Meeting called to order by Moderator Roger H. Wingate at 7:40 P.M. in the auditorium of the memorial high school.
Thirty-eight students from the Atwell Junior High School and several other guests were given unanimous consent of the meeting to be present as observers.
On motion by Cyrus M. Dolbeare:
Voted: That Article 2 be taken from the table.
Reporting for the committee appointed under Article 2, to submit nominations for those town officers not required to be elected by ballot, he presented the following nominations:
Surveyors of lumber: George R. Kerr, Ralph Morel, James E. Hewes, Hiram A. Tobey, George J. Gould and George E. Blair.
Field drivers: Richard W. Baker and Everett E. Packard.

Voted: That the nominations be closed, and that the Town Clerk cast one ballot for the persons nominated and that they be declared elected.

Voted: That, believing that the subject-matter of Article 2 has long since outlived its usefulness, and that its purposes as outlined in the statutes might well be handled by the selectmen, your committee recom- mends that this article in each year's annual warrant be referred to the Honorable Board for further study, and that future appointments be made with other town appointments by that board, commencing in 1961.
ARTICLE 23
To see if the Town will vote to raise and appropriate a sum of money for the improvement of streets and/or roads under Chapter 90 of the General Laws, and to authorize the Board of Public Works to acquire by purchase or by eminent domain proceedings, rights and easements neces- sary in connection therewith for construction and to slope land back from street lines, said money to be used in conjunction with any money which may be allotted by the state or county, or both, for this purpose, or take any other action in relation thereto. - Board of Public Works.

Voted: To raise and appropriate the sum of $8,500 to carry out the purposes of Article 23.
ARTICLE 24
To see if the Town will vote to raise and appropriate a sum of money for the maintenance of various streets built under Chapter 90 of the General Laws, said money to be used in conjunction with any money which may be allotted by the state or county, or both, for this purpose or take any other action in relation thereto. - Board of Public Works.

ARTICLE 25
To see if the Town will vote to raise and appropriate a sufficient sum of money to construct sidewalks on various public streets in the Town, and to authorize the Board of Public Works to acquire by purchase or by eminent domain proceedings, rights and easements necessary in connec- tion therewith for construction, to slope land back from street lines and construct retaining walls. This work to be done under the Betterment Act. - Board of Public Works.
On motion by Finance Committee as amended :
Voted: That the town raise and appropriate the sum of $10,900 to construct sidewalks on Salem Street from Eunice Circle to Wharton Park, Ames, Middle and Minot Streets, Parker Road and various other streets in the town, and to authorize the Board of Public Works to acquire by purchase or by eminent domain proceedings, rights and easements neces- sary in connection therewith for construction, to slope land back from street lines and construct retaining walls, said work to be done under the provisions of the Betterment Act.

ARTICLE 27
To see if the Town will vote to raise and appropriate a sufficient sum of money for the proper development of the Hall Park property on North Avenue, and the Col. Connelly Park on Lowell Street. - Board of Public Works.

Voted: To raise and appropriate the sum of $2,700 to carry out the purposes of Article No. 27, $1,700 of which sum shall be allotted to the final development of Colonel Connelly Park and $1,000 allotted to the fur- ther development of Hall Park property.
ARTICLE 28
To hear and act upon the report of the Board of Public Works in lay- ing out Town ways under the Betterment Act in substantially the same locations as the various private ways listed below, and to authorize the taking of slope easements in land adjoining the locations of the said proposed Town ways in accordance with the General Laws, Chapter 82, Section 32b:
a. Beebe Lane running from Lowell Street southerly approximately 767 feet to the intersection of a private way known as Brewster Road.
b. Fell Street running from Oak Street southerly approximately 634 feet to the intersection of a private way known as Webster Avenue.
c. Plymouth Road running from Broadway to Plymouth Road a distance of approximately 2020 feet.
d. A portion of Hillside Avenue from Fairmount Avenue westerly approximately 260 feet to a dead end.
e. Swansea Road running from the end of the accepted portion east of its intersection with Shetland Road about 370 feet to the junction of Harwick Road.
f. Harwick Road running from the intersection of Keeling Road northeasterly approximately 410 feet to the junction of Swansea Road. and to see if the Town will vote to raise and appropriate a sufficient sum of money for the original construction of public ways or the extension or widening thereof, including land damages and cost of pavement and side- walks laid at the time of said construction or for the construction of stone, block, brick or other pavement of similar lasting character under specifi- cations approved by the State Department of Public Works or authorize the treasurer to borrow with the approval of the Selectmen and issue notes or bonds of the Town therefor, and/or by transfer from other avail- able balances. - Board of Public Works.

Voted: That the Town accept and adopt, under the Betterment Act, the reports of the Board of Public Works on the acceptance of paragraphs A, E, and F, and also include paragraphs B and C, with exception of side- walks under paragraph C, on the acceptance of layouts of the streets des- cribed in Article 28, plans of said layouts being on file with the Town Clerk, and that the Town authorize the taking of slope easements in land adjoining the location of said proposed town ways in accordance with the provisions of Chapter 82, Section 32B of the General Laws, and fur-

Voted: To further amend the motion of the Finance Committee un- der Article 28 by adding Paragraph D, Hillside Avenue, and further ap- propriate $9,000, making the total appropriation for street construction under Article 28 - $80,000.
The vote in the affirmative was: Yes, 328 - No, 135.
An amendment by John J. McShane, chairman of the Board of As- sessors, to appropriate the sum of $20,000, and appropriate $60,000 by bond issue, ten year term, was voted in the negative.
A motion by Donald McAuliffe to take up each street separately was ruled out of order by the Moderator.
Mr. McAuliffe requested to record with the Town Clerk his objection to the Moderator's ruling. Objection duly recorded.
The original motion, by the Finance Committee, as amended, then was voted in the affirmative. The vote was: YES, 309 - NO, 101, and the Moderator declared the motion carried.
A motion by Julius Horovitz to take up Article 43 out of order was voted in the negative.
ARTICLE 29
To see if the Town will vote to raise and appropriate a sufficient sum of money for the construction of sewers for surface drainage in the Town, and to authorize the Board of Public Works to acquire by purchase or by eminent domain proceedings rights and easements necessary in connection therewith for construction, maintenance and repair, and to authorize and instruct the treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds of the Town therefor, and/or by transfer from other available funds. - Board of Public Works.
On motion by Finance Committee:
Voted: To raise and appropriate the sum of $13,800 for the construc- tion of sewers for surface drainage in the area of Hamilton Road, Jeffer- son Road, and Richardson Street to carry out the purposes of Article No. 29.
An amendment by the Finance Committee to transfer an additional $5,700 from the Excess and Deficiency Account was voted in the negative.
After the amendment failed to carry, the original motion was voted in the affirmative, YES, 309 -- NO, 101.

Voted: To authorize the Board of Public Works to lay and/or relay water mains of not less than six inches but less than sixteen inches in diameter in any streets or private ways and for any other work of like construction where pipes of the same dimensions are used and, to pay the cost thereof, the sum of $42,000 be raised and appropriated and the sum of $1,023.35 be appropriated by transfer from the unexpended balance of the following previous appropriation and in the amounts stated :

In Main Street from a point 100 feet southerly of the existing man- hole at the intersection of Main and Hanson Streets; thence southerly in Main Street approximately 880 feet to a manhole; thence northeasterly across private land approximately 300 feet to a manhole at the intersection of Plaza Road and Howard Street; thence easterly 550 feet to a proposed Pumping Station at a point where Maple Avenue would intersect with Plaza Road; thence northerly 850 feet to the intersection of Maple Avenue and Grafton Street.
b. Vale View Road from a manhole at the intersection of Prospect Street northerly approximately 525 feet to a dead end manhole.
c. Parker Road from a manhole at the intersection of Elm Street southeasterly approximately 550 feet to a dead end manhole at the inter- section of Parker Road and Miles Lane.
d. On a street formerly called Spring Street Extension from a man- hole at the intersection of Renwick Road easterly approximately 425 feet to a dead end manhole.
e. Tuttle Street, extending from an existing manhole in Albion Street approximately 405 feet northwesterly to a dead end manhole.
f. Oak Street from the existing sewer main at Atwood Street extending easterly towards Nahant Street including the "Oak Street Trunk Sewer" across private land to Nahant Street, Nahant Street northerly to Farm Street and Farm Street northerly to the Mill River near Water Street to the "Farm Street Pumping Station"; the construction of a sewer pump- ing station at the corner of Farm and Water Streets and a force main from the pumping station along the Mill River westerly to the existing gravity system at Nahant and Hart Streets.
g. Nahant Street from a dead end manhole near Hart Street easterly approximately 450 feet to intersection of Melvin Street.
h. Melvin Street from intersection of Nahant Street northwesterly approximately 200 feet to a dead end manhole, thence northeasterly across private land approximately 450 feet to a manhole in Valley Street; thence continuing northeasterly across private land approximately 870 feet to tie into the "Mill River West Trunk Sewer".
i. Harding Road from a dead end manhole northeasterly approxim- ately 550 feet to intersect with proposed sewer on Nahant Street.
