in anticipation of the revenue of the financial year, beginning Janu- ary 1, 1958 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chapter 44, G. L.


VOTED: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, begin- ning January 1, 1958 and to issue a note or notes therefor, pay- able within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chapter 44, General Laws. ARTICLE 9


Will the Town vote to have all the income from the Water Department paid to the Town Treasurer, and estimated receipts used by the Assessors in fixing the tax rate for the current year.

ARTICLE 10


Will the Town vote to raise and appropriate the sum of $20,000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon.


VOTED: That the sum of $5,000.00 be transferred from the Overlay Surplus Fund and $15,000.00 be raised and appropriated to the Reserve Fund.


ARTICLE 11


Will the Town vote to raise and appropriate the sum of $600.00 to meet foreclosure costs on tax titles, or act thereon.

To see if the Town will authorize the Selectmen to control, regulate or prohibit the taking of eels and any or all kinds of shellfish and seaworms within the borders of the Town of Scituate and such other authority as is provided in Sec. 52 of Chapter 130 of the G. L. or take action in relation thereto.

ARTICLE 15


To see if the Town will vote to transfer the proceeds of the Dog Fund received from the County to Libraries and that the amount be equally divided between the Peirce Memorial at North Scituate and the Allen Memorial at Scituate, or act thereon.

To see if the Town will raise and appropriate the sum of S100.00 for County Aid to Agriculture, and choose a Town Director as provided in Section 40 through 45 of Revised Chapter 128 of the G. L., or act thereon.

To see if the Town will raise and appropriate the sum of $500.00 for a series of band concerts to be given during the summer season, or act thereon.

Will the Town appropriate a sum of money up to $400.00 for the purpose of stocking ponds and other inland water located within the Town's limits with fish, and of liberating game, as defined in Chapter 40, Section 5, Subsection 41, within said limits and to meet the necessary expenses incidental thereto, including the feeding of game so liberated, as provided in Chapter 142 of the Acts of 1938, or act on anything relating thereto.

To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action in relation thereto.


VOTED: That the sum of $6,500.00 be appropriated to meet the Town's share of the cost of Chapter 90 Highway Con- struction, and to meet said appropriation the sum of $6,500.00 be transferred from the proceeds received from the State under the provisions of Chapter 718 of the Acts of 1956.


ARTICLE 26


To see if the Town will vote to raise and appropriate a sum of money to hire a Firm of Professional Appraisers to conduct a complete reappraisal and revaluation of all taxable property within the Town of Scituate, or take action thereto.


VOTED: That the Town raise and appropriate the sum of $28,000.00 to be used by the Board of Assessors for the purpose of hiring a firm of Professional Appraisers to conduct a complete reappraisal and revaluation of all taxable real property within the Town, and all taxable personal property pertaining to Com- mercial establishments. ARTICLE 27


Will the Town vote to raise and appropriate the sum of $494.20 for land damages to be used on Beaver Dam Road from the easterly boundary of Hazel Avenue to Front Street or take any action thereon.

ARTICLE 28


To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the permanent construction of Henry Turner Bailey Road, or take any action in relation thereto.


VOTED: That the sum of $9,500.00 be appropriated for the permanent construction of Henry Turner Bailey road, and to meet said appropriation the sum of $9,500.00 be transferred from the proceeds received from the State under the provisions of Chapter 718 of the Acts of 1956.

To see if the Town will raise and appropriate, or transfer from available funds, a sum of money to purchase, or take by emi- nent domain, a parcel of land on the Northerly side of First Parish Road and the Easterly side of Chief Justice Cushing Way contain- ing approximately 74 acres and being shown as lot A on a plan entitled, "Plan of land on First Parish Road surveyed for Jacob J. Kaplan being the estate of Wallace L. Jackson, Scituate, Mass." date April 28, 1938 and drawn on a scale of 100 feet to an inch by Lewis W. Perkins, Engineer, which said plan is recorded with the Plymouth Registry of Deeds in Plan Book 5, page 782; excepting however from said parcel A the parcel of land, 100 feet by 100 feet, sold to Richard B. Rice et ux in June of 1946; said parcel to be used as a school site and playground area, for athletic fields, and for police station, fire station and town office building, and any other proper uses of the Town.

To see if the Town will raise and appropriate $20,000.00 for the procurement of plans, specifications, and working drawings, and receive bids for a Police Station, Fire Station, and Town Office Building to be opened and submitted for approval at the next Annual or a future Town Meeting and will authorize the School Building Committee, hereafter to be known as the School and Pub- lic Building Committee, to arrange for such plans, specifications, drawings and bids.


VOTED: That the sum of $20,000.00 be raised and appro- priated for the procurement of plans, specifications and working

drawings and receive bids for a Police Station, Fire Station, and Town Office Building to be opened and submitted for approval at the next Annual or a future Town Meeting, and authorize the School Building Committee to be re-organized to eliminate from membership thereon any department heads except the head of the Planning Board, such committee to be hereafter known as the School and Public Building Committee to arrange for such plans, specifications, drawings, bids, and presentation to the Town.


ARTICLE 31


To see if the Town will raise and appropriate $6,000 to pur- chase an accounting machine with accessories for the use of the Assessors, Collector, Treasurer, Accountant, Water Department, and any other department properly having use for such a machine and authorize the Planning Board to arrange for such purchase.


VOTED: To raise and appropriate $5,300.00 under this arti- cle, and to so authorize the Planning Board.


ARTICLE 32


To see if the Town will raise and appropriate $5,000 for the use of the Planning Board over a two year period for professional studies of present and future requirements in respect to streets, side- walks, recreational areas, school and other town uses of land, said funds to be used wherever possible in conjunction with Federal Funds, if any, made available to the Town for such purposes.

One resident, qualified as an engineer: Town Engineer: Harbor Master of Record: two business men; two representa- tives of the fishing industry and two members representing the yachting interests, as a permanent committee, vacancies to be filled by the Board of Selectmen, to recommend and plan for the future development of the Scituate Harbor area, and raise and appropriate the sum of $500.00 for their use. or act thereon.


VOTED: That the Harbor Development Committee, ap- pointed under Article 52, Annual Town Meeting of March 12, 1956, having completed its work be discharged with thanks. and that copies of its report and accompanying master plan be turned over to the Planning Board for its use in further studies of Town Development.

ARTICLE 38


Will the Town raise and appropriate the sum of $1,600.00 to be used in the purchase of a new 1957 Pick-up Truck, and author- ize the Park Commissioners, in co-operation with the Selectmen to sell the present 1946 Pick-up Truck or use the same for trade-in value on the purchase of a new truck.


VOTED: To raise and appropriate $1,600.00.


ARTICLE 39


To see if the Town will raise and appropriate the sum of $6,000.00 for the purchase of a Power Digger for the use of the Highway Department, or act thereon.


VOTED: No.


ARTICLE 40


To see if the Town will authorize the Moderator to appoint a Regional School District Planning Committee of three members of which one shall be a school committee member, to study the matter of a South Shore Regional Vocational High School, such committee to join with regional school district planning committees from other South Shore towns to form a regional school district planning board which shall study the matter of a South Shore Regional Voca- tional High School and report to the Selectmen in the towns adopt- ing this Article, and to see if the Town will raise and appropriate the sum of $300.00 for the expenses of the Regional School District Planning Committee.


VOTED: That the Town authorize the Moderator to appoint a Regional School District Planning Committee of three members, of which one shall be a School Committee member, to study the matter of a South Shore Regional Vocational High School; such Committee to join with regional school district planning commit- tees from other South Shore towns to form a regional school district planning board which shall study the matter of a South Shore Regional Vocational High School and report to the Selectmen in the towns adopting this article, and that the Town raise and appro- priate the sum of $300.00 for the expenses of the Regional School District Planning Committee.


ARTICLE 41


To see if the Town will vote to raise and appropriate the sum of $2,500.00 to be used for municipal advertising purposes, and authorize the Selectmen to appoint a committee to administer the

funds voted, the Town having received authorization therefor by virtue of Chapter 1 of the Acts of 1956.


VOTED: To indefinitely postpone.


ARTICLE 42


To see if the Town will raise and appropriate, or transfer from available funds the sum of $50,000.00 for Foreshore Protection to be used in conjunction with any sums already appropriated or to be appropriated by the Commonwealth and the County of Plym- outh, or either of them, or take any action in relation thereto.


VOTED: No on motion for $25,000.00.


ARTICLE 43


To see if the Town will assume liability in the matter provided by Sec. 29 of Chapter 91 of the G.L., as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachu- setts for the improvement, development, maintenance and protec- tion of tidal and non-tidal rivers and streams, harbor, tidewaters, foreshores and shore along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Sec. 11 of Chapter 91 of the G.L. and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.

ARTICLE 44


To see if the Town will raise and appropriate the sum of $3,000.00 for the purpose of improving the Town owned parking area on Jericho Road, or act thereon.

ARTICLE 45


To see if the Town will vote to amend its By-Laws by adding the following:


No person shall use any of the bridges within the Town for the purpose of diving, nor shall any person swim in the waters or channels in the vicinity of such bridges. This By-Law to apply more specifically to the Edward Foster Road Bridge and the Humarock Bridge spanning the South River.

Any person violating any of the provisions of this Article shall be liable to a Fine of not more than $20.00 for each offense.

ARTICLE 46


Will the Town vote to amend its By-Laws by adding the following:


The Department Heads of the Town, in conjunction with the Board of Selectmen, shall have the right to sell Town owned useless or obsolete articles of personal property after the same has been appraised by a competent person, at a price no lower than the value established by such appraisal. If the value of same exceeds $250.00, notice must first be given of the time and place of sale by publication, one or more times, at least one week before the sale in a newspaper published in the County of Plymouth.
