Report of Selectmen
The newly elected Board of Selectmen - Kenneth E. Morang, Jr., Bur- ton F. Whitcomb, J. Edward Surette, Jr., Thomas D. Morse, John W. Moc- cia, Jr. - organized on March 8, 1960 by electing as Chairman, J. Edward Surette, Jr., Secretary, Burton F. Whitcomb, John J. McCarthy, Executive Secretary and Raymond S. Dower - Mrs. Ida L. Weiss, Clerk.
Prior to the election of the new Board, Chairman Morang resigned the Chairmanship in favor of the election of Selectman Herbert R. Waite, who was not a candidate for re-election, as Chairman of the Board. This action was taken in recognition of Selectman Waite's contribution of outstanding service as a member of the Board of Selectmen.

John J. McCarthy was re-appointed Executive Secretary for a term of three years in accordance with the provisions of Chapter 5, Section 8 of the by-laws of the Town of Wakefield. This position provides for mana- gerial co-ordination of all departments within the Selectmen's jurisdiction as well as with other Town, State and Federal Boards, Committees, Depart- ments and Officials. The Executive Secretary also serves as the Board of Selectmen's representative when the Board is not in session.
Mrs. Ida L. Weiss was appointed as Clerk of the Board to succeed Ray- mond S. Dower upon his retirement. Mr. Dower had faithfully served the Town for many years as a Selectman and Clerk to the Board, during which time, his services had proven extremely valuable.
Tax Collector Carl W. Sunman succumbed on April 18, 1960 after twenty-five years of faithful service to the Community. Miss Catherine E. Simpson, a former member and Chairman of the Board of Selectmen, was appointed Temporary Tax Collector.
The Board met in joint session with the Board of Public Works and the Recreation Commission for the purpose of filling a vacancy on these Boards as is required by the Massachusetts General Laws.
Mr. Melvin J. Levine was elected to the Board of Public Works to fill the vacancy caused by the resignation of Herbert Hewitt, Jr., and Mrs. Vera D. Curley was elected to the Recreation Commission to fill the vacancy caused by the resignation of John O'Brien.
Chapter 17 of the Town By-Laws prescribes that the Board of Select- men shall supervise and conduct the election of an employees' representa- tive to the Personnel Board for a term of three years. Lieutenant Charles C. Curran of the Fire Department was elected to this position.
Rev. William F. Maloney was appointed Catholic Chaplain of the Police Department and Rev. Louis Bourgeouis of the Fire Department. Rev. John V. Thorp was appointed Protestant Chaplain of the Police Department and Rev. John Koehler of the Fire Department.

The Board engaged in an active consideration of the multi-complex problems that press upon a growing suburban community. The Federal Census Bureau certified the population of the Town as 24,276 persons, which represented an approximate twenty-five percent increase in the past ten years. The Town's growth as an important Business-Residential Com- munity is being constantly identified with this changing population pattern.
The Board of Selectmen has continued to represent the Town's inter- est before Legislative Committees and Special Commissions for the purpose of presenting information and evidence on matters which are critically important to the Town of Wakefield.
A continuous study of parking and traffic problems has been main- tained by the Committee on Police. Many changes have been effected, as required, in the Street Traffic Rules and Regulations. A complete review of the entire Traffic Rules and Regulations' code has been undertaken and will be approved and reprinted immediately after the next Annual Town Meeting. The Board has authorized negotiations for the purchase or emi- nent domain taking of properties previously voted by Town Meeting as required in the lay-out for the construction of a Main Street By-pass. These properties have not been taken because of necessary clearancy by the Massachusetts Department of Public Works with the Wakefield Depart- ment of Public Works before construction plans can be completed. The Police and Fire Departments regard this section of roadway as essential to the provision of proper protective service and it is generally agreed that such a roadway would eliminate a great proportion of thru traffic in the congested business center.
The Board continued to oppose the installation of "automatic gates" at the Boston & Maine Railroad Crossing on Forest and Main streets. The Boston and Maine Railroad has now petitioned the Massachusetts Department of Public Utilities for permission to withdraw their request for this installation.
The boundaries between the Towns of Wakefield and Saugus were perambulated as prescribed by law.
The interest rate of three percent on One Hundred Thousand Dollars in Sewer Bonds, Fifty Thousand Dollars in Water Bonds, and an interest rate of one and one half per-cent on twenty eight thousand dollars for short term borrowing in anticipation of reimbursement from the State and County for the Construction and Maintenance of Public Ways were ap- proved by the Board. Tax Foreclosed property sales in the amount of $2,174.54 were approved after many conferences with Town Treasurer, Paul Lazzaro. The Board voted to withhold approval on any further sale of Tax Foreclosed property until a Master Plan of the Town presently being prepared by a consultant for the Wakefield Planning Board is completed.
Fifty-five Treasury Warrants totalling $8,676,073.04 were approved by the Board in payment of Salaries, Wages, Billings and Maturing Indebted- ness.
The Board of Public Works was authorized to incur liabilities not in excess of $24,000 on account of the extreme emergency caused by the snow storm initiating on December 12, 1960.
The program of insurance benefits for town employees which was authorized by referendum action in March, the year nineteen hundred and

fifty-eight has continued in force and the contract for Group Hospital, Surgical and Medical Insurance was awarded to Blue Cross-Blue Shield, and the contract for Life Insurance was awarded to the John Hancock Life Insurance Company for a one-year period.
A vast amount of time and effort was spent by the Board on a great many miscellaneous problems which would be too detailed to highlight in this report.
Reports of the various departments under the jurisdiction of the Board will be found under other headings in this report and this activity has been submitted to the Board by the individual departments on a monthly basis. These monthly reports have provided information necessary in the develop- ment of administrative planning.
The Board appointed election officers and tellers for service at the elections on September 13, 1960, and November 8, 1960.

Report of the Personnel Board
Regular scheduled monthly meetings of the Personnel Board were held each month during 1960. In addition to this, there were such additional executive meetings as necessary, plus a number of meetings through the year with the Finance Committee.
Despite hopes that the 1959 review of all departments would serve to stabilize the situation, problems continued to arise throughout the year.
We are, naturally, concerned with the continued rising trend in government costs, not only as it affects us in local government, but also at the State and Federal levels.
To the best of our ability, we have tried and will continue to try to act on the matters coming before the Personnel Board in a fair and equit- able manner to those concerned, the employees and the taxpayers.
In the ultimate end, the final judgment of our major decisions still rests with the voters.

Report of Town Planning Board
In June, matching Federal Funds having become available, the con- tract for the Master Plan was signed with Technical Planning Associates, Inc., of New Haven, Conn., who began basic studies of the town at once. A report of progress with a display of maps is planned for the 1961 annual town meeting.
The three subdivisions in process on Jan. 1, 1960, were approved and another of 6 lots, filed in 1960, was also approved in 1960. As of Dec. 31, one other with 15 lots was awaiting approval.
Five additional preliminary plans for subdivisions were submitted during the year, of which two were tentatively approved.
The Planning Board acting as Board of Survey held public hearings on the laying out of 4 streets. Following a public hearing, Brook Street north of Route No. 128 was renamed Redfield Road.
One major addition was made to the Zoning Bylaws. In the past few years several multiple family houses had been built in General Residence and Business Districts on lots which allowed very little area beyond that required for the building and parking. In order to give the voters of Wakefield an opportunity to preserve the suburban character of the town, the Board in the warrant for the annual town meeting offered a bylaw establishing minimum area requirements for multiple family dwellings. This bylaw was adopted by a large majority vote.
On Dec. 28 an article proposing a bylaw to create a Limited Business District was advertised for public hearing. If voted, this bylaw will set up a district limited in use essentially to business and professional offices, financial institutions, and hotels.
The Board regrets that no apparent progress was made toward the construction of the Main Street by-pass. This proposed street has been recommended by several consultants who have studied the traffic problems of lower Main Street and it is the hope of the Planning Board that action to lay out and construct the by-pass will be taken soon.
Mr. Joseph F. Casazza, who became Town Engineer in February, has attended most of the Board meetings since his appointment. His work as coordinator between the Department of Public Works and this Board is of great value, particularly in reference to the supervision of subdivisions as proposed and as constructed.
At the 45 regular meetings, over one hundred other land use problems were studied in addition to the work on subdivisions and zoning. The Board also held 3 public hearings on subdivisions, 1 on street renaming, 3 on zoning articles and 4 as Board of Survey, a total of 56 hearings and meetings in 1960.
