Report of Northern Franklin Welfare District
To: Leyden Board of Public Welfare
From: L. R. Stark, Agent, Northern Franklin Welfare District Subject: Annual report on Public Assistance, 1954
During the year 1954 the District Welfare Office in Ber- nardston continued to administer Public Assistance for Leyden under the direction of the Leyden Board of Public Welfare. This work included investigations of applications for assist- ance, periodical investigations of continuing need, determina- tion of the amount of needs, preparation of payrolls and re- ports and related matters. A total of thirty-six trips were made to Leyden by automobile during the year and fifty- seven home contacts were made to assistance applicants or recipients. A considerable number of additional conferences and contacts were made in connection with Public Assistance matters including conferences with Board members, and con- tacts with police, S.P.C.C., District Court, Division of Child Guardianship, physicians, dentists, druggists and others.
During the year of 1954 no major changes as a result of legislation were made in the regular payments to recipients of Public Assistance. However, an increase in benefits to those receiving Old Age and Survivors' Insurance through Social Security resulted in reductions in assistance payments to a few cases.
A new state wide medical plan which is mandatory in all categories of assistance was put into effect during the year. The chief features of this plan are stricter control by welfare agencies over medical costs and mandatory state-wide fee

schedules for all of these needs. The fee schedules have re- duced the cost of some needs, chiefly physicians' services, and increased others, notably hospitalization and nursing home care. All payments for medical needs are now being paid to the vendors rather than to the assistance recipients.
Old Age Assistance
Minimum grants remained at $59.00 per month for recip- ients living with relatives and $79.00 per month for all others without other resources. Depending on the needs of the in- dividual, these grants ranged upward to $100.00 per month.
At the beginning of the year fifteen cases were being aided at a cost of $897.00 per month exclusive of medical needs. At the end of the year there were thirteen on the rolls with a regular monthly payment of $723.00. Additional payments for medical needs averaged about $200.00 per month during 1954.
One application for aid was received during the year, and this case was approved for assistance. Three cases were closed during the year. Two of these were transferred to other towns. There was one death during the year.
Nine Old Age Assistance real estate liens were in force at the beginning of the year, and none were filed during 1954. One was released leaving eight such liens at the end of 1954.
There were no appeals during the year.
Federal financial participation remains at a maximum of $35.00 per month per case with the state reimbursing two- thirds of the remainder.
Aid to Dependent Children
Two cases with eight children were being aided at the beginning of the year at a cost of $288.00 per month. No new applications were received during the year. One case was

closed leaving one case with six children being aided at the end of 1954, the cost being $139.00 per month plus medical needs.
In this category the federal participation is up to a maxi- mum of $19.50 per month per child with the state reimbursing one-third of the total cost.
Disability Assistance
-
There were no cases on the rolls at the beginning of the year, and no applications were received.
General Relief
One single person case was aided continuously through the year at a cost of about $30.00 per month. No new cases were added during the year.

GREETING:
In the name of the Commonwealth you are hereby direct- ed to notify and warn the inhabitants of said Town who are qualified to vote in elections and in town affairs to meet in the Town Hall, Monday, the seventh day of March next at eleven o'clock in the forenoon, then and there to act on the follow- ing articles:
ARTICLE 1. To choose all necessary town officers for the year ensuing:
'One Moderator for one year
One Town Clerk for one year
One Town Treasurer for one year
One Selectman for three years
One Assessor for three years
One School Committee for three years
One Constable for one year One Auditor for one year
One Tree Warden for one year
One Collector of Taxes for one year
One Trustee Robertson Memorial Library for three years and fill any vacancies that may occur.

ARTICLE 2. To see if the town will vote to authorize the treasurer with the approval of the selectmen to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1955 and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 3. To see if the town will vote to accept the report of the Town Officers for the year 1954, or pass any vote or votes in relation thereto.
ARTICLE 4. To act on the list of jurors as posted by the selectmen.
ARTICLE 5. To see if the town will vote to raise money for the necessary expenses of the town and appropriate same, or pass any vote or votes in relation thereto.
ARTICLE 6. To see if the town will vote to raise and ap- propriate, or appropriate from the Quintus Allen money, a sum of money for the maintenance of schools during the cur- rent year.
ARTICLE 7. To see if the town will vote to fix the salary and compensation of all elective officers of the town as pro- vided by Section 108 of Chapter 41, General Laws as amend- ed.
