Voted: To raise and appropriate the sum of $380 to carry out the purposes of this article.


ARTICLE 60


To see what sum the Town will vote to return to the town treasury from the balance in the Operating Fund of the Municipal Light Depart- ment, as of December 31, 1959, and authorize the Assessors to use said sum in computing the tax rate for 1960, and also to see what sum the town will authorize the Municipal Light Department to transfer from the balance in its Operating Fund as of December 31, 1959 to the Construction Fund of the Municipal Light Department. - Municipal Light Department.


On motion by Finance Committee :


Voted: That the sum of $75,000, being part of the balance of the Operating Fund of the Municipal Light Department as of December 31, 1959, be returned to the Town Treasury and the Assessors be hereby author- ized to use the same in computing the tax rate for 1960, and authorize the Municipal Light Department to transfer from its Operating Fund $123,853.50 to its Construction Fund, the latter sum being the remainder of the balance in its Operating Fund as of December 31, 1959.

A motion by Harry A. Marshall to increase the amount of $75,000 to be returned to the Treasury to $98,853.50 was voted in the negative.


ARTICLE 61


To see if the Town will vote to authorize the Board of Assessors to use such free cash as may be in the treasury, or any part thereof, in com- puting the tax rate for the current year. - John J. McCarthy, Town Ac- countant.


On motion by Finance Committee:


Voted: That the Board of Assessors be authorized to use an amount of Free Cash in the Treasury not in excess of $60,000 in computing the tax rate for 1960 and that the amount to be used as Estimated Receipts as a credit in determining the tax rate for 1960 be used by the Assessors to the full amount authorized by statute.


By unanimous consent of the meeting, Lewis Day was allowed to present a resolution thanking the Finance Committee, the Board of Select- men, the Planning Board, and other town officials who contributed to the success of the meeting, and the resolution was adopted.

ARTICLE 2


To see if the town will vote to authorize the Board of Selectmen to purchase, or take by eminent domain proceedings, for the purpose of con- struction of a fire station, the parcel of land bounded and described as follows:


EASTERLY by Cedar Street 60 feet


SOUTHERLY by Lot 184A as shown on Plat 7 of Assessors' Plans of Wakefield 118.61 feet


WESTERLY by Lots 182B and 182C as shown on said Plat 7 60 feet


NORTHERLY by the remaining portion of Lot 181 as shown on said Plat 7, 118.61 feet.

A motion by the Finance Committee to approve the action requested in Article 2, was voted in the negative, after a protracted debate by Messrs. Whitcomb, Morse, Lee, Horovitz, Benedetto and others.


ARTICLE 3


To see if the town will vote to purchase or take by eminent domain proceedings, for highway purposes, the following described parcels of land:


Parcel 1 .- Beginning at a point on the southerly sideline of Richardson Street at the northwesterly corner of Parcel "E"; thence 6 feet more or less westerly along said southerly sideline of Richardson Street to a point 15.0 feet from the center line of the westerly B. & M. R.R. track; thence southerly, parallel to and 15 feet from the centerline of the westerly B. & M. track, a distance of 184 feet more or less to a point on the northerly sideline of Bennett Street; thence easterly along said northerly sideline of Bennett Street a distance of 6 feet more or less to a point at the south- westerly corner of Parcel "E"; thence northeasterly along the westerly boundary line of Parcel "E" a distance of 184 feet more or less to the point of beginning. Said parcel contains 1100 square feet more or less.

ARTICLE 4


To see if the Town will vote to lease from the Boston & Maine Rail- road for parking purposes, the following described parcels of land: Parcel No. 1, that parcel of land lying easterly from the railroad tracks and westerly from North Avenue and measuring approximately 17 feet wide and running from Armory Street to Albion Street; Parcel No. 2. situated easterly from the railroad tracks and westerly from North Avenue and being approximately 17 feet wide and running from Albion Street to Chestnut Street; Parcel No. 3. that parcel of land lying easterly of the railroad tracks and westerly from North Avenue and running northerly from Chest- nut Street to Prospect Street and being approximately 17 feet wide and raise and appropriate a sufficient sum of money to pay the Boston & Maine Railroad rental for said land. - Board of Public Works.


On motion by Finance Committee:


Voted: To lease the parcels of land described in Article 4 from the Boston and Maine Railroad, and to provide therefor the Town appropriate the sum of $60.00 by transfer from the Excess and Deficiency Account.


ARTICLE 5


To see if the town will amend its Zoning Bylaws and Zoning Map by changing from a general residence district to a single residence district, a tract of land bounded and described as follows:


NORTHERLY of the center line of Salem Street and the business district at the intersection of Salem and Vernon Streets;


WESTERLY of the Boston and Maine Railroad location;


SOUTHERLY of the business district on the southerly side of Lowell Street;


EASTERLY of the single residence district located 100 feet westerly of Vernon Street. - John W. F. Morrell and Others.


The report of the Planning Board was read by Chairman Kenneth W. Thomson, stating that a hearing was duly held, according to law, at the

On motion by Mr. Thomson :


Voted: That the Town amend its Zoning Map and Zoning Bylaws by changing the area described in Article 5 from General Residence to Single Residence.


ARTICLE 6


To see if the town will vote to authorize the Board of Public Works to construct sewers across private land and in or across highways hereinafter named:


a. Beginning at an existing dead end manhole located 272 feet west of the center line of Robert Street and running westerly in Forest Street toward the Stoneham line approximately 1046 feet to a dead end manhole; and to see if the town will raise and appropriate a sufficient sum of money therefor and/or authorize the Treasurer with the approval of the Board of Selectmen to borrow and issue notes or bonds of the town therefor and/or appropriate from available balances and authorize the Board of Public Works to purchase or take by right of eminent domain easements in and over private land necessary for the construction, maintenance and repair of said sewers. - Board of Health.


On motion by Finance Committee:


Voted: To authorize the Board of Public Works to construct sewer across private land and in or across highways hereinafter named:


Beginning at an existing dead end manhole located 272 feet west of the center line of Robert Street and running westerly in Forest Street toward the Stoneham line approximately 1046 feet to a dead end manhole; and to authorize the Board of Public Works to purchase or take by right of eminent domain easements in or over private land necessary for the construction, maintenance, and repair of said sewers and to provide there- for the town appropriate the sum of $31,000.00 by transfer from the Excess & Deficiency Account.


The vote in the affirmative was unanimous.


ARTICLE 7


To see if the town will vote to authorize the Board of Public Works to construct a sewer in Tuttle Street extending from an existing manhole in Albion Street approximately 405 feet northwesterly to a dead end man- hole. - John E. Durant and others.


On motion by Finance Committee:


Voted: To authorize the Board of Public Works to construct a sewer in Tuttle Street extending from an existing manhole in Albion Street approx- imately 405 feet northwesterly to a dead end manhole; and to provide there- for the town appropriate the sum of $4,000.00 by transfer from the Excess & Deficiency Account.

To see if the town will vote to accept the provisions of Chapter 493 of the Acts of 1959, said Act being entitled:

"AN ACT INCREASING THE AMOUNTS OF PENSIONS AND RE- TIREMENT ALLOWANCES PAYABLE TO CERTAIN FORMER PUBLIC EMPLOYEES." - Thomas E. Hurton and others.


On motion by Finance Committee :


Voted: To accept the provisions of Chapter 493 of the Acts of 1959, said act being entitled :


"An act increasing the amounts of pensions and retirement allowances payable to certain former public employees."


To hear and act on the report of the committee appointed under authority of Article 9 of the warrant for the Annual Town Meeting of 1959 for the purpose of studying the advisability of installing voting machines in the Town of Wakefield. - Board of Selectmen.


The report of the committee was read and signed by the five members, as follows: Thomas D. Morse, chairman; George E. Findlay; Richard H. Hammond; William R. Sullivan; and Walter R. Jaynes, Secretary.


The report pointed out the advantages and disadvantages of voting machines as a result of questionnaires sent to the towns and cities using machines. The answers to the question of cost and of saving money the report stated were "varied." Machines would cost $1,823.50 as of January 30, 1960 (exclusive of shipping costs), but should not be considered a stable price. Thirty machines to provide for Wakefield's five precincts would cost $54,705.00.


The committee felt the advantages are many, and recommended the adoption of voting machines.

Voted: To accept the report as a final report and that the committee be discharged.
