Report of Northern Franklin Welfare District

To: Leyden Board of Public Welfare

From: L. R. Stark, Agent. Northern Franklin Welfare District Subject: Annual Report on Public Assistance, 1955

During the year 1955 the District Welfare Office in Bernard- ston continued to administer Public Assistance for Leyden under the direction of the Leyden Board of Public Welfare. This work included investigations of applications for assistance, periodical investigations of continuing need, determination of the amount of needs, preparation of payrolls and reports and related matters

There were no major changes during the year as a result of legislation which changed the amount of assistance payments in 1955. However, there was one bill enacted which increases most Old Age Assistance grants $2.50 per month for Transportation. Allowance which becomes effective January 1, 1956.

Total cases being aided dropped from fifteen at the begin- ning of the year to twelve in December, the reduction occurring in the Old Age Assistance category entirely.

Old Age Assistance

Minimum grants remained at $59.00 per month for recip- ients living with relatives and $79.00 per month for all others without other resources. Depending on the needs of the individ- ual, these grants ranged upward to $100.00 per month plus med- ical needs.

At the beginning of the year thirteen cases were being aided at a cost of $723.00 per month exclusive of medical needs. At the end of the year there were ten on the rolls with a regular monthly payment of $546.00. Additional payments for medical needs av- eraged about $130.00 per month during 1955.

25

One application for aid was received during the year, and this case was approved for assistance. Four cases were closed dur- ing the year. One of these became self-supporting and there were three deaths during the year.

Eight Old Age Assistance real estate liens were in force at the beginning of the year, and none were filed during 1955. Two were released leaving six such liens at the end of 1955. A recovery of $2601.38 was made on one of these releases.

There were no appeals during the year.

Federal financial participation remains at a maximum of $35.00 per month per case with the state reimbursing two-thirds of the remainder.

Aid To Dependent Children.

One case with six children was being aided at the beginning of the year at a cost of $139.00 per month. No new applications were received during the year. This case was being continued at the end of the year.

In this category the federal participation is up to a maximum of $19.50 per month per child with the state reimbursing one- third of the total cost.

Disability Assistance

There were no cases on the rolls at the beginning of the year. One application was received which was approved for assistance and was continuing to receive aid at the end of the year at a cost of about $60 00 per month. This case was previously aided un- der General Relief.

General Relief

One single-person case was being aided at the beginning of

26

the year at a cost of about $30.00 per month. One new applica- tion was received and aid given. One case was closed during the year because of transfer to another category of assistance. The other case became self-supporting and was also closed, leaving none being aided in this category at the end of 1955.
