Report of Selectmen


REPORT OF SELECTMEN


To the Citizens of Scituate:


The year 1928 has been a normal one as regards the activities of the Town. The usual amount of routine work has been accomplished. It is perhaps not out of place at this time to call the attention of the voters to the approach- ing business meeting of the Town. This is the one time of the year when the individual voter can voice his ideas of what is or is not a proper use of his money. There are many articles all calling for an expenditure of money. Many of these are practically necessary and require no argument. But there are others while they may be good projects, and will add to our comfort and convenience, still from a financial standpoint there may be good reasons why the people should pause and consider carefully before approving them.


The tax rate is largely in the hands of the voters them- selves. We should give more attention to the sidewalks in the business section of our Town, doing as much as possible each year until we get all in better condition. Front Street is a good illustration; it ought to be better the whole length. Quite a few street corners should be widened and rounded. Our Police and Fire Departments seem to be working well; the men seem to be cooperating and working together for the best interest of both departments. A Planning Board we still feel is of vital importance. It would be simply advisory and whatever they recommended would have to come before the voters for their approval.


In conclusion we wish to thank the different depart- ment heads for their earnest effort to do the best they could with the amount placed in their hands for their work. And to those who have called our attention to various matters which have needed correction we also extend our thanks. There are many things of minor importance that it is

impossible for the authorities to know, and when brought to notice, we are only too glad to rectify them if they need it.

REPORT OF THE BOARD OF PUBLIC WELFARE


The past year was about an average year with the exception of having three quite costly hospital cases requir- ing special surgical attention. If it had not been for these cases we could have kept within our appropriation, but as this was unforeseen, we had to ask for a transfer from the Advisory Board. It is impossible to predict with any accu- racy just what this department will need. We wish to thank all those who have so kindly helped us in this work, and some of the help was very valuable.

REPORT OF AN AUDIT OF THE ACCOUNTS OF THE TOWN OF SCITUATE FOR THE FISCAL YEAR


ENDING DECEMBER 31, 1928

Gentlemen: I submit herewith my report of an audit of the accounts of the Town of Scituate for the fiscal year ending December 31, 1928, made in accordance with the provisions of Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Accountant of this Division.

Sir: As directed by you, I have made an audit of the books and accounts of the Town of Scituate for the fiscal year ending December 31, 1928, and report thereon as follows:


The records of the financial transactions of the several departments were examined, and a comparison was made with the reports to the town accountant and with the books of the accounting and the treasury departments.

State Auditor's Report


The accountant's records were examined and checked. The ledger accounts were analyzed, a trial balance was taken off, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the Town as of December 31, 1928.


The books and accounts of the treasurer were examined and checked. The cash book was added and the cash bal- ance was reconciled with the bank statements. The receipts of the treasurer were checked with the accountant's ledger and with the sources from which money is being paid into the Town treasury; and the payments were checked with the warrants authorizing the treasurer to disburse Town funds.


The payments for maturing debt and interest were checked to the cancelled securities and coupons and to the accountant's records.


The accounts of the tax collector were examined and checked. The cash books were added and the cash on hand was verified by an actual count. The receipts were checked with the payments to the treasurer, the commitments of taxes and moth assessments were examined and verified, the tax abatements were checked with the assessors' records of abatements granted, and the taxes credited as tax titles taken by the Town were checked to the tax title deeds in the custody of the treasurer. The outstanding accounts were listed and reconciled with the accountant's ledger, and verification notices were mailed to a number of persons whose names appeared on the books as owing money to the Town, the replies indicating that the accounts, as listed, are correct.


The appropriations and transfers voted by the Town were checked to the town clerk's records and to the ac- countant's ledger. The transfers from the reserve fund were checked to the authorizations by the finance committee and to the accountant's ledger.


The town clerk's records of licenses issued for dogs and for hunting and fishing were examined and the payments to the county treasurer and the Division of Fisheries and Game, respectively, were verified.

State Auditor's Report


The records of licenses and permits issued by the select- men, the board of health, and the chief of police were ex- amined, and the receipts were compared with the payments to the treasurer, as shown on the treasurer's books.


The accounts of the sealer of weights and measures, as well as the records of receipts of the school department, were examined and checked to the payments to the treasurer. The fees for sealing prior to 1927 which are still outstanding should be collected, if collectible; otherwise they should be abated.


The surety bonds given by the treasurer, tax collector, and town clerk for the faithful performance of duties were examined and found to be in proper form.


The savings bank books in the custody of the select- men, representing the investments of the several trust funds, were examined and found to be as recorded on the books.


In addition to the balance sheet, there are appended to this report, tables showing a reconciliation of the treasurer's and of the tax collector's cash, summaries of the tax and moth assessment accounts, town clerk's licenses, selectmen's licenses, school, health, and sealer's accounts, and schedules showing the condition of the trust funds.


For the cooperation received and the courtesies extended by the several Town officials while engaged in the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
