TOWN WARRANT.
COMMONWEALTH OF MASSACHUSETTS. MIDDLESEX SS
To Garritt Barry, A Constable of the Town of Arlington, in said County. GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, who are qualified to vote in elections and town affairs, to assemble in the Town Hall, on Monday, the fourth day of March, next, at 6.00 o'clock, A. M., then and there to act on the following articles, viz ;
ARTICLE 1. To choose a moderator to preside at said meeting.
ART. 2. To elect by ballot the following Town Officers : A Town Clerk, for one year; a Town Treasurer, for one year; a Town Collector, for one year; an Auditor, for one year ; three Selectmen, for one year ; one Assessor, for three years; three members of the School Committee, for three years; one member of the Board of Trustees of the Pratt Fund, for five years ; one member of the Board of Commissioners of the Sinking Fund, for three years ; two Trustees of the Robbins Library, for three years ; one member of the Consoli- dated Board of Trustees of the Robbins Fund, Soldiers Monument Fund and the Trustees of Cemeteries, for three years ; five Consta- bles, for one year; one Park Commissioner, for three years ; one member of the Board of Health, for three years; one Tree Warden, for one year ; three members of the Board of Public Works, for one year. Also to choose or appoint all the other usual Town Officers, in such manner as the Town may determine. Also, upon the same ballot to vote "Yes" or " No" upon the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town ?" For these purposes the polls will be opened as soon as possible after the organization of the meeting and kept open until five o'clock, P. M.
ART. 3. To hear and act on the reports of the Selectmen and other Town Officers and Committees heretofore appointed.

ART. 4. To act on the list of Jurors as revised by the Selectmen.
ART. 5. To make an appropriation for the Robbins Library for the ensuing year.
ART. 6. To make an appropriation for the Public Schools for the ensuing year, and determine in what manner the same shall be expended.
ART. 7. To determine in what manner the town ways, high- ways and bridges shall be repaired the ensuing year.
ART. 8. To determine what sum of money the Town will raise by general tax, to defray Town expenses, interest, debt, and State Aid, and make an appropriation for the same.
ART. 9. To see if the Town will appoint the Selectmen agents of the Town, to institute and prosecute actions in favor of the Town and appear and defend suits and legal proceedings against or involv- ing the interests of the Town, with power to employ counsel therein and, when necessary, in all other legal matters and business apper- taining to Town affairs during the year commencing March 4, 1907.
ART. 10. To see what action the Town will take in relation to the appointment of a Committee of Twenty-One for the ensuing year.
ART. 11. To see if the Town will appropriate the sum of $275.00 for the proper observance of Memorial Day, the same to be expended under the direction of Francis Gould Post 36, G. A. R.

ART. 12. To see if the Town will appoint a committee to revise the Town by-laws and make additions to or changes in said by-laws and report to the Town its recommendations.
ART. 13. To see if the Town will accept the provisions of Chapter 191 of the Acts of the year 1905, being an act to authorize cities and towns to establish municipal building insurance funds and make an appropriation to establish a municipal building insur- ance fund.
ART. 14. To see if the Town will vote to discontinue or author- ize the Selectmen to discontinue all town fire insurance, or take any action in relation thereto.
ART. 15. To see what action the Town will take relative to the calling of a Town Meeting for the purpose of submitting to the legal voters the question, 'Shall an act passed by the General Court in the year 1906, entitled ' An act relative to Town Meetings in the Town of Arlington,' and providing for the ratification of certain votes passed at such meetings," be accepted by the Town ?
ART. 16. To see if the Town will discontinue the Almshouse or take any action relative thereto.
ART. 17. To see if the Town will discontinue the printing of the by-laws of the Town in the Annual Town Report, or take any action thereon.

ART. 18. To see if the Town will make an appropriation for suppressing leaf eating insects, other than gypsy and brown-tail moths, or take any action relative thereto.
ART. 19. To see what action the Town will take towards pro- viding additional vault or safe room for the safe keeping of Town records, papers and documents, and make an appropriation for the same.
ART. 20. To see if the Town will make an appropriation for the. better drainage and improvement of Spy Pond Brook, or take any action thereon.
ART. 21. To see if the Town will contribute a memorial stone for the Pilgrim Monument now building at Provincetown, said stone to mark the date of settlement of Arlington, and make an appropria- tion for the same.
ART. 22. To see if the Town will make an appropriation for painting and decorating the interior of Town Hall building, or take any action thereon.
ART. 23. To see if the Town will accept a proposition from William E. Wellington, of Dubuque, Iowa, for the improvement of the area at the corner of Lowell Street and Massachusetts Avenue, or take any action thereon.
ART. 24. To see if the Town will make an appropriation for the repair of the Almshouse stable, or take any action thereon.
ART. 25. To see if the Town will appropriate $7,000, in accord- ance with the vote passed December 6, 1904, for water used for fire hydrants, street watering and public buildings for the ensuing year.

In pursuance of the foregoing warrant the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs, met in the Town Hall, in said Arlington, on Monday, the fourth day of March, in the year of our Lord nineteen hundred and seven, and were called to order at six (6) o'clock in the morning, by the Town Clerk, who read articles one and two of the warrant calling the meeting and the return of the constable who served the same upon the inhabitants. By unanimous consent the reading of the remaining articles was postponed until the adjourned meeting.
Article 1 taken up. (Choice of Moderator.)
John G. Brackett received seven votes and was declared elected Moderator and was sworn to the faithful performance of his duties.

TOWN RECORDS.
The following ballot clerks and tellers, who had previously been appointed by the Selectmen, were sworn to the faithful discharge of their duties and assigned as follows:
Ballot Clerks-Frank Y. Wellington and John J. Mahoney.
Inspectors-Frank F. Russell and Arthur L. Marston.
Checkers at Ballot Box-Horace A. Freeman and George C. Tewksbury.
Tellers-George H. Peirce, Frank J. Rowe, Charles P. Ladd, Jr., David T. Dale, William H. Bailey, Maurice P. Ahern, Arthur L. Bridgham, Frank M. Rowe and James M. Mead.
A sealed package of ballots was then delivered to the Moderator, who pub- licly broke the seal and delivered the ballots to the ballot clerks. A package of womens' ballots was also delivered to the ballot clerks.
Cards of instructions and penalties on voters were posted in prominent places as were also specimen ballots in conformity to law.
The ballot box was examined by the Moderator and Town Clerk and was found to be empty with the register set at zero.
The box was then locked and the keys delivered into the custody of Con- stable John Duffy and remained in his custody until the close of the polls.
A list of registered voters, both men and women, was supplied by the Registrars of Voters to the ballot clerks and checkers at the ballot box.
The polls were then declared open for the reception of votes for Town Officers, under article two of the warrant and remained open until five o'clock in the afternoon, at which time after due notice, they were declared closed.
By unanimous consent the ballot box was opened at various times during the day for the purpose of removing ballots to be counted.
At the close of the polls the ballot box registered eight hundred and eight (808) votes.
The names checked at the ballot box and those checked by the ballot clerks were counted and found to agree with the number registered by the ballot box, eight hundred and eight (808).
The ballots not used were inclosed in a package, sealed and delivered to the Town Clerk.
The ballots cast were then canvassed by the Moderator, Town Clerk and Tellers and declaration made thereof at twenty minutes after five o'clock as follows :-
Whole number of men's ballots cast eight hundred and two. Whole num- ber of women's ballots cast six. Total number of ballots cast eight hundred and eight.
Town Clerk for one year-Thomas J. Robinson had six hundred and forty (640) votes and was declared elected. Sworn by Moderator in open meeting. Blanks one hundred and sixty-two (162).
