REPORT OF SELECTMEN
The Selectmen organized with Valmore P. Tet- reault, Chairman, Leon A. Caron, Clerk, and Joseph Lafleche, 2nd as the third man. The Board has experi- .enced one of the hardest years ever known, with a con- tinued unemployment situation, which made larger ex- penses for our Soldier's Relief department.
We have had over 50 percent more cases this year than in previous years and were obliged to expend more than ever before.
The Selectmen started the 10 percent voluntary donation, which was followed by every department with the exception of one, and which amounted to over $9,000.00. We advocate the same practice for 1933 and would recommend that the saving of same be turned in- to an emergency fund, for we are one of the few large 'owns in the Commonwealth which has no emergency fund.
We made numerous changes in the Town Hall build- ing and we are pleased to state that all the depart- ments, with the exception of one, now have offices in our municipal building. These numerous repairs in changing offices, and bringing into the Town Hall the Town Clerk's department is one of the most important changes of them all.
All valleys of our Town Hall roof are now in per- fect condition. We were compelled to renew four of them

this year, and we hope that these new valleys will last as long as the original ones, which lasted 44 years.
We petitioned the Department of Public Works to take over the Woodstock Road from the junction of East Main Street to the Connecticut State line, as a State Road.
We have been very active during the year in secur- ing data concerning the electric and gas rates and we are satisfied after having two interviews with the rep- resentatives of the Electric Company that something defi- nite will be decided at our next meeting in January.
The Worcester Street drain was constructed exclu- sively by Soldiers' Relief help. A very substantial balance was transferred to other accounts at the Special Town meeting in December. Various sidewalks construct- ed this year were constructed at less than 50 percent of the original estimate which was made last February.
The $20,000.00 proposal voted for the year in surfac- ing and drainage of several of our streets was done by the Highway department under the supervision of the Engin- eering department, and, as per our recommendation, wel- fare help was furnished and we were able to turn in $11,- 400.00 to the Welfare Board. The pipes used in various drains were bought under contract. This practice hereto- fore had not been followed and the Board saved $948.51 in this respect.
It has been our aim this year to avoid any emergency loan; in the last few years we have had emergency loans of approximately $25,000.00 each year. Due to the volun- tary donations and various accounts which came under our care, we were able to transfer approximately $34,-

000.00 to various accounts at the special meeting. Our emergency loan this year amounted to only $10,000.00.
The legal department has been very active during the past year. The Selectmen, Tax Collector, Engineer, Sewer Commissioners and the Board of Public Welfare made frequent use of the services of the Town Counsel.
This department completed numerous items of long standing. The Town Counsel has not only saved the Town of Southbridge a large sum of money but has been instru- mental in collecting deficiencies and lost liens.
