Mr. Leo A. Matthews, attorney for Leonard F. Collins, requested that the ballots be impounded. This request was later withdrawn. At the request of the Town Clerk the ballots were placed under police protec- tion from the time that they were returned to her office after the election until the completion of the recount.

RECOUNT
Arlington, March 7, 1931.
Petitions for a recount of the votes cast on March 2, 1931, for the offices of Selectman, Moderator, Board of Public Works, and Assessor, were filed in accordance with law in the office of the Town Clerk.
Accordingly a recount of the above-mentioned offices was held on Saturday, March 7, 1931, at nine o'clock in the forenoon, in the Hearing Room, Robbins Memorial Town Hall.
The recount was conducted by the Registrars of Voters assisted by duly appointed clerks.
Mr. Leonard F. Collins, a member of the Registrars of Voters, did not desire to act as a member of the board at the recount, since he was a candidate for the office of

Board of Selectmen. Mr. John F. Dacey was accordingly appointed in Mr. Collins's place.
The candidates for the above-mentioned offices were duly notified by registered mail.
Some of the candidates appeared in person accom- panied by counsel, and some were represented by counsel.
The meeting was called to order at nine o'clock A.M., by Eben F. Dewing, Chairman of the Board.
The Clerk read the petitions, broke the seals, and opened the boxes.

In accordance with the law the ballots were returned to the Town Clerk.
Eben F. Dewing, Chairman of the Board of Regis- trars, announced the result of the recount, declaring Arthur P. Wyman elected as a member of the Board of Selectmen, contrary to the result as announced after the canvas of votes on March 2, 1931.
In Precincts 9 and 10 petitions had been received for a recount on Town Meeting Membership from Ed- mund W. Hayes and George H. Lowe, Jr., respectively.
In accordance with the Provisions of Law for re- counts in Town Offices, recounts were made in the afore-

ANNUAL MEETING
Arlington, March 25, 1931.
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings in Arlington, and posted at two places in each precinct, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Wednesday, March 25, 1931, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Albert K. Peirce and James E. Sweeney. The lists contained the names of two hundred and seventy- one Town Meeting Members.
The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and twenty- eight members attended the meeting.
The meeting was called to order at 8.05 P.M. by the Moderator, William B. Barry.
The Town Meeting Members were sworn by the Moderator.
Copies of the Warrant having been supplied to the Town Meeting Members, the Town Clerk read only the Call and the Constable's Return of the Warrant, the meeting voting on Hollis M. Gott's motion to dispense with the reading of the remainder of the Warrant.

First: That it recommends an appropriation at this meeting for land on Lake Street for a school, to relieve the present overcrowded Hardy School.

Street about 400 feet-one being the westerly end of land owned by Wyman, and the other being the easterly side of land owned by the Metropolitan Ice Company (which has given an option to the Planning Board on all its property between the Pond and Wyman.) The total cost will be about $20,000.00.
The Hardy School district is bounded on the north by Linwood Street, on the south by the Cambridge- Belmont line, on the east by Massachusetts Avenue, and on the west by the Belmont line and Spy Pond.
In the opinion of your Committee, it is an ideal location for a school, to accommodate all the locality westerly of the Boston & Maine tracks-leaving to the Hardy School the territory east of the Boston & Maine tracks; and it may easily include pupils from that portion of the Pleasant Street section embracing Jason Heights and vicinity, if and when the Parmenter School becomes congested-and this may happen sooner than we expect if the Jason Heights development continues and con- tiguous land is opened up. You may recall that when the new Parmenter School was proposed, a resident of the Town insisted it was unnecessary because "the peak of production" had been reached in the section it would cover; but he has since admitted he was wrong, and stated that with the continuance of development in this sunkist locality there is no telling what additional school accommodations may be necessary. About 145 pupils in the Hardy School now come from this westerly side of the tracks.
The Hardy School was built to accommodate about 560 pupils. It now has an enrollment of about 625; it is using a portable. The school lot contains about two and one-half acres. A school of sixteen rooms could easily be built upon the remaining land fronting on Chandler Street, but it would swallow up the playground-and

that would be a crime in any section, and especially in a congested section like this; and now that it appears we are about to accomplish what should have been done long, long ago, and open school playgrounds for the use of children after school hours. It would be going backward to use this land for another school.
Yes, an addition might be made to the present build- ing, but that would give not more than five rooms, if we follow the judgment of the School Committee, for we are told that experience teaches that a school building of more than twenty-one rooms is unmanageable under one head; that it is scientifically and practically impossible to get results from such a large unit. Only five rooms in the present situation, not to mention the future, would be like throwing gold dollars to swine; and then again we should be careful not to do anything that might tend to prevent securing the best results in our schools.
Second. That it recommends an appropriation at this meeting for an addition of nine class rooms to the High School.
The High School was built to accommodate about 800 pupils; it now has an enrollment of about 1,100. Last year the Town made an appropriation for a building for High School purposes, and that building is now being con- structed. Considering its prominent location, and the fact that it is our High School, it is wise and fitting that it should be "a thing of beauty and joy forever," to which Arlingtonians may point with pride; and your Committee rejoices that our Board of Selectmen had the vision and courage to see the proposition in that light; but it does not provide sufficient class rooms to take care of the probable enrollment beyond 1931; and something must be done to help that situation. The time to do it is now, while the present construction is under way, while the costs of building are low, and while there is lack of em- ployment for honest and respectable and deserving men.

Third: We would be remiss in our duty as we see it, if we failed to bring again to your attention the im- portance of securing land to provide for the future growth in the westerly section of the Town. We urge you to give careful thought and consideration to the advisability of taking a parcel, owned by our good and respected citizen, Mr. Henderson, between Dow Avenue and Florence Avenue at the foot of Charlton Street, which we have already twice recommended.
Take your map and look at this section of the Town. It is within the Locke School district, which is bounded on the north by Massachusetts Avenue from the Lexington line to Clark Street; on the south by the Belmont line; on the east by a line from Massachusetts Avenue at Clark Street via Park Circle (at the standpipe) to the junction of Hilcrest and Arlmont Streets, and on the west by the Lexington line. The Eastern Avenue school will, to some extent, relieve the Locke School as well as the Cutter; that is, the present easterly line of Locke will be moved westerly to perhaps Oakland Avenue, where it joins Cedar Avenue; but as sure as death and taxes, develop- ment of the unoccupied land in this westerly section of the Town is bound to come, and if we fail to secure land now for school purposes we may be up against it when the time comes to find a location, even if we are willing to pay the price; and you must admit that the proper location counts.
In the last ten years the Town's population has doubled; our realty valuation has trebled, and our appro- priations have almost quadrupled. If by persuasion or force we can secure rapid transportation between Arling- ton and Boston, with improved service that will allow travelling with less chance of being squeezed or trampled to death or of losing a leg or an eye or an arm, it should not surprise anybody if our population takes a similar jump in the next ten years. So may people remark, as the

poet expresses it, "I'm glad I live in Arlington-I like it mighty well-but O! it drives me most to tears to use the Boston El." This beautiful section of our Town offers the best of reasons why home-seekers should locate there.
To demonstrate and commend the wisdom of fore- sightedness and preparedness, the Town has only to recall its taking of land for school purposes on Eastern Avenue, where it has voted to construct a school of sixteen rooms, to be ready for use this Fall, to relieve the present over- crowded Cutter School and provide for the increase in that section; and its taking of land on Pheasant Avenue- a committee having been appointed to bring in plans and specifications for a school not later than the Town Meeting of 1932.
