RECORDS OF TOWN MEETINGS AND ELECTIONS DURING THE YEAR 1931


TOWN WARRANT


The Commonwealth of Massachusetts, Middlesex, ss.


To the Constables of the Town of Arlington, in said County :


Greeting:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Wednesday, the fourteenth day of January, 1931, at eight o'clock, P.M., to act on the following Articles, viz .:-


Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.


Article 2. To see if the Town will appropriate the sum of eight hundred ($800) dollars, or any other sum, to carry on the work relating to Unemployment, the same to be expended under the direction of the Board of Select- men; determine in what manner the money shall be raised; or take any action relating thereto.


Article 3. To see if the Town will appropriate the sum of three thousand ($3,000) dollars or any other sum, to be used in clearing the Crusher Lot, so called, situated on Gray Street, the same to be expended under the direc- tion of the Board of Selectmen; determine in what manner the money shall be raised; or take any action relating thereto.

Article 4. To see if the Town will make an appropria- tion for the extension of the Sewerage System; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 5. To see if the Town will make an appropria- tion for the extension of water mains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 6. To see if the Town will make an appropria- tion for the extension of storm drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 7. To see if the Town will make an appropria- tion of the sum of one thousand, five dollars and eighty- seven cents ($1,005.87) or any other sum for the payment of debts and obligations incurred for the extra foundation work for chapel in Mount Pleasant Cemetery in 1930; or take any action relating thereto.

Article 8. To see if the Town will appropriate the sum of one hundred twenty-five and 60/100 ($125.60) dollars or any other sum to pay debts and obligations in- curred by the Board of Park Commissioners in 1930 in excess of its appropriation for said year, and/or reimburse the said Park Commissioners for such sum expended by them to pay such debts and obligations; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 9. To see if the Town will make an appro- priation or appropriations for the improvement, develop- ment, maintenance and/or use of parks and/or play-

Article 10. To see if the Town will appropriate the sum of ten thousand dollars ($10,000) for the purpose of building a retaining wall and enlarging the playground at the Locke School; the same to be expended under the direction of the School Committee; or take any action thereon.

Article 11. To see if the Town will make an appro- priation or appropriations for the purchase or acquisition of apparatus, equipment, and/or furnishings for use in the schools of the Town; for the alteration and/or repair of the Junior High West, Junior High Center and Locke School buildings; and for the installation of sprinklers in the Cutter School building; determine in what manner the money shall be raised and expended or take any action relating thereto.

Article 12. To see if the Town will make an addi- tional appropriation for walks, grading and completion of playground at Peirce School; determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will construct a building to be used for school purposes, upon the land of the Town situated on Eastern Avenue, acquired for the purpose; make an appropriation for such construction, including the cost of original equipment and furnishings; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 14. To see if the Town will accept Section 6B of Chapter 40 of the General Laws, inserted by Chapter 351 of the Acts of 1930, which provides as follows: "Section 6B. A city or town which accepts this section may appropriate money for the purchase of uniforms for members of its police and fire departments."


Article 15. To see if the Town will amend, alter, repeal, revise, and/or add to the Town's by-laws relating to an appropriation, advisory or finance committee; or take any action relating thereto.


And you will notify and warn the voters of the Town of Arlington to meet at the time and place herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the seven precincts of the Town, seven days at least prior to the time of said meeting.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, on or before said day and hour of meeting.

ARLINGTON TOWN REPORT


CONSTABLE'S RETURN


Arlington, Mass., January 12, 1931. Middlesex County :


By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL MEETING


Arlington, January 14, 1931.


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a Constable of the said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings in Arlington and posted at two places in each precinct. The Town Meeting Mem- bers met in the Robbins Memorial Town Hall in said Town on Wednesday evening, January 14, 1931, at eight o'clock. The Warrant calling the meeting was the notice sent by the Town Clerk.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Albert K. Peirce and James E. Sweeney. The lists contained the names of two hundred and sixty-eight members.

The Check Lists filed with the Town Clerk at the close of the meeting showed that one hundred and fifty- three members attended the meeting.


The meeting was called to order at ten minutes after eight o'clock in the evening by the Moderator, Curtis H. Waterman.


Upon inquiry by the Moderator it appeared that there were no Town Meeting Members present who had not already been sworn.


Copies of the Warrant having been supplied to the Town Meeting Members, the Town Clerk read only the Call and the Constable's Return of the Warrant, the meet- ing voting on Arthur P. Wyman's motion to dispense with . the reading of the remainder of the Warrant.


On motion of Arthur P. Wyman:


Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of on this date, the meeting adjourn to Thursday, January 22, 1931, at eight o'clock.


On motion of Arthur P. Wyman :


Voted: That Article 1 be now taken up.


Jacob Bitzer, Chairman of the Committee appointed to secure plans and estimates for an elementary school building on Eastern Avenue, addressed the meeting, re- questing Harold M. Estabrook, Secretary of the Com- mittee to read the Committee's report.

elementary school building to be erected on Eastern Avenue, organized at a meeting held on October 14, 1930, and chose Jacob Bitzer chairman and Harold Estabrook secretary.


PRELIMINARY WORK OF THE COMMITTEE PREVIOUS TO THE SELECTION OF AN ENGINEER-ARCHITECT


It was the opinion of the Committee that more satis- factory results could be obtained by the selection of an architect outside of competition. With this in mind, the Committee visited a number of schools. Some of these were recommended by the State Board of Education as examples of approved schoolhouse design, and others were schools which had been designed by architects who had made application for consideration. This method of selection undoubtedly forced a greater amount of labor upon the Committee, as about fifteen schoolhouses were carefully inspected, some at a considerable distance. By this means, however, exact knowledge of the work of architects under consideration was obtained, details of construction were observed, and the Town was saved the expense of purchasing the plans of four or five competing architects had a competition been held.


It seemed natural to choose a resident of Arlington to design the new school. After careful consideration of the applicants, the firm of Fay, Spofford & Thorndike, with Ralph T. Jackson, Associate Architect, was the unanimous choice of the Committee. Their experience as architect and engineers qualified them in the opinion of the Committee, and a number of Arlington residents are employed by the concern.


After the selection of an architect, a meeting was held with representatives of the Committee on Additional School Accommodations and the School Committee, in order that the completed designs might incorporate features desired by those directly concerned.

Following the preparation of several preliminary plans, this Committee held a joint meeting with the entire School Committee for their approval of the proposed plans. The plans for the building will be described under Article 13 of the Warrant and are those which our Com- mittee considers most practical and economical for con- struction at the Eastern Avenue location.


We therefore submit the following estimate based on the plans and specifications filed with and at the request of the Finance Committee January 2, 1931, which specify a fourteen-room, furnished building of fire resistive con- struction. These figures are compiled from estimates fur- nished by seven reputable contractors who estimated from sketch plans:

The Committee recommends that the above amount be appropriated for the completion of the Eastern Avenue School.

Voted (unanimously): That the sum of eight hun- dred ($800) dollars be and hereby is appropriated to carry on the work relating to employment of the poor; said sum to be raised by general tax and expended under the direc- tion of the Board of Selectmen.


Article 3 taken up. (Clearing of the "Crusher Lot.")


Voted (unanimously): That the sum of three thou- sand ($3,000) dollars be and hereby is appropriated to be used in clearing the Crusher Lot, so called, situated on Gray Street; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.

Voted (unanimously): That the sum of seventy-two thousand nine hundred and ten ($72,910) dollars be and hereby is appropriated for laying and relaying water mains of not less than six inches in diameter; that for this purpose the sum of twelve thousand nine hundred and ten ($12,910) dollars be raised by general tax, and for the balance sixty thousand ($60,000) dollars the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the said sum of sixty thousand ($60,000) dollars and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with Section 19 of Chapter 44 of the General Laws and all acts in addition thereto or amendment thereof, so that the whole loan shall be paid in not more than ten (10) years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine; that the further sum of twenty-four thousand three hundred and fifty ($24,350) dollars be and hereby is appropriated for the extension of water mains; that for this purpose the sum of three and ninety-nine one hun- dredths ($3.99/100) dollars be and hereby is transferred from the Water Mains Extensions Account of 1929 now in the Treasury and the balance twenty-four thousand three hundred forty-six and one one-hundredth ($24,346.01) dollars be raised by general tax; said ap- propriations to be expended under the direction of the Board of Public Works.
