SPECIAL MEETING


Arlington, Mass., November 4, 1931.


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a constable of the said Town, and sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Wednesday, November 4, 1931, at eight o'clock in the evening.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of David L. Peirce and James E. Sweeney.


The check lists filed with the Town Clerk at the close of the meeting showed that 174 members attended the meeting.


James C. Carr, stenographer, was sworn by the Town Clerk to impartially and correctly report the proceedings of the meeting to the best of his ability.


The Moderator called the meeting to order at 8.10 o'clock P.M.


The Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the Warrant being waived by the unanimous consent of the meeting.

by the Misses Ida F. Robbins and Caira Robbins as a memorial to their grandfather, Nathan Robbins, and their grandmother, Eliza Parker Robbins, of the land with the mansion and other buildings thereon hereinafter described, being the parcels mentioned in Article 2 of the Warrant, for the enlargement of the library lot and/or the Town Hall lot; that the Board of Selectmen be and hereby is authorized to agree as to the provisions of the deed of said parcels, including restrictions; that said mansion be called "The Nathan Robbins House"; and further that in appreciation of this gift, the thanks of the Town be sent by the Town Clerk to the donors.


Said land is shown upon a plan entitled "Plan of Estate of Ida F. and Caira Robbins, Arlington, Mass. Scale 1" =40'. October 23, 1931, James M. Keane, Town Engineer," on file in the office of the Town Engineer, and is bounded according to said plan as follows:


Southeasterly by the Pleasant Street Cemetery marked on said plan "Town of Arlington" two hundred twenty-seven (227) feet;


Southwesterly by land now or formerly of George A. and Charles H. Swan, of the Orthodox Congregational Church and of Edith T. Warren two hundred thirty-eight and 97/100 (238.97) feet;


Southeasterly again by said Warren land one hundred six (106) feet;


Southwesterly again by Maple Street twenty (20) feet;


Northwesterly by land now or formerly of Harriet M. Eagleson one hundred six (106) feet;


Southwesterly again by said Eagleson land eighteen and 95/100 (18.95) feet;


Northwesterly again by land now or formerly of Katharine E. Hall and of said Town two hundred forty- one and 30/100 (241.30) feet; and


Northeasterly by land of said Town two hundred sixty-three and 84/100 (263.84) feet; containing according to said plan 63,698 square feet more or less.

On motion of Ernest W. Davis the following Resolu- tions as presented by Hollis M. Gott, Chairman of the Board of Selectmen of the Town of Arlington, were unanimously adopted.


Whereas, the Misses Ida and Caira Robbins have given to the Town of Arlington the stately Robbins Mansion with its spacious grounds, as a memorial to their beloved grandfather and grandmother, the late Nathan Robbins and Eliza Parker Robbins, and


Whereas, the Town by a unanimous vote under Article 2 of this Warrant, has accepted the gift, which together with the Robbins Memorial Library and the Robbins Memorial Town Hall, given by other members of the Robbins family, are a notable contribution to the public buildings of the Town and the beauty of Arling- ton's Civic Centre, and


Whereas, the very real and deep personal interest in the Town of Arlington is evidenced by the continued generosity of the remaining members of the Robbins family, be it


Resolved: That the Citizens of the Town of Arling- ton desire to express to the Misses Robbins their sincere and heartfelt thanks for this munificent gift and their appreciation of the generous impulses and love of Arling- ton which actuated the donors, with the hope that the gratitude herein' expressed may be to them a fragrant memory through life, and be it further


Resolved: That these resolutions be spread upon the records of this meeting and a copy forwarded to the Misses Ida and Caira Robbins.


Article 3 taken up. (Additional Appropriation- Work Relating to Employment.)

Voted (unanimously): That the additional sum of six hundred ($600) dollars be and hereby is appropriated to carry on the work relating to employment of the poor; and that said sum be taken from available funds now in the treasury and expended under the direction of the Board of Selectmen.


Article 4 taken up. (Additional Appropriation- Eradication of Mosquitoes.)


Voted (unanimously): That the additional sum of one thousand fifty ($1,050) dollars be and hereby is appropriated for the Health Department for the eradica- tion of mosquitoes; that for this purpose said sum of one thousand fifty ($1,050) dollars be and hereby is transferred from unexpended Town Barn Fire Loss Receipts now in the Treasury; and that said sum be expended under the direction of the Board of Health.


Article 5 taken up. (Dedication of Land of Town to Park and/or Playground Purposes.)


Voted (unanimously): That the Town dedicate to, and use for, the purposes of a public playground the land of the Town situated on the westerly side of Grove Street and known as the "Gravel Pit Lot"; and that the powers conferred by Chapter 45 of the General Laws in relation thereto, be exercised by the Board of Park Commissioners.


Article 6 taken up. (Naming of Land for Park and/or Playground Purposes.)


Voted (unanimously): That the tract of land con- sisting of the land given to the Town by the Arlington Gas Light Company and accepted by vote of the Town at the annual meeting of 1930, and the land of the Town hereto- fore known as the "Gravel Pit Lot" adjacent thereto mentioned in Article 5 of the Warrant, together be named the "Ethel Wellington Memorial Playground."

A substitute motion under this Article was offered by Lester W. Collins, Chairman of the Committee on Un- employment. Mr. Collins explained to the Town Meeting the reasons for this substitution and answered numerous questions of the Town Meeting Members relative to the unemployment conditions in Arlington.

Robert H. Patterson, President of the Arlington Chamber of Commerce, a non Town Meeting Member, presented, with the permission of the Moderator, the Resolution of the Chamber of Commerce on this Article, which is as follows:


At the meeting of the Chamber of Commerce held Tuesday, November 3, 1931, the following Resolution was adopted :


That the Chamber go on record unanimously in sup- port of Article 10 of the Town Warrant to be acted on Wednesday, November 4, 1931, concerning the widening of Massachusetts Avenue.


On the substitute motion of Lester W. Collins being put before the meeting it was


Voted (unanimously): That the Town make an additional appropriation of $3,000.00 for the Highway Division, for the widening on the southwesterly side thereof, of all or a portion of the roadway of Massa- chusetts Avenue from Pleasant Street to Whittemore Street; and/or for the repair thereof; that for this purpose the said sum of $3,000.00 be and hereby is transferred from the unexpended balance of the 1930 Construction of Accepted Ways appropriation now in the Treasury; and that said sum be expended under the direction of the Board of Public Works.
