The blank forms approved by the Secretary of the Commonwealth were used by the Tellers in counting and tabulating the ballots cast.


Voted : That when this meeting adjourns it adjourn to meet in Town Hall, Tuesday evening, March 19, 1907, at 7.30 o'clock.


The check list used at the entrance to the polling place together with the list used at the ballot box and the ballots cast were then sealed up in open meeting and indorsed by the election officers. They were then delivered into the custody of the Town Clerk.

Voted : That the subject matter of article 19 be referred to a committee of five, to be appointed by the Moderator, to investigate and report at the adjourned meeting, March 19, 1907. Committee appointed were Chairman of Selectmen, Chairman Board of Public Works, Town Clerk, Town Treasurer and Town Collector.


Voted: That this meeting do now adjourn.

ARLINGTON, March 19, 1907.


Pursuant to adjournment the citizens of the Town of Arlington, qualified to vote in elections and Town affairs, met in the Town Hall in said Town on Tuesday, the nineteenth day of March, in the year nineteen hundred and seven, and were called to order at thirty minutes after seven o'clock in the evening by the Moderator, John G. Brackett.


Printed copies of the warrant having been distributed to the voters, it was voted to dispense with the reading of the articles not acted on at the annual meeting, March 4th.


Voted : That when this meeting adjourns it adjourn to meet in Town Hall, Tuesday evening, March 26th, at seven thirty o'clock.


Article 10 taken up. (Appointment of Committee of 21.)


Voted: That a Committee consisting of twenty-one citizens, other than Town officers elected by ballot, be appointed to serve throughout the ensuing year and until the end of the annual meeting of 1908. The members of said committee to be selected as follows: Nine from the residents of the Russell School District, four from the Locke School District, four from the Cutter School District and four from the Crosby School District.


That the Moderator of this meeting with the chairman and secretary of the present committee of twenty-one are hereby appointed a committee to nomi- nate said new committee of twenty-one and to report same at the adjourn- ment of this meeting.


To this committee, when appointed, are hereby referred all articles calling for an appropriation of money in any town warrant issued during its term of office.


Said committee shall, after due consideration of the subject matter of said articles, report thereon in print or otherwise such recommendations as it shall deem best. Said committee shall choose its own officers and have power to fill vacancies.


Article 19 taken up. (Additional vault room.)


S. Fred. Hicks, Chairman of the Committee appointed March 4th, reported that the Committee had investigated the entire matter and that they were of the opinion that a vault should be built on the easterly side of the Town Hall building, and fitted with steel filing cabinets at, a cost of about thirteen hundred dollars ($1,300.)


Voted : That the report of the committee be accepted and that the subject matter of vault room, together with the recommendations of the committee, be referred to the Committee of Twenty-one, said Committee to report at the adjournment of this meeting.


Article 19 was then laid on the table.

Voted: That the report of the Committee of Twenty-one as presented be accepted.


Article 3 was then, by vote, laid on the table.


Voted: That the various articles in the warrant calling for an appropria- tion, which had been referred to the Committee of Twenty-one, be now taken up, and that they be taken up in the order in which they appear in the report of said Committee.


Article 5 taken up. (Robbins Library.)


Voted: That there be appropriated the sum of three thousand dollars ($3,000) in addition to the dog tax, and the receipts for fines and the sale of catalogues, for the maintenance of the Robbins Library for the year 1907, the same to be expended under the direction of its trustees.


Article 6 was taken up and laid on the table.


Article 1L_taken up. (Appropriation for Memorial Day.)


Voted : That the sum of two hundred seventy-five dollars ($275) be appro- priated for the proper observance of Memorial Day, the same to be paid to the quarter master of Francis Gould Post 36, G. A. R., to be expended under the direction of the officers of said post.


Article 13 taken up. (To establish municipal insurance funds.)


Voted: That the Town do not accept the provisions of Chapter 191 of the Acts of the year 1905, to allow cities and towns to establish municipal insur- ance funds.


Article 18 taken up. (Suppressing leaf-eating insects.)


Voted: That the sum of two hundred dollars ($200) be appropriated for. suppressing leaf-eating insects, other than gypsy and brown-tail moths, during the year 1907, said amount to be expended under the direction of the Selectmen.


Article 21 taken up. (Memorial stone at Provincetown.)


Voted : That the town contribute a memorial stone for the Pilgrim monu- ment now building at Provincetown, said stone to mark the date of settle- ment of Arlington, and that the sum of forty-five dollars, ($45) to be expended under the direction of the Selectmen, be appropriated for the same.


Article 22 taken up. (Painting and decorating Town Hall).


Voted : That the subject matter of Article 22 be referred back to the Select- men with instructions to obtain definite estimates of the cost of painting and decorating the interior of Town Hall building.


Article 24 taken up. (Almshouse stable repairs.)


Voted : That the sum of four hundred dollars ($400) be appropriated for the repair of the Almshouse stable, said amount to be expended under the direc- tion of the Joint Board of Selectmen and the Board of Public Works.


Article 25 taken up. (Appropriation for hydrants, etc.)

and paid to the Water Works Department, for water used for fire-hydrants, street watering and public buildings during the ensuing year.


Article 26 taken up. (Extension of water mains.)


Voted : By a two-thirds vote, that the sum of two thousand dollars ($2,000) and the unexpended balance of two hundred sixty-four dollars and forty-one cents ($264.41) be appropriated for the extension of water mains; and for the purpose of raising the two thousand dollars ($2,000) there be issued two notes or bonds, each for the sum of one thousand dollars ($1,000), the first payable in the year 1911, and the second in the year 1912; said notes or bonds to be signed by the Treasurer and countersigned by the Selectmen, and to be desig- nated on the face thereof "Water Loan of 1907," and to bear interest at a rate not exceeding four per centum per annum payable semi-annually.


Article 27 taken up. (Permanent sidewalks.)


Voted : That the sum of three thousand dollars ($3,000) be appropriated for renewal and extension of permanent sidewalks, not less than fifteen hundred dollars ($1,500) of that amount to be used for extensions carried out under The Sidewalk Act, Section 43 of Chapter 49 of the Revised Laws.


Article 28 taken up. (Sewerage System appropriation.)


Voted: That the sum of fifteen hundred dollars ($1,500) be appropriated for the maintenance and short incidental extensions to the sewerage system for the ensuing year.


Article 29 taken up. (Highway Division appropriation.)


Article 20 was also taken up at this time in connection with Article 29.


Voted: That the sum of twenty-four thousand two hundred fifty dollars. ($24,250) be appropriated for the maintenance and construction of highways during the ensuing year, and that the street railway tax now in the treasury amounting to nineteen thousand two hundred thirty-one dollars and thirty- two cents ($19,231.32) is hereby appropriated toward the payment thereof.


Article 30 taken up. (Steam roller appropriation.)


Voted : That the sum of two thousand seven hundred fifty dollars ($2,750) be appropriated for the purchase of a steam roller, said sum to be expended under the direction of the Board of Public Works.


Article 31 taken up. (Street watering.) .


Voted : By a two-thirds vote, that in addition to such subscriptions as may be obtained for the purpose an appropriation of three thousand five hundred dollars ($3,500) be made for street watering, one thousand dollars ($1,000) of said sum to be raised by general tax, and such balance as may be necessary, not exceeding two thousand five hundred dollars ($2,500), to be raised by note of the Town for a term not exceeding one year, signed by the Treasurer and approved by the Selectmen, and the receipts from the street watering assess- ments for 1907 be hereby appropriated toward the payment of said note.


Article 32 taken up. (Street lighting.)


Voted: That the sum of eleven thousand dollars ($11,000) be appropriated for street lighting the ensuing year.

Article 34 taken up. (Surrender of tax deeds.)


Voted: That a sum not exceeding fifty dollars ($50) be appropriated to be expended by the Collector of Taxes, with the approval of the Town Counsel, for the purpose of obtaining the surrender and discharge from Julia E. Fuller and William Williams of various tax deeds given by the Collector, where by reason of error, omission or informality in the assessment or sale, the purchaser has no claim upon the property sold.


Article 35 taken up. (Rent of Union Hall.)


Voted: That the sum of twenty-five dollars ($25) be appropriated to pay bill for rent of Union Hall, Arlington Heights, for the years 1900, 1901, 1902, 1903, 1904 and 1905, said hall being used by the Registrars of Voters.


Article 36 taken up. (Anniversary appropriation.)


Voted : That the subject matter of this article be referred back to the Com- mittee of Twenty-one for further investigation, said committee to report on the matter at the adjourned meeting March 26th.


Article 40 taken up. (Rescinding of vote on Wyman Street, etc.)


Voted: That the vote passed by the Town November 22, 1906, "that $2,050 of the sum appropriated for the construction of Palmer, Wyman and Tanager Streets and Avon Place be raised by general tax in 1907 and the balance, $5,000, be borrowed, and the Town Treasurer be authorized to give the Town's note therefor, payable in not exceeding two years, bearing in- terest, signed by the Treasurer and countersigned by the Selectmen," be hereby rescinded.


Article 41 taken up. (Appropriation for Wyman Street and others.)


Voted: By a two-thirds vote, that of the sum of seven thousand fifty dollars ($7,050) appropriated for the construction of Palmer, Wyman and Tanager Streets and Avon Place, two thousand fifty dollars ($2,050) so appro- priated be raised by general tax in 1907, and the balance of five thousand dollars ($5000) be borrowed, aud in payment therefor there be issued five negotiable notes or bonds, each for the sum of one thousand dollars ($1,000), one payable in the year 1908, and one payable in each of the four succeeding years ; said notes or bonds to be signed by the Treasurer and countersigned by the Selectmen, and to be designated on the face thereof " Palmer, Wyman and Tanager Streets and Avon Place Loan," and to bear interest at a rate not exceeding four per cent per annum, payable semi-annually.


Article 8 taken up. (Town expenses, interest, debt and State aid.)


Voted : That the sum of fifteen thousand dollars ($15,000) be appropriated for the Sinking Fund, twelve thousand dollars ($12,000) to be taken from the income of the Water Works and three thousand dollars ($3,000) to be raised by general tax the current year, said amount to be paid to the Sinking Fund Commissioners, December 1st.


Voted: That thirteen thousand seven hundred sixty-five dollars and fifty- four cents ($13,765.54) of the unexpended balances and amounts in the treasury otherwise unappropriated, together with the sum of one thousand

two hundred thirty-four dollars and forty-six cents ($1,234.46) be appropriated for the payment of interest during the year 1907.


Voted: That the sum of one thousand seven hundred fifty dollars ($1,750) in addition to the income from boarders and sale of produce, be appropriated for the maintenance of the Almshouse during the year 1907.


Voted: That the sum of five thousand five hundred dollars ($5,500) be appropriated for the care of outside poor, in addition to such sums as the Town may receive from individuals reimbursing it for such care.


Voted : That the sum of one thousand three hundred firty-one dollars and sixty-four cents ($1,351.64) be appropriated to pay the following overdrafts paid during the year 1906.

Voted : That the sum of eleven thousand dollars ($11,000) be appropriated for the maintenance of the Fire Department for the year 1907.


Voted: That the sum of three hundred dollars ($300) be appropriated for the work of the Tree Warden during the year 1907 and that no part of said appropriation be expended for new trees.


Voted: That the sum of seven hundred twenty-five dollars ($725) be appropriated for the maintenance of the fire alarm system, said amount to include the cost of three indicators for the fire stations of the Town.


Voted: By a two-thirds vote, that there be appropriated from the income of the Water Department thirteen thousand forty dollars ($13,040) for in- terest on the water debt, twelve thousand dollars ($12,000), for the Sinking Fund and twenty-two thousand five hundred dollars ($22,500) for maintenance, renewal of main pipes, and Metropolitan Water Assessment.


Voted : By a two-thirds vote, that the sum of five thousand dollars ($5,000) be appropriated for the renewal of main pipes, and that said sum of five thousand dollars ($5,000) be borrowed, and in payment therefor there be issued five negotiable notes or bonds, one for the sum of one thousand dollars ($1,000), payable in the year 1911, and one in each of the four succeeding years ; said notes or bonds to be signed by the Treasurer and countersigned by the Selectmen, and to be designated on the face thereof as the "Water Pipe Renewal Loan of 1907," and to bear interest at a rate not exceeding four per centum per annum, payable semi-annually.

Voted: That the sum of one hundred sixty-five dollars ($165) be appro- priated for the rental of Lawrence Field to be used by the school children for athletic purposes, under the direction of the School Committee.

Whereas, William E. Wellington, of Dubuque, Iowa, has offered to donate. the sum of eight hundred dollars ($800) to the Town of Arlington, for the pur -- pose of the improvement of the area at the corner of Lowell Street and Massachusetts Avenue, under certain conditions more, particularly set forth in the votes subjoined, be it


Voted : That the Town of Arlington, accept the gift of William E. Welling- ton of the sum of eight hundred dollars ($800), the same to be held by the Town and to constitute a separate fund to be styled "The William E. Wellington Fund " which shall be held and expended by the Selectmen of the Town and the Town Treasurer for the following purposes: In the improve- ment of the area at the intersection of Massachusetts Avenue and Lowell Street, including the erection thereon of a memorial tablet in bronze in memory of the parents of William E. Wellington, suitably inscribed. If any surplus remains after the aforesaid expenditures have been made, the balance is to be distributed by said Selectmen equally, share and share alike, to those widows living in the Town who are drawing State Aid at the time of said distribution.


And it is further voted that the aforesaid area be, and hereby is, dedicated to the aforesaid purposes.

After a discussion of the subject by Messrs. Severy, Spurr and Mooers, a. vote was taken and was declared by the Moderator as decided in the negative.
