RECORDS OF TOWN MEETINGS AND ELECTIONS DURING THE YEAR 1932


TOWN WARRANT


The Commonwealth of Massachusetts, Middlesex, ss.


To the Constables of the Town of Arlington, in said County :


Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Wednesday, the 27th day of Janu- ary, 1932, at eight o'clock, p.m., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to the referenda provided for by, Chapter 642 of the Acts of 1920.


Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.


Article 2. To see if the Town will authorize the Town Treasurer, under the direction of the Selectmen, to borrow money in anticipation of the revenue for the year 1932, the same to be paid directly from the proceeds of said revenue; or take any action relating thereto.


Article 3. To see if the Town will appropriate the additional sum of thirteen hundred (1300) dollars or any other sum, for the work relating to employment of the

poor, the same to be expended under the direction of the Board of Selectmen; determine in what manner the money shall be raised ; or take any action relating thereto.


Article 4. To see if the Town will make an appro- priation for the extension of the Sewerage System; de- termine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 5. To see if the Town will make an appro- priation for the extension of Water Mains; determine in what manner the money shall be raised and expended ; or take any action relating thereto.


Article 6. To see if the Town will make an appro- priation of ten thousand (10,000) dollars, or any other sum, for the extension of Storm Drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 7. To see if the Town will make an appro- priation or appropriations for the improvement, develop- ment, maintenance and/or use of parks and/or play- grounds within the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 8. To see if the Town will appropriate the sum of one hundred seventeen thousand, two hundred twenty-three and 86/100 (117,223.86) dollars or any other sum or sums to pay an assessment by the County Com- missioners of the County of Middlesex for a proportion-

ate share of the expense of construction of a county tuberculosis hospital under Section 83 of Chapter 111 of the General Laws; and/or to pay part of the cost or expense of the construction by said Commissioners of a hospital for the care of persons suffering from consump- tion, apportioned or assessed by them, all as provided in Chapter 185 of the Acts of 1921 and Sections 78 to 91, inclusive, of said Chapter 111 and all acts in amendment or repeal thereof or addition thereto; determine in what manner the money shall be raised and expended; or take any action in relation to all or any of the foregoing.


Article 9. To hear and act upon the report of the committee appointed by the Board of Selectmen, in pur- suance of the vote of the Town passed on April 1, 1931, under Article 58 of the warrant for the annual meeting in 1931, "to investigate and study our present form of government, make recommendations for any improve- ments therein and report not later than the annual town meeting in 1932"; and to see if the Town will authorize and instruct the Board of Selectmen to petition the Gen- eral Court for legislation necessary or proper to authorize the said Board to act as a Board of Public Works, exercising the powers of surveyors of highways, road commissioners, water commissioners and sewer commis- sioners ; to authorize the said Board to appoint a Superin- tendent of Public Works and designate his powers; to authorize the appointment instead of the election of cer- tain other town boards and officers; and to abolish the Board of Public Works, all substantially in accordance with the report of said committee, or take any other action thereon, or relating thereto.

by leaving at every dwelling house in the Town a printed copy of this warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least prior to the time of said meeting.

CONSTABLE'S RETURN


Arlington, Mass., January 19, 1932.


Middlesex County :


By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting at- tested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL MEETING


Arlington, January 27, 1932.


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a Constable of the said Town and sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Wednesday evening, January 27, 1932 at eight o'clock.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Albert K. Peirce and James E. Sweeney.

The check lists filed with the Town Clerk at the close of the meeting showed that two hundred and fifty-eight Town Meeting Members attended the meeting.


James C. Carr, stenographer, was sworn by the Town Clerk to impartially and correctly report the proceedings of the meeting to the best of his ability.


The Moderator called the meeting to order at 8:05 o'clock p.m., ruling a quorum present.


The Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the War- rant being waived by the unanimous consent of the meeting.


On motion of Hollis M. Gott:


Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of on this date the meeting adjourn to Thursday evening, February 4, 1932, at eight o'clock.


On motion of Ernest W. Davis:


Voted: That Article 1 be taken up.

Voted: That the report of the Finance Committee as it appears in the printed form be now received.

Voted: That Article 1 be laid on the table.


On motion of Ernest W. Davis:


Voted (unanimously) : That the remaining articles up to and including Article 8 in the Warrant be now taken up, and that the recommendations of the Finance Com- mittee under the various articles as presented in their printed report, be considered as now before the meeting, to be voted upon without further motion, separately and in the order in which they appear in said Warrant.


Article 2 taken up. (Treasurer : Power to Borrow.)


Voted (unanimously) : That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money, from time to time in antici- pation of the revenue of the financial year beginning January 1, 1932, and to issue a note or notes therefor, payable within one year; any debt or debts so incurred to be paid from the revenue of said financial year.


Article 3 taken up. (Work relating to Employment.)


Lester W. Collins, Chairman of the Unemployment Committee read a circular put out by the United Boston Unemployment Relief Campaign.


Voted (unanimously) : That the additional sum of thirteen hundred (1300) dollars be and hereby is appro- priated for the work relating to employment of the poor ; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.


Article 4 taken up. (Extension of Sewerage Sys- tem.)

Considerable discussion took place under this Article.


A motion was put before the meeting and declared by the Moderator lost but on request of John L. Delay a rising vote was taken. Messrs. Myerson, Cook and Ryder acting as Tellers.


One hundred fifty-one voted in the affirmative and fourteen in the negative.


Voted: That the sum of ten thousand ($10,000) dol- lars be and hereby is appropriated for the extension of Storm Drains for the year 1932; the same to be raised by general tax and expended under the direction of the Board of Public Works.


Article 7 taken up. (Improvement of Parks and Playgrounds.)


Voted: That the sum of thirteen thousand ($13,000) dollars be and hereby is appropriated for the improve- ment of parks and playgrounds within the Town: said sum to be raised by general tax and expended under the direction of the Board of Park Commissioners substan- tially as follows :

Voted (unanimously) : That the sum of one hundred seventeen thousand two hundred twenty-three and 86/100 ($117,223.86) dollars be and hereby is appropriated for the payment of an assessment by the County Commis- sioners of the County of Middlesex for a proportionate share of the expense of construction of a county tuber- culosis hospital under Section 83 of Chapter 111 of the General Laws; that for said purpose the Treasurer, with the approval of the Selectmen, be and hereby is author- ized to borrow the sum of one hundred thousand ($100,- 000) dollars and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with Section 19 of Chapter 44 of the General Laws and all acts in addition thereto or amendment thereof, so that the whole loan shall be paid in not more than ten (10) years from the date of issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine; that the balance, seventeen thousand two hun- dred twenty-three and 86/100 ($17,223.86) dollars be raised by general tax, and that said sum of one hundred seventeen thousand, two hundred twenty-three and 86/100 ($117,223.86) dollars be expended under the direc- tion of the Board of Selectmen.

Frederick W. Hill, Chairman of the Committee on investigation of Town Government presented the report of this Committee.


It having been moved and seconded it was


Voted (unanimously) : That the report of the Com- mittee on Investigation of Town Government be received.


Ernest W. Davis, Chairman of the Finance Commit- tee offered the following motion :


That the Board of Selectmen be and hereby is au- thorized to petition the General Court for legislation necessary or proper to authorize the said Board to act as a Board of Public Works, exercising the power of sur- veyors of highways, road commissioners, water commis- sioners and sewer commissioners; to authorize the said Board to appoint a Superintendent of Public Works and designate his powers; to authorize the appointment in- stead of election of certain other town boards and officers ; and to abolish the Board of Public Works; all as set forth in the draft of an act contained in the report of the Committee appointed in pursuance of the vote of the Town passed on April 1, 1931, under Article 58 of the Warrant for the annual meeting in 1931.

Voted (unanimously) : That the motion as presented by the Finance Committee be laid on the table.

ARLINGTON TOWN REPORT


Roger W. Homer offered the following amendment to the motion as before the meeting.


That on Page 15, Section 4, Line 5, after the word "selectmen" there be inserted the words "town clerk, town treasurer, collector, the board of health," so that the sentence beginning on Line 4 shall read-"All other officers and boards of the town, excepting the selectmen, town clerk, town treasurer, collector, the board of health, the board of public welfare, the school committee, the board of assessors, the board of park commissioners, the planning board, and members of the finance committee, shall, from and after the first annual election held fol- lowing the acceptance of this act, be appointed promptly by the board of selectmen for the terms prescribed by law, provided, however, that all such other officers and members of boards shall continue to hold their offices for the remainder of the terms for which they were respec- tively elected, and provided also that this section shall not authorize the board of selectmen to make any ap- pointment required or authorized by general law, special act or town by-law, to be made by any other town officer or board."


The amendment was seconded, put to a vote and carried.


The following amendment offered by Elliott R. Barker being put before the meeting was lost.


That on Page 15, Section 3, Line 10, the sentence beginning "He shall give bond-" be omitted and the following be substituted therefor:


"He shall, subject to the approval of the selectmen, appoint such assistants, agents and employees as the per-
