Report of Northern Franklin Welfare District
To: Leyden Board of Public Welfare

During the year 1957 the District Welfare Office in Bernardston continued to administer Public Assistance for Leyden under the di- rection of the Leyden Board of Public Welfare. This work included investigations of applications for assistance, periodical investigations of continuing need, determination of the amount of needs, preparation of payrolls and reports and related matters.
During the year a cost of living increase of about 5.7% and an increase in the item of fuel was made to most welfare recipients, and legal financial responsibility of children of Old Age Assistance and Disability Assistance recipients was reduced. Burial costs were increased $50.00. A change was made in the method of making pay- ments for medical care which was necessary on a statewide basis in order to receive additional federal reimbursement of $3.00 per month for adults and 50¢ for children in categories other than General Re- lief.
Total cases being aided was ten at the beginning of the year and also ten at the end of December.
OLD AGE ASSISTANCE
Minimum grants remained at $61.50 per month for recipients living with relatives and $81.50 per month for all others without other resources. Depending on the needs of the individual, these grants ranged upward to $125.80 per month plus medical needs.
At the beginning of the year eight cases were being aided at a cost of $434.00 per month exclusive of medical needs. At the end of the year there were also eight on the rolls with a regular month- ly payment of $471.00. Additional payments for medical needs aver- aged about $327.00 per month during 1957 which was about $1,200.00 less than last year.
One new application was received during the year and was aided. One case was closed because of death of the recipient.

Six Old Age Assistance real estate liens were in force at the beginning of the year. One was released after full recovery of $88.50 leaving five liens in force at the end of December.
There were no appeals during the year.
Federal financial participation was increased during the year to a maximum of $42.00 per month per case with the state reimbursing two-thirds of the remainder.
AID TO DEPENDENT CHILDREN
One case with four children was being aided at the start of the year at a cost of about $140.00 per month. One new application was received and aided leaving two cases with five children at the end of the year with a monthly cost of $175.00.
In this category the federal participation was increased during the year to a maximum of $22.00 per month per child with the state reimbursing one-third of the total cost.
DISABILITY ASSISTANCE
No assistance in this category was given during the year. No applications were received.
GENERAL RELIEF
One family case with three children was being aided at the be- ginning of the year. The case was closed when the family moved away from town, and no other applications were received.

Report on Leyden History Progress - 1957
Citizens of Leyden :
Progress on the History of Leyden during the past year has been very satisfactory. An initial draft of the book has been com- pleted; and another copy, in more finished form, is now being drawn up. This will be deposited in the town vault so that there will be one copy available should anything happen to the original while the book is being completed.
During the year, the oldest Leyden town records, and those of Bernardston, have been combed for pertinent history material. This involved the reading of some 1,000 pages of 18th and 19th century script. The selected material is being incorporated in the text of the history from the voluminous notes taken down by Mrs. Arms.
Interesting data for the book has been received of late from many persons inside and outside the town. Harold Campbell, aside from giving time for conferences, has contributed genealogical data, maps and pictures. Various members of the parish have supplied valuable material for the Church history. Especially generous help has come from the Hine families. Thanks are extended to all others in Leyden who have contributed data for the book this past year.
Representative Whitmore of Sunderland has sent us a state Mono- graph for 1957 containing many interesting Leyden statistics. Dr. Lawrence R. Dame has offered us his valuable and extensive research notes on all Leyden doctors. The Secretary of the Commonwealth, through his State Archives Department, has been most cooperative in furnishing copies of early Leyden documents.
While material for most categories in the book is quite plenti- ful, early school records are still needed. Information on Leyden's contribution to the Mexican War also would be welcome. World War I and World War II records, not yet sent in, will be given special attention.
During the past year, about 90% of the town families have been contacted for information concerning personal histories. Any who

have not yet been interviewed may have been away when called. It is expected, however, that all will be reached during the coming year.
Clifford L. Lord, President of the American Association for State and Local History, the State Department of Education and many others have sent best wishes for the success of the Leyden History project.
In fact, prospects look bright for the completion of a particu- larly interesting book. The cooperation of the people of Leyden is much appreciated.

GREETING:
In the name of the Commonwealth you are hereby directed to notify and warn the inhabitants of said Town who are qualified to vote in elections and in town affairs to meet in the Town Hall, Mon- day, the third day of March next at eleven o'clock in the forenoon, then and there to act on the following articles:
ARTICLE 1. To choose all necessary town officers for the year ensuing :
One Moderator for one year
One Town Clerk for one year
One Town Treasurer for one year
One Selectman for three years
One Assessor for three years
One School Committee for three years
One Constable for one year
One Auditor for one year
One Tree Warden for one year
One Collector of Taxes for one year
One Trustee Robertson Memorial Library for three years and fill any vacancies that may occur.
ARTICLE 2. To see if the town will vote to authorize the treas- urer with the approval of the selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958 and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, Gen- eral Laws.

ARTICLE 3. To see if the town will vote to accept the report of the Town Officers for 1957, or pass any vote or votes in relation thereto.
ARTICLE 4. To act on the list of jurors as posted by the Se- lectmen.
ARTICLE 5. To see if the town will vote to raise money for the necessary expenses of the town and appropriate same, or pass any vote or votes in relation thereto.
ARTICLE 6. To see if the town will raise and appropriate, or appropriate from the Quintus Allen money, a sum of money for the maintenance of schools during the current year.
