SELECTMEN'S REPORT


REPORT OF THE BOARD OF SELECTMEN


To the Citizens of Scituate:


The continued influx of new residents to Scituate has had a very definite influence on the economy of the Town, particularly with respect to school expenditures.


In the Warrant for the Annual Town Meeting are two Special Articles, one calling for the addition of four classrooms to the newly constructed Jenkins School and the other requesting funds to construct an elementary school of sixteen (16) rooms on Tilden Road. The combined cost will be approximately three fourth of a million dollars.


In connection with available funds to be used by the Assessors in reducing the tax rate, it should be pointed out that the amount of "Free Cash" for 1956 is $57,157.52 as compared with $114,342.65 for last year. This is due largely to an increase of $31,000.00 of un- collected taxes and nearly $5,000.00 additional motor vehicle excise tax outstanding. In 1955 the amount of $85,000.00 was used by the Assessors to apply against the amount to be raised, whereas it is obvious from the above that considerably less can be used in 1956.


During the year the Town experienced two serious financial blows in the form of the August floods and the collapse of the Sand Hills seawall in October. The net cost of these two items to the Town is about $50,000, which represents an increase of slightly more than $2.00 in the tax rate.


We have endeavored during the year to improve public facili- ties, and provide additional protection to life and property. In the course of accomplishing this we have improved police protection at Humarock by having an officer on duty from 8:00 A.M. to 12:30 A.M., thereby filling a serious need.


The proposed closing of the Scituate Railroad Station to passen- ger service was opposed by the Board of Selectmen both personally and through the medium of requests to local organizations to register their objections.

SELECTMEN'S REPORT


In an effort to promote and coordinate the future development of Scituate Harbor and the surrounding area, we appointed the "Scituate Harbor Development Committee", which absorbed the previous "Town Pier Committee". The purpose of this group is to plan, promote and guide the future development of the Harbor area, in accordance with a long range plan.


Our foreshore protection program has been delayed by the floods and the seawall emergency, but will be resumed as soon as practical.


A"Public Building Committee" has been created to study possi- ble sites and types of buildings to house our Police, Fire and other Town Departments. Several meetings have been held by this group, resulting in valuable recommendations being made.


The severe heat of last summer, with the resulting crowded beaches, brought out forcibly the fact that we do not have sufficient beaches with parking facilities. To remedy this condition, the Selectmen have inserted an Article in the Warrant requesting the Town to make funds available to acquire part of Egypt Beach for bathing and parking purposes.


In conformity with the law, the boundary lines between the Town of Scituate and the Town of Hingham were perambulated this year, and all bounds were found to be in order.


Every effort has been made to satisfactorily dispose of all re- quests received by us, and in closing, we wish to thank all citizens of the Town for their co-operation and support during the year.

At a legal meeting of the inhabitants of the Town of Scituate, qualified to vote in Elections and Town Affairs, held at the High School Gymnasium in said Scituate on Monday, the seventh day of March, 1955 at 7 o'clock P.M .; order was called by Moderator Philip S. Bailey.


Invocation by Father Edward J. Sullivan.


The warrant was read by Town Clerk William M. Wade.


The check list was used. Checkers were Charlotte L. Chessia, Barbara Tobin, John J. Lonergan and Grace C. McPherson.

VOTED: To authorize the Town Treasurer, with the ap- proval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chapter 44, Gen- eral Laws. Unanimous vote.


ARTICLE 8


Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year.


Voted: Yes.


ARTICLE 9


Will the Town vote to raise and appropriate the sum of $20,000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon.


VOTED: That the sum of $20,000.00 be transferred from the Overlay Surplus Fund to the Reserve Fund. Unanimous vote.


ARTICLE 10


Will the Town vote to raise and appropriate the sum of $600.00 to meet foreclosure costs on tax titles, or act thereon.


VOTED: To raise and appropriate $600.00. Unanimous vote.


ARTICLE 11


Will the Town raise and appropriate the sum of $125.00 for channel markings and regulations of the usage of the North River from Humarock Beach to the sea, or act thereon.

ARTICLE 12


Will the Town raise and appropriate the sum of $70.00 for payment of dues for a yearly membership in the Maritime Division of the Boston Chamber of Commerce, or act thereon.

ARTICLE 13


To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shell- fish and sea worms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chapter 130 of the G. L. or take action in relation thereto.


VOTED: To so authorize. Unanimous vote.


ARTICLE 14


To see if the Town will vote to transfer the proceeds of the Dog Fund received from the County to Libraries and that the amount be equally divided between the Peirce Memorial at North Scituate and the Allen Memorial at Scituate, or act thereon.


VOTED: To so transfer. Unanimous vote.


ARTICLE 15


To see if the Town will raise and appropriate the sum of $100.00 for County Aid to Agriculture, and choose a Town Director as provided in Section 41 and 45 of Revised Chapter 128 of the G.L., or act thereon.


VOTED: To raise and appropriate $100.00. Ruth M. Meyers, Town Director. Unanimous vote.


ARTICLE 16


To see if the Town will raise and appropriate the sum of $19,852.30 to cover the expenses and disbursements of the Retire- ment Systems and Pensions for 1955, or act thereon.

ARTICLE 17


To see what sum of money the Town will vote to transfer from the Excess and Deficiency Fund to be used by the Assessors in re- ducing the taxes for the current year.
