CERTIFICATE OF CHOICE
Upon petition of Town Meeting Members of Precinct Seven of the Town of Weymouth, and following due notice by Harry Christensen, Town Clerk, the Town Meeting Members of Precinct Seven held a meeting on Monday evening, April 9, 1951, at 7:30 P.M., in the Town Hall for the purpose of dissolving a tie vote for the position of Town Meeting Member in Precinct Seven.
The meeting was duly called to order by Harry Christensen, as temporary chairman, with fifteen Town Meeting Members present.
Upon nomination duly made and seconded, Arthur Thorp was elected Chairman of the Meeting.
Upon nomination duly made and seconded, Richard F. Pattison was elected Clerk of the Meeting.
Henry Wilayto of 273 Pine Street and Herbert Higgins of 342 Pine Street were nominated to be a Town Meeting Member from Precinct Seven, they having received an equal number of votes at the Annual Town Elec- tion. These nominations were duly seconded. Upon motion duly made and seconded, it was voted that the nominations be closed. The members then proceeded to ballot, and upon count by tellers and the Clerk, it was found that eleven votes had been cast for Herbert Higgins and three votes cast for Henry Wilayto, and Herbert Higgins was declared elected as Town Meeting Member.

WARRANT FOR SPECIAL TOWN MEETING THE COMMONWEALTH OF MASSACHUSETTS MONDAY, APRIL 16, 1951, 7:45 P.M.
NORFOLK, ss.
To any of the Constables of the Town of Weymouth in said County. GREETING :-
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid quali- fied to vote in Town affairs to meet in the hall of the Weymouth High School on
MONDAY, THE SIXTEENTH DAY OF APRIL, 1951
at seven e'clock and forty-five minutes in the evening, then and there to act on the following articles, namely :-
ARTICLE 1. (At the Request of the Weymouth Housing Authority.) To see if the Town will vote to approve the application of the Weymouth Housing Authority to the Public Housing Administration for a preli- minary loan in an amount not to exceed $40,000, to cover the costs of surveys and planning in connection with the development of not to ex- ceed approximately 100 dwelling units of low rent public housing in the Town of Weymouth and does hereby authorize the Board of Selectmen to enter into an agreement with said Weymouth Housing Authority for Local co-operation by the Town of Weymouth in the provision of said low rent public housing which may be required by the Public Housing Ad- ministration pursuant to the United States Housing Act of 1937 as amend- ed, or act in any manner relating thereto.
ARTICLE 2. (On Petition and by Direction of Selectmen.) To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following designated private ways and parts of ways or any of then, to wit:
Great Republic Avenue, from Bald Eagle Road to Bonnie Road and Rainbow Lane.

ARTICLE 3. (At the Request of the Selectmen.) To see if the Town will vote to accept a right of way off Pleasant Street, East Weymouth, to land owned by Town, known as Bicknell's Meadows, for the purpose of establishing a parking lot, and to see if the Town will vote to raise and appropriate the sum of $2,000 for the purpose of grading said lot, and black-topping the same, or take any other action in relation thereto.
ARTICLE 4. (By Direction of the Selectmen.) To see if the Town will accept Article 51, of the Annual Town Meeting, relative to land taking for a public parking space a portion of the Bicknell School grounds, abut- ting Bridge Street from the School Committee, all in accordance with a plan of Town Engineer, Russell H. Whiting, dated December 30, 1950, or take any other action in relation thereto, and to see if the Town will vote and appropriate the sum of $3,000 for such purpose.
ARTICLE 5. (On Petition of Charles E. Clark and others.) To see if the Town will vote to amend the zoning map of the Town of Weymouth by extending the following district for Business, the district on the south- erly side of Park Avenue West, a distance of 400 feet, or take any other action in relation thereto.
ARTICLE 6. (At the Request of Idlewell Improvement and Educa- tional Association.) To see if the Town will vote to accept by gift, pur- chase, or take by right of eminent domain, in fee, Lots 19, 20 and 27 of Block 136, Sheet 9, and transfer to the Park Department Lots 21, 22, 23 and 28, Block 136, as shown in the Town of Weymouth Atlas of the year 1949, for park purposes, or take any other action in relation thereto.
You are directed to serve this Warrant by posting a true copy thereof, attested by you in writing, in each precinct in said Town, seven days at least before the date of holding said meeting.
Hereof fail not, and make due return of this Warrant with your doings thereon to the Town Clerk of said Town on or before the sixth day of April, 1951.

SPECIAL TOWN MEETING April 16, 1951
Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the hall of the Wey- mouth High School on Monday, April 16, 1951.
The Meeting was called to order at 7:55 in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.
The Town Clerk, Mr. Harry Christensen, read the call of the meeting.
There were 170 Town Meeting Members present.
MOVED:
That we suspend with the reading of the Articles in the Warrant. UNANIMOUSLY ADOPTED.
Prayer-That Town Meeting Members act wisely in their deliberations -was offered by the Rev. Robert W. McNeil, Assistant Pastor, St. Jerome's R. C. Church, North Weymouth.
Town Meeting Members not sworn in were administered the oath by the Moderator.
We now continue with consideration of the Articles in the Warrant.

ARTICLE 1. No action.
ARTICLE 1. (At the Request of the Weymouth Housing Authority.) To see if the Town will vote to approve the application of the Weymouth Housing Authority for a preliminary loan in an amount not to exceed $40,000, to cover the costs of surveys and planning in connection with the development of not to exceed aprpoximately 100 dwelling units of low rent public housing in the Town of Weymouth, and does hereby authorize the Board of Selectmen to enter into an agreement with said Weymouth Housing Authority for Local co-operation by the Town of Weymouth in the provision of said low rent public housing which may be required by the Public Housing Administration pursuant to the United States Housing Act of 1937 as amended, or act in any manner relating thereto.
Mr. Canniff, Chairman, Weymouth Housing Authority, started the prolonged discussion on pro and con by clarifying the intent of Article 1, which is merely to accord to the Board of Selectmen the authority to work in co-operation with the Housing Authority on the proposed housing project, and also to sanction a preliminary loan by the Public Housing Administration to cover costs of surveys, plans, architectural fees, etc. Such authority is required by the Federal Government where it pays a contribution in lieu of taxes in the amount of 10% .
Mr. Canniff stressed the need for more low cost housing in the Town, and stated the Housing Authority now has over 300 applications for housing assistance, 150 of which are from applicants in dire need. He reiterated Article 1 merely asks Town Meeting Members to vote authority to the Board of Selectmen to act in conjunction with the Housing Authority. He offered the following substitute motion :-
That the Town vote to approve the application of the Weymouth Housing Authority to the Public Housing Administration for a preliminary

In answer to a query by Mr. Shaw, Mr. Canniff explained the shelter rent would have to be determined later and 10% is what goes to the Town in lieu of taxes.

Discussion ensued with Messrs. Roulston (Secretary, Appropriation Committee), Bearce, Canniff, Lovell and Mrs. Blanchard.

Mr. Almquist asked what school facilities would be required for this new project and its location. Mr. Canniff replied that no definite site has been selected as yet. This decision must await approval of the application by the Meeting. School facilities would then be co-ordinated with the site selected.
Mr. Lane read part of the Government contract. He cited the pro- posed U. S. N. Air Station in South Weymouth of 320 units which would necessitate another school. Mr. Canniff said that before the Federal Government accepts the site selected by the Housing Authority, it requires that utilities be available. Roads, sidewalks, etc., are built from monies provided. He pointed out that the Town is growing at such a pace addi- tional school building will follow as a natural sequence.
