Pursuant to adjournment the citizens of the Town of Arlington qualified to vote in elections and Town affairs, met in the Town Hall on Tuesday the twenty-sixth day of March, and were called to order at thirty minutes after seven o'clock in the evening by the Moderator John G. Brackett.
Voted: That Article 3 (Reports of Town Officers and Committees) be taken from the table. «
The report of the Committee of twenty-one was then taken up.
Article 19 taken from the table. (New Vault room.)
Voted : That the sum of $1,300.00 be appropriated for the construction and equipment of a brick vault on the easterly side of the Town Hall Building, for the safe keeping of Town Records, papers and documents, said amount to be expended under the direction of the Selectmen.
Article 22 taken from the table. (Town Hall repairs.)
Voted : That the sum of $800.00 be appropriated for Town House repairs, said amount to include painting and decorating the interior of the building and repairs to the ladies' dressing room and the Selectmen's office.
Article 16 taken up. (Discontinuation of Almshouse.)
Voted: That the Almshouse be discontinued by the Overseers of the Poor on or before July 1, 1907, and that the same be appropriated to such other uses as the Selectmen may determine.

To Garritt Barry, a Constable of the Town of Arlington, in said County. GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, who are qualified to vote in elections and Town affairs, to assemble in the Town Hall, on Monday, the first day of July, next, at 8.00 o'clock P. M., then and there to act on the following articles, viz :-
ARTICLE 1. To choose a Moderator to preside at said meeting.
ART. 2. To hear and act on the report of the Committee ap- pointed by the Moderator, March 19, 1907, " to report to the Town at a special meeting a form of contract or contracts for street light- ing, with prices for a period of years, or upon any other matters pertaining to any form of street lighting for the Town of Arlington."
ART. 3. To see if the Town will made an appropriation to be expended during the year 1907, for the suppression of the gypsy and brown-tail moths, in accordance with the provisions of Chapter 381, Acts of 1905 and Acts in amendment thereto.
ART. 4. To see if the Town will make an additional appropria- tion for fire insurance.
ART. 5. To see if the Town will make an appropriation of $35 for painting cupola of Town Hall in September, 1906.
ART. 6. To see what action the Town will take relative to rescinding, either in whole or in part, its vote of March 19, 1907, whereby it voted to submit to the legal voters of the Town at the regular Town meeting to be held in November, 1907, the question as to whether an act passed by the general court in the year 1906, relative to Town meetings in the Town of Arlington, be accepted by the Town.
ART. 7. To see what action the Town will take in regard to the renewal of cement lined water mains and make any necessary appropriation.

ARLINGTON, June 29, 1907.
By virtue of this warrant I have notified and warned the inhabitants of the Town of Arlington, qualified to vote in elections and town affairs, to meet at the time and place, and for the purposes herein named, by causing a prin- ted copy to be left at every dwelling house in the Town, and also by posting an attested copy on the doors of the Town Hall, seven days at least before the said day of meeting.

In pursuance of the foregoing warrant the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs, met in the Town Hall, in said Arlington, on Monday, the first day of July, in the year of our Lord nineteen hundred and seven and were called to order at eight o'clock in the evening, by the Town Clerk, who read the warrant calling the meeting and the return thereon of the Constable who served the same upon the inhabitants.
Article 1 taken up. (Choice of Moderator.)
Phillip A. Hendrick and Daniel F. Ahern were appointed tellers to re- ceive, sort and count ballots for Moderator and were sworn to the faithful per- formance of their duties.
Three (3) ballots were cast all bearing the name of John G. Brackett and he was declared elected Moderator and sworn to the faithful performance of his duties.
The Committee of Twenty-One, to whom had been referred all articles in the Warrant calling for an appropriation, made their report in print which was distributed to the citizens assembled.

be appropriated for the renewal of main pipes, and that said sum of ten thousand dollars ($10,000) be borrowed and in payment therefor there be issued ten negotiable notes or bonds, one for the sum of one thousand dollars ($1,000) payable in the year 1911, and one in each of the nine succeeding years; said notes or bonds to be signed by the Treasurer and countersigned by the Select- men, and to be designated on the face thereof as the " Water Pipe Renewal Loan of 1907," and to bear interest at a rate not exceeding four per centum per annum, payable semi-annually.
Article 3 taken up. (Gypsy and brown-tail moth suppression.)
Voted : By a two-thirds vote, that the sum of nine thousand seven hundred twenty-six dollars and thirty-four cents ($9,726.34) and the balance of the appropriation of November 22, 1906, remaining unexpended May 1, 1907, be appropriated to be expended from May 1, 1907, to November 30, 1907, under the direction and control of the Selectmen in suppressing the gypsy and brown-tail moths in the Town of Arlington, in accordance with the provisions of Chapter 381 of the Acts of 1905, and amendments thereto. That three thousand five hundred ninety-eight dollars and thirty-four cents ($3,598.34) of said sum be raised by general tax in 1907, and the balance, six thousand one hundred twenty-eight dollars ($6,128), be borrowed, and the Town Treasurer be authorized to give the Town's note therefor, payable in not exceeding one year, bearing interest, signed by the Treasurer and counter- signed by the Selectmen.
Article 6 taken up. (Rescinding of vote of March 19, 1907.)
Voted: That the vote of the Town passed March 19, 1907, whereby it was voted to submit to the legal voters of the Town at the regular Town meeting to be held in November, 1907, the question as to whether an Act passed by the General Court in the year 1906, relative to Town meetings in the Town of Arlington, be accepted by the Town, be rescinded.
On motion of Frank W. Hodgdon, the following resolution was adopted.
Resolved : That the Selectmen insert an article in the warrant for a Town meeting early in the fall, submitting to the Town the question whether the Town will accept Chapter 168 of the Acts of 1906, relative to Town meetings in the Town of Arlington.
Article 4 taken up. (Additional appropriation for fire insurance.)
Voted : That the sum of three hundred fifty dollars ($350) be appropriated for fire insurance and that said sum be raised by general tax in 1907.
Article 5 taken up. (Painting cupola of Town Hall.)
Voted : That the sum of thirty-five dollars ($35) be appropriated to pay a bill for painting the cupola of Town Hall in September, 1906, and that said sum be raised by general tax in 1907.
Article 8 taken up. (Extension of sewer system.)
Voted : By a two-thirds vote, that the sum of four thousand dollars ($4,000) be appropriated for the extension of the sewerage system, and for the purpose of raising the four thousand dollars ($4,000) there be issued four notes or bonds each for the sum of one thousand dollars ($1,000), the first payable in

ARLINGTON, July 1, 1907.
To the Town of Arlington:
In accordance with the following vote passed by the Town March 19, 1907:
Voted: "That a committee of nine (9) be appointed by the Moderator to. report to the Town at a special meeting a form of contract or contracts for street lighting with prices for a period of years, or upon any other matters pertaining to any form of street lighting for the Town of Arlington."
The Moderator appointed S. Frederick Hicks, Frederick S. Mead, J. Howell Crosby, Peter Schwamb, William N. Winn, Henry W. Hayes, Henry Hornblower, Philip Eberhardt and Walter B. Douglass as said Committee.
This Committee have attended to their duties and respectfully submit the following report :
May second, the committee met and organized in the choice of S. Frederick Hicks, Chairman, and Horace A. Freeman, Clerk.
Realizing that there are only two methods of satisfactorily lighting the streets of our Town, namely, by gas and electricity, the committee invited bids for doing this lighting from the Arlington Gas Light Company, and from the Edison Electric Illuminating Company, of Boston, and arranged for interviews with representatives of each company.
The Arlington Gas Light Company was represented before the committee by Mr. Edwin Garsia, District Manager of the Welsbach Street Lighting Company of America, through whom they tendered their bid. This company offered to furnish " one hundred (100) or as many more as may be required, of sixty (60) candle power Welsbach street gas lights, these to be where gas mains now exist, for the following prices :-- .
For a term of three (3) years, lights to burn every night from dusk to one (1) o'clock A. M., a total of not exceeding two thousand six hundred (2,600) hours in any one year, for the sum of twenty-six dollars and seventy-five cents ($26.75) each per light per annum."
For a term of five (5) years, under the same sehedule, for the sum of twenty- six dollars and twenty-five cents ($26.25) each per light per annum.
The committee after concluding its investigation decided that on account of the price and the limited area of the Town that could be lighted by gas, it was inexpedient to adopt this method of street lighting.
The committee in taking up the matter of electric street lighting, inviteď representatives of The Edison Electric Illuminating Company, of Boston, before them, and were presented with the following prices for the same num-

ber of lights and the same number of hours for burning as are now in force, namely, eighty-one (81) arcs and two hundred twenty-nine incandescents burning every night to one (1) o'clock, or a total of two thousand four hundred and eight (2,408) hours per year :

Upon receipt of this proposition the Committee requested the Edison Com- pany to submit to the Committee a form of contract, which was done.
This form of contract was then submitted to our Town Counsel with a memoranda of certain changes and amendments for further protection of the Town's interests. After these memoranda were put into legal shape, the amended contract was submitted to representatives of the Edison Company, whom the committee had invited to appear before them, and after several conferences with them the contract was finally adjusted to the satisfaction of the Committee and the Edison Company.
A copy of this contract is herewith attached to this report.
The proposition submitted by the Edison Company contemplates a 5 per cent discount on a five year contract, a 10 per cent discount on a 10 year con- tract and a 20 per cent discount on a twenty year contract.
Under a 20 year contract the Town will save $1,663.67 per year as compared with a five year contract, or $33,273.40 in 20 years; including interest at 4 per cent the saving will be $49,540.89.
As compared with a one year contract the saving will be $2,218.22 per year, or $44,364.40 in 20 years; including interest at 4 per cent the saving will be $66,054.30.
