TOWN OF SCITUATE


The view on our cover is one that combines beauty and history to a remarkable degree, perhaps nowhere else in Town could simi- lar conditions be found.


In the left background we see the spire of th First Parish Church, occupying the hill where was built in 1774, the church building which was popularly known as the "Old Sloop", so called because of the fact that its single spire was the first landfall seen by sailors coming in from sea. In this building were held our Town Meetings, and during the Revolution colonial troops were quartered there. It was burned to the ground in 1879, and the present building was built on the same site, and which, in order to perpetuate the old name, carries on its spire a weather vane of stainless steel in the form of a sloop.


To the right rises the famous "Lawson Tower", or Chime Tower, built at about the turn of the century by one of our most controversial citizens, Thomas W. Lawson, to cover an unsightly water stand pipe. This tower, with its stately Norman architecture and chime of bells, has become known all over the country; no other town has anything like it.


In the foreground the old Cudworth House, one of the few remaining really old houses which we possess, and one that has never been spoiled by modernization. Built by Zephaniah Cud- worth, direct descendent of Gen. James Cudworth of early colonial fame, it is a beautiful example of the building art of the period; and to add a little romance to the picture, here, in 1801 was mar- ried Cynthia, daughter of Zephaniah, to Cap't Daniel Ellms, thus uniting two famous early families, Daniel being a direct descendent of Rodolphus Ellms.


The Cudworth House is owned by the Town and occupied by the Scituate Historical Society, which maintains it as an example of 18th century home life.

REPORT OF THE BOARD OF SELECTMEN


To the Citizens of Scituate:


Your Board of Selectmen takes pleasure in reporting to you the highlights of the activities of the Board during the past year. In an effort to present to the citizens a concise and comprehensive outline of the problems with which we were confronted, numerous minor, yet important items have been deleted.


It was brought to the attention of the Selectmen that numerous benefits would accrue to the Town through membership in the National Rivers and Harbors Congress. Consequently, the neces- sary steps were taken to enroll Scituate as an active member. The Chairman attended the annual conference in Washington, D. C. and reported that the prospects of the Town receiving Federal aid for dredging and foreshore protection work are good if proper planning and presentation is made.


The arrival of the summer season brought the annual problem of regulating boat usage on the North and South Rivers. Deter- mined to arrive at a helpful solution, we appointed a Committee to study the situation, with instructions to submit its recommenda- tions to us. The Committee gave many hours of its time studying the situation with the result that its recommendations were excel- lent and will be presented to the 1958 Town Meeting for action.


Early in the summer a situation arose which made it apparent that it might be well for the Town to establish ownership of North Scituate Beach. Also information received at the Selectmen's Office indicated that Federal funds may be available for placing thousands of tons of sand to enlarge the beach, subject to the ability of the Town to produce evidence of public ownership. Consequently we have inserted an Article in the Warrant for the 1958 Annual Town Meeting requesting that the Town acquire title to North Scituate Beach.


The matter of abandonnent of commuter service on the Old Colony branch of the Railroad caused us great concern. We made certain that our Transportation Conunittee attended all hearings concerning the abandonment of commuter service, as we feel that

the railroad is vital to the economy of Scituate. So far, no definite solution has been presented for consideration.


In accordance with your affirmative vote in March on the Referendum authorizing the Town to provide a plan of Group Life Insurance, Group Accidental Death and Dismemberment Insurance and Group Hospital, Surgical and Medical Insurance for certain persons in the service of the Town, we took the necessary steps to institute such a Plan. Our first selection of an insurance carrier was rejected by the Town employees. Consequently we presented the plan which is now in effect. This is a so-called Fringe Benefit. and provides eligible employees and their families with adequate cov- erage from disastrous bills in case of illness. We feel that we have provided a Plan which accomplishes the purpose for which it was intended, namely, providing greater security for the employee.


We have inserted several important Articles in the Warrant for the coming Town Meeting. Among these is an Article author- izing the Selectmen to lease a strip of land in the rear of Cole Park- way for the purpose of constructing a boat marina. This would be accomplished by private capital, and it is our opinion that such a marina would provide a much needed facility for boat owners. Another Article calls for the creation of a "Housing Authority." This will result in the construction of low cost housing units for elderly persons. The costs of such dwellings would be borne entirely by the State.


Our program of foreshore protection was of necessity halted by the failure of the voters to appropriate funds at the 1957 Annual Meeting. Realizing the serious condition of our foreshores at many points, we have again inserted an Article requesting funds for this work. We urge your support of this Article, as many areas are at present in a dangerous condition.


In closing, we wish to thank the various Town Departments, Town Officials and citizens who have given us such wonderful co- operation and assistance in trying to solve the many difficult prob- lems with which we have been confronted.

At a legal meeting of the inhabitants of the Town of Scituate, qualified to vote in Elections and Town Affairs, held at the High School Gymnasium in said Scituate on Monday, the fourth day of March, 1957 at 7 o'clock P.M., order was called by Moderator John Barnard, Jr.

TOWN CLERK'S REPORT


ARTICLE 4


To see if the Town will approve the recommendation of the Personnel Board to amend the Classification and Salary Plan as follows:


1. Delete present section 16 b and incorporate in Part III of the Plan the following section:


"16 b. Laborers, truck drivers and foremen -


The rates for overtime work shall be one and one half times the normal rate.


Work performed on a paid holiday (as stated in Section 15) occurring during the regular work week, Monday through Fri- day, inclusive, shall be paid on the basis of time and one half." 2. Add the following section:


"16 h. Overtime - definition. To qualify for payment at overtime rates, overtime work must be performed in accordance with all of the following conditions:


1. The work must be required to be performed in addi- tion to the regular work week.


2. The work must be of an emergency nature.


3. The necessity for the work cannot be foreseen or antici- pated.


4. The work cannot be performed during the regular period of the Department.


Work which is repetitive, which can be scheduled in ad- vance of its performance and which can be performed during the regular working period of the Department must be sched- uled so that it is performed during such regular working period of the Department."


VOTED: That the Classification and Salary Plan be amended: (1) by deleting present Section 16 b and substituting in place thereof the following Section 16 b:


The rates paid for overtime work shall be one and one half times the normal rate. Work performed on a paid holiday by regu- lar employees (as stated in Section 15) occurring during the regular work week, Monday through Friday, inclusive, shall be paid for on the basis of straight time in addition to the regular pay for that day as authorized under Section 15.


(2) By adding the following Section 16 h (As printed in Article).

ARTICLE 5


Will the Town vote to establish salaries and compensations of all elected Town Officers, or act thereon.


VOTED: That the Town establish salaries and compensation of all elected Town Officers as follows:


Selectmen: Chairman $1,815.00 and legitimate expenses. Other members $847.00 and legitimate expenses.


Board of Public Welfare: Chairman $650.00 and legitimate ex- penses. Other members $440.00 each and legitimate expenses. This sum shall include their charges for all services performed by them and either of them.


Assessors: Chairman $1,750.00 and legitimate expenses. Other members $1,500.00 each and legitimate expenses.


Highway Surveyor: $5,900.00.


Town Collector: $5,100.00 and legitimate expenses.


Town Treasurer: $3,800.00 and legitimate expenses.


Tree Warden: $484.00.


Town Clerk: $2,400.00 and legitimate expenses.


Board of Health: Secretary $847.00 and legitimate expenses. Other members $484.00 and legitimate expenses.


Park Commissioners: Each member shall be paid for actual labor performed by them at the rate for skilled labor in the High- way Department except that the Commissioner who acts as Chair- man shall receive an additional $4.00 per week.


Water Commissioners: Chairman $423.50 and legitimate ex- penses. Other members $363.00 each and legitimate expenses.


Moderator: None.


ARTICLE 6


To see if the Town will vote to raise and appropriate, or trans- fer from available funds in the Treasury, such sums of money as may be necessary to defray expenses estimated for the year 1957 and make appropriations for the following departments:


General Government:


1. Advisory Committee ....... $ 1,075.00

3. Selectmen 8,740.00
