Voted: That the laying out of a town way from Massachusetts Avenue approximately 35 feet south- westerly, substantially in the location of the private way known as Burton Street, as more particularly described in Article 11 of the Warrant, under the provisions of law authorizing the assessment of betterments, as made and reported by the Joint Board of Selectmen and Board of Public Works be accepted, said way established and said Joint Board authorized to take land for the purpose of said way.


On motion of G. Bertram Washburn:


Voted (unanimously): That Article 11 be laid on the table.


On motion of Percy A. Goodale:


By rising vote 137 in favor and 59 in opposition that the meeting now adjourn.

ADJOURNED MEETING


Arlington, April 1, 1931


Pursuant to the vote of adjournment on March 25, 1931, the Town Meeting Members met in the Town Hall on Wednesday, April 1, 1931, notices having been sent by mail by the Town Clerk seven days before the meeting and posted at two places in each precinct. A notice was published in the local paper.

Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Albert K. Pierce and James E. Sweeney.


The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and twenty- three members attended the meeting.


The meeting was called to order at eight ten o'clock P.M. by Moderator, William P. Barry.


Town Meeting Members not already sworn were sworn by the Moderator.


Article 11 which was before the meeting when the same adjourned March 25, 1931, was taken up.


On motion of Hollis M. Gott:


Voted (unanimously): That if the business calling this meeting is not disposed of on this date the meeting adjourn to Wednesday evening, April 8, 1931, at eight o'clock.

Article 18 taken up. (Peter Tufts Road.)


Voted (unanimously): That the laying out of a Town way from Edmund Road to Overlook Road, sub- stantially in the location of the private way known as Peter Tufts Road, as more particularly described in Article 18 of the Warrant, under the provisions of law authorizing the assessment of betterments, as made and reported by the Joint Board of Selectmen and Board of Public Works, be not accepted.


David H. Buttick's motion to reconsider this Article was not carried.

J. Fred Wood offered the following substitute motion.


That the laying out of a town way from Massa- chusetts Avenue to the southerly side of Benjamin Road, substantially in the location of the private way known as Quincy Street, as more particularly described in Article 19 of the Warrant, under the provisions of law author- izing the assessment of betterments, as made and re- ported by the Joint Board of Selectmen and Board of Public Works, be accepted, said way established and said Joint Board authorized to take land for the purpose of said way.


On motion of J. Howard Hayes:


(By rising vote- one hundred and twenty-one in favor and seventy-nine in opposition.)


Voted: That Articles 19 to 27 inclusive be laid on the table until Articles 28 to 64 inclusive be disposed of.

Voted (unanimously): That the alteration of the way known as Franklin Street from a point on the west- erly side of said Franklin Street distant nineteen and 33/100 (19.33) feet northeasterly from its intersection with the northerly side line of Broadway to a point on said Broadway distant nineteen and 33/100 (19.33) feet northwesterly from said intersection in said Town and more particularly described in Article 28 of the Warrant as made and reported by the Joint Board of Selectmen and Board of Public Works be accepted, said

Voted (unanimously): That the alteration of the way known as Mill Street from Summer Street to a point on the westerly side of said Mill Street southwesterly approximately fifty (50) feet in said Town and more particularly described in Article 30 of the Warrant, as made and reported by the Joint Board of Selectmen and Board of Public Works be accepted, said way so altered established and said Joint Board authorized to take land for the purpose; that the sum of six hundred and thirty-six and 91/100 (636.91) dollars be and hereby is appropriated for the alteration and construction of said way including land damages and the cost of any pavement and sidewalks laid at the time of such alter- ation and construction, all under the provisions of law authorizing the assessment of betterments, or otherwise; that the said sum be raised by general tax and expended under the direction of said Joint Board.

Voted (unanimously): That the establishment of a building line along the southwesterly side of the way known as Jason Street, from a point on the southerly building line of Massachusetts Avenue, 24.50 feet west of the point of intersection of said southerly building line of Massachusetts Avenue and the westerly side line of Jason Street extended to a point on said westerly side line of Jason Street, 55.04 feet south of said point of inter- section, as made and reported by the Joint Board of Selectmen and Board of Public Works and more par- ticularly described in Article 31 of the Warrant, be ac- cepted; that said building line be established, and that, as provided in said establishment steps, windows, porti- coes and other usual projections appurtenant to the front wall of a building may be erected and maintained between said building line and said way, and buildings or parts of buildings, structures, embankments, steps, walls, fences and gates existing at the time of establishing of said building line between said building line and said way may be permitted to remain and to be maintained; and that said Joint Board be authorized to make any necessary takings for the purpose; that the sum of one hundred (100) dollars be and hereby is appropriated therefor including land damages and that said sum be raised by general tax and expended under the direction of said Joint Board.

Article 42 taken up. (Land for Public Playground and Recreation Center.)


Voted (unanimously): That the Board of Park Commissioners be and hereby is authorized and em- powered, on behalf of the Town, to purchase or take in fee by eminent domain or otherwise acquire, for the pur- pose of a public playground and recreation center, the parcel of land within the Town, situated between Summer Street and land now or formerly of the Boston & Lowell Railroad Company, and more particularly described in Article 42 of the Warrant; that for the purpose of such purchase, taking or acquisition, the sum of five hundred ($500) dollars be and hereby is appropriated, and that said sum be raised by general tax and expended under the direction of the Board of Park Commissioners; and that the powers conferred by section 14 of chapter 45 of the General Laws, as amended, be exercised by the School Committee and the Board of Park Commissioners jointly.


Article 43 taken up. (Transfer of Land: School to Park Purposes.)


Voted (unanimously): That the Town reserves and sets apart for the purpose of a public playground and recreation center the land bounded by land of the School Department, the "Warren A. Peirce Playground" and land of the Frost Insecticide Company, and more particularly described in Article 43 of the Warrant; and

that the powers conferred by section 14 of Chapter 45 of the General Laws, as amended, be exercised by the School Committee and the Board of Park Commissioners jointly; and further that the sum of ten ($10) dollars be and hereby is appropriated for any expense therefor, said sum to be expended under the direction of the Board of Selectmen.


Article 44 taken up. (Land for School Purposes.)


Voted (unanimously): That the Town do not ac- quire by purchase, eminent domain or otherwise, for school purposes, all or any portion of the land within the Town described in Article 44 of the Warrant.

Voted: That the sum of twelve thousand five hundred fourteen ($12,514) dollars be and hereby is appropriated for the construction of a fence and perma- nent grandstand on the land of the Town known as the Warren A. Peirce Playground; said sum to be raised by general tax and expended under the direction of the Board of Park Commissioners.

Voted (unanimously): That the Town do not now authorize the acquisition by purchase, eminent domain or otherwise, for school purposes, of all or any portion or portions of a parcel or parcels of land situated in the Town of Arlington, containing five acres, more or less, within the area bounded by Summer Street, Hospital Road, a line from Hospital Road to the Winchester line at Hutchinson Road, the Winchester line, and Mystic Street.

Voted (unanimously): That the Board of Park Commissioners be and hereby is authorized and empow- ered, on behalf of the Town, to purchase or take in fee by eminent domain, or otherwise acquire for the pur- pose of a public park a certain parcel of land situated in said Arlington, and bounded and described as follows:


Beginning at a point of intersection of the center line of Lakehill Avenue and easterly property line of land now or formerly of the Metropolitan Ice Company, thence northeasterly on said property line 66.31 feet, more or less, to land now or formerly of John Lyons; thence northwesterly by said land now or formerly of John Lyons 63.6 feet to a point; thence southwesterly 39.5 feet, more or less, to a point at remaining part of

Voted: That the Town do not vote under this Article to expend the sum of five hundred ($500) dollars or any other sum for the purpose of flooding the Crosby School Playground for skating during the winter months.

Voted (unanimously): That the sum of fifteen hundred ($1,500) dollars be and hereby is appropriated for the supervision of school playgrounds outside of school hours; said sum to be raised by general tax and expended under the direction of the School Committee.
