To see if the Town will raise and appropriate a sum of money to construct an extension to present breakwater, located near the home of David J. White, Sand Hills, extension to run 300 feet in front of property of David J. White, Edward Steptoe, John J. Murphy and Nathaniel J. Young.

ARTICLE 23


Voted, $100.00 to be used in conjunction with a like amount appropriated by the Town of Marshfield for the purpose of plac- ing channel buoys in the North River.

Voted, That the Town raise and appropriate $2,500.00 to restore the lantern tower of the old Scituate light at Scituate Harbor, such restoration to be in accordance with plans and specifications that are herewith submitted to the Town and com- mitted to the Town Clerk, such work to be completed on or before May 15th, 1930.

Will the Town raise and appropriate a sum of money for the removal of obstructions by the Highway Surveyor within the bounds of the highways known as Hatherly Road and Mann Hill Road.

Voted, $900.00 to extend the fire alarm system from Ocean Avenue to a point near the Glades Gate; also along Surfside Road to a point beyond the Coast Guard Station and add four boxes thereto.

Voted, $1,500.00-That the Town appoint a committee con- sisting of the Chairman of the Board of Selectmen, Thomas H. Farmer, Frederic T. Bailey, Mrs. Mary Powers, Fred A. Beals, Mrs. Albert Garseau, Dr. Robert T. Stearns, Mrs. Adair Yenetchi, Robert M. Prouty, Charles H. Tilden. Voted, That the Town raise and appropriate the sum of $700.00 to satisfy the decree of the Superior Court for Plymouth County, in the case of George W. Adams, vs. Inhabitants of the Town of Scituate, case No. 17,627 equity, and thereby acquire all right, title and interest of said George W. Adams land at Scituate known as the old Town Landing, with the removal of all buildings therefrom, or their demolition.

Voted, That the Town raise and appropriate the sum of $14,500 to purchase and install additional equipment and fur- nishings for the High School building and provide for grading grounds.

Voted, That the Town accept the layout of the Selectmen, making Curtis Avenue from Turner Road to Scituate Avenue, as recorded at the Town Clerk's office, a town way.


ARTICLE 41


Voted, That the Town accept the layout of the Selectmen, making Seventh Avenue, beginning at the Northeasterly side of Norwell Terrace and thence running Northeasterly, a distance of approximately 563 feet to Ocean Side Drive, as shown on Plan "A" Hatherly Beach, and recorded at the Town Clerk's office, a town way, and raise and appropriate $500.00 for same.


ARTICLE 42


To see if the Town will accept the layout of the Selectmen making Tenth Avenue a town way.

ARTICLE 43


Voted, That the Town accept the layout of the Selectmen making Edgar Road, beginning at the Southwesterly side of Hatherly Road and thence running Southwesterly, a distance of approximately 841 feet to Norwell Avenue, as shown on Plan "B" Hatherly Beach, and recorded at the Town Clerk's office, a town way, and raise and appropriate $800.00 for same.

Voted, That the Town accept the layout of the Selectmen making Rebecca Road from its present terminus to the land formerly known as the Light House property, then across said property to the terminus of Light House Road, as. recorded at the Town Clerk's office, a town way. and raise and appropriate $2,000.00 for same.


ARTICLE 46


Voted, That the School Building Committee be a committee to consider the needs of the Town in reference to the erection of a proper Town Office building or the remodeling of the present Town Hall and the necessary equipment and furnishings therein at the Civic Centre, including adequate protection for the Town records and report thereon at the next annual Town Meeting, and raise and appropriate $500.00 for the expense of said com- mittee.


ARTICLE 47


Voted, That the Town appoint a committee of five, consist- ing of the Chairman of the Board of Selectmen, Chief of Police, Chairman of the Park Commission, Chairman of the Safety Com- mittee and the road surveyor to investigate and analyze parking and traffic problems, and report on or before April 15, 1930, to the Board of Selectmen for its consideration.


ARTICLE 48


To see if the Town will vote to appoint a committee of three or more to investigate the collection and disposal of garbage and. report at a subsequent meeting.

ARTICLE 51


To see if the Town will adopt the following By-Law : There shall be an annual audit of the Town books under the supervision of the State Director of Accounts, Department of Corporations and Taxation.

ARTICLE 52


Voted, That the Town do amend Article III, Section 3, of the Town By-Laws to read as follows: Any person or persons loitering about or persons congregating on a public way or side- walk, or other public place, who shall not immediately desist from said loitering about or disperse when ordered or requested so to do by any constable or police officer of the Town, and any person or persons congregating or loitering about in any school- house yard, or outbuilding, not being a member of the public schools, who shall not immediately disperse and leave the prem-) ises when ordered or requested to by any school official, con- stable or police officer of the Town, shall severally forfeit and pay a fine of not over twenty dollars for every such offense.


ARTICLE 53


Voted, That a committee of fifty be appointed by the Select- men, said committee to include : The Selectmen, Planning Board, Advisory Board, and thirty-three other citizens, this committee to study all phases of zoning and bring in their report at the next Annual Meeting, in any manner thought wise by them.

ARTICLE 54


Voted, That the Town raise and appropriate the sum of $6,000.00 and authorize and instruct the Selectmen to complete the Town Way authorized by the Annual Town Meeting March 1, 1926, by the construction of a second and southerly entrance, according to the plan herewith submitted.


ARTICLE 55


Voted, That the Town accept the layout of the Selectmen making the land between Jericho Beach Road and the Harbor channel and between the property of the Scituate Yacht Club and the property of Hattie M. Welch on one side, and between the property of the Scituate Yacht Club and Museum Beach on the other side of the Scituate Yacht Club, as recorded at the Town Clerk's office, a Town Way, and raise and appropriate the sum of $3,750.00 therefor.


ARTICLE 56


Voted, No. Taking of corners-Front Street, Bridge Ave- nue and Kent Street.


ARTICLE 57


Will the Town vote to accept General Laws, Chapter 82, Section 37, as amended by Acts of 1925, Chapter 130, which provides that building lines may be established in the same way that streets are laid out and subject to such claims for damages as may result therefrom.

ARTICLE 58


Will the Town vote, in accordance with the provisions of said Chapter 82, Section 37, to accept the building line proposed to be established by the Selectmen on the westerly side of Front Street 15 feet in from the present line of the street, with a pro- vision in said layout that buildings or parts of buildings now existing between said building line and the street be permitted to remain and to be maintained nothwithstanding said building line.

Voted, That the Town accept from the First Baptist Church in Scituate a deed of two certain parcels of land at the junction of Country Way and Mann Lot Road for highway purposes and raise and appropriate $350.00 to remove the two trees, provide for street drains and construct curbs thereat.


ARTICLE 68


Voted, $150.00 to provide a suitable curb, to be placed around the park located at the junction of Front and Brook Streets.


ARTICLE 69


Voted, That the Town raise and appropriate $1,400.00 to install 21 hydrants from the junction of Booth Hill Road along Clapp Road to Summer Street, along Summer Street southerly to Cedar Street, and northerly to Cohasset line.


ARTICE 70


Voted, To install one street light on each one of the follow- ing streets : First Avenue, Second Avenue, Third Avenue, Fourth Avenue, Fifth Avenue and Sixth Avenue, all on Plan "A," Hatherly Beach; and to install one street light on each one of the following streets: Jay Road, Irving Road, Hawley Road, Garden Road, Fay Road and Edgar Road, from appropriation for street lighting.

Voted, That the Town do authorize the Board of Health to contract for a period of two years, with some local contractor, who shall be required to employ citizens of the Town of Scituate only, for the free collection and disposal of garbage, and that the Town raise and appropriate the sum of $5,000.00 for payment of said services to January 1, 1931.

Voted, That the report of the Bridge Committee be accepted and that the Town herewith continue said Committee and in- struct and authorize said Committee to cause said bridge and approaches to be constructed in accordance with the recommen- dation of their report, and that the Town raise and appropriate the sum of $31,348.28 for this purpose.


That the sum of $1,752.24 be raised in the current tax levy.


That the sum of $5,596.04, made up of the following funds, namely :

Voted, That the Town authorize the Selectmen to pay An- geline M. Cole the sum of $1,000 for land taken from her, for the purpose of the New Town Way lying easterly of Front Street and that this sum be transferred from the unexpended balance of the appropriation raised for the construction of said way.


ARTICLE 5


Voted, That the Town accept the decree of the County Com- missioners as recorded in office of the Town Clerk relocating por- tions of Summer Street and Clapp Road, and raise and appro- priate the sum of $500.00 to prepare said way for the immediate laying of water pipes.


ARTICLE 6


Will the Town, acting under Section 100, General Laws, vote to reimburse Officer William H. Brown in the sum of $100.00 for injuries received and expense attendant thereto while in the performance of duty at Glades Road on August 10, 1927.

Will the Town raise and appropriate the sum of $300.00 to make a landing place to haul out boats in the southwest corner of the parkway for the use of citizens of Scituate only.

Will the Town vote to accept the provisions of Chapter 48, Sections 42, 43 and 44 of the General Laws, which is relative to the Fire Department and the Selectmen's appointing the Chief of the Fire Department.

Voted, $1,106.00 in payment of aid rendered by the Town of Rockland, Mass., to a charge of the Town of Scituate in the years 1928 and 1929.

Voted, to accept as a gift from Edith K. Ormo, et al., a deed of a certain parcel of land situated on the easterly side of Border Street, opposite Hugo's Annex, for Highway purposes.


ARTICLE 16


Voted, That the Town instruct its Selectmen to make a con- tract with the Electric Light and Power Co. of Rockland and Abington for the installation and maintenance of mechanical traffic signal light systems for the control and regulation of traffic on ways within its control, including poles, wires and other necessary apparatus upon, over or under such ways, such con- tract to provide for payments by the Town over a period not exceeding five years; the sum of money to be spent under the terms of said contract during the current year not to exceed the appropriation in the police budget for such equipment and serv- ices, nor to exceed a like amount any following year.
