons for setting the Town Clerk's salary at $4420 and cited the step raise schedule would, in three years, bring him to the maximum amount of $5,200.


Mr. Fern offered the Substitute Motion -


That the figure in question now reading $3320 read $4100.

The salaries of the Registrars are hereby fixed at $350.00 for the Chair- man and $250.00 each for two other members and $400.00 for the salary of the Clerk. 'Not exceeding $1,912.00 shall be for the clerical services of the department. Provided further, that the clerical staff shall have its headquarters in the Town Clerk's Office.


Mrs. Duncan requested the Chair to obtain an opinion from the Town Counsel as to the phrase "Provided further, that the clerical staff shall have its headquarters in the Town Clerk's Office." Judge Nash replied the Town Meeting has no right to specify where headquarters shall be - that is the prerogative of the Board of Selectmen. Mr. Lane outlined the views of the Appropriation Committee in this matter.

Item 11. For the Engineering Department $9,500.00


Of this sum, $100.00 shall be for the placing of Town Bound stones on existing Town ways and the remainder shall be for the Town survey, for street surveys and such engineering work as may be authorized by the Board of Selectmen and $1,500.00 shall be for the printing of a new Town Atlas to be sold publicly at $15.00 each. UNANIMOUSLY ADOPTED


Item 12. For the Planning Board $1,000.00


Of this sum, $500.00 shall be made available from the Post War Planning Committee Fund for the completion of a Master Plan of the

Town. Of the total sum, not exceeding $200.00 may be for the personal services of the Planning Board.

Item 13. For the maintenance and upkeep of the Town Hall and War Memorials at the Civic Center, including the grounds, to be ex- pended under the direction of the Board of Selectmen. $17,955.00


Of this sum, not exceeding $8,841.26 shall be for personal services and $1700 shall be exterior repairs to Town Hall.
