REFERENDUM
Arlington, June 14, 1932.
Pursuant to an Act passed by the General Court in the year 1932 entitled "An Act authorizing the Select- men of the Town of Arlington to act as Board of Public Works exercising the Powers of Surveyors of Highways, Road Commissioners, Water Commissioners and Sewer Commissioners and providing for the Appointment of Certain Other Town Boards and Officers"-Chapter 179- a warrant of the Selectmen was served according to law upon the inhabitants of the Town by a Constable of said Town and posted at two places in each Precinct.
In pursuance of the Warrant the legal voters of the Town of Arlington met in the voting place in each pre-

cinct where they resided in said Town on Tuesday, the 14th day of June, in the year of our Lord one thousand nine hundred and thirty-two.

The ballots cast, after being counted, were enclosed in envelopes, sealed, signed by the election officers, and encased in boxes, which were locked and sealed and the same were delivered to the Town Clerk.
The Town Clerk and Registrars of Voters upon re- ceipt of the returns from the several precincts forthwith

Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will make appropria- tions and/or additional appropriations to defray Town obligations, liabilities, outlay and expenses especially for or relating to all or any of the boards, departments, purposes, and matters hereinafter mentioned; determine in what manner the money shall be raised and expended ; or take any action relating thereto.
Public Welfare Department; Aged Citizens Assist- ance; Soldiers' Relief; Assessors' Department; prepara- tion and printing of true lists of persons twenty years of age or older as required by section six of chapter fifty- one of the General Laws; Engineering Work; Board of Survey ; setting of bounds of private ways the location of which has been approved by the board of survey; High- ยท way Division; purchase or other acquisition of a "road maintainer."
Article 3. To see if the Town will make an addi- tional appropriation for the work relating to employment of the poor, the same to be expended under the direction of the Board of Selectmen; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 4. To see if the Town will by by-law pro- vide that the collector of taxes shall collect, under the title of town collector, all accounts due the Town other than interest on investments of sinking or trust funds and/or will by by-law define his powers and duties in relation to the collection of such accounts; will adopt, amend, alter, repeal, revise, and/or add to by-laws relat- ing to the collector of taxes or the collection of taxes

and/or assessments; will make an appropriation for the publication of such by-law or by-laws; or take any action relating to all or any of the foregoing.
Article 5. To see if the Town will accept Section 25A of Chapter 41 of the General Laws inserted by Chap- ter 14 of the Acts of 1921, which provides as follows : "In towns which accept this section the assessors may appoint and remove citizens of the town as assistant assessors, who shall, subject to the supervision of the assessors, act as assistant assessors of the town and shall have all necessary powers therefor. In this section, the word towns shall not include cities"; or take any action relating thereto.

Article 6. To see if the Town will determine whether, and to what extent, the terms "laborers, work- men, and mechanics" as used in sections 68 to 75, inclu- sive, of chapter 152 of the General Laws, (which chap- ter is entitled "Workmen's Compensation") shall include foremen, sub-foremen, and inspectors of the Town; or take any action relating thereto.

Article 7. To see if the Town will acquire a suitable community playground or park for small children, in the easterly section of the town; or take any action relating thereto.

A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL MEETING
Arlington, Mass., June 21, 1932.
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington, by a constable of the said Town, and sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members duly elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members met at the Robbins Memorial Town Hall in said Town on Tuesday, June 21, 1932, at eight o'clock in the evening.
Lists of the duly qualified Town Meeting Members were used at the entrance of the meeting place and were in charge of David L. Peirce and James E. Sweeney.
The check lists filed with the Town Clerk at the close of the meeting showed that 183 members attended the meeting.
James C. Carr, stenographer, was sworn by the Town Clerk to impartially and correctly report the pro- ceedings of the meeting to the best of his ability.
The Moderator called the meeting to order at 8:12 o'clock P. M.
The Moderator declared a quorum present.
The Clerk read the call and the Constable's Return of the Warrant, the reading of the remainder of the Warrant being waived by the unanimous consent of the meeting.
Town Meeting Members not already sworn were sworn by the Moderator.

Article 3 taken up. (Work Relating to Employment)
Voted (unanimously) : That the additional sum of two thousand (2,000) dollars be and hereby is appro- priated for the work relating to employment of the poor ; said sum to be raised by general tax and expended under the direction of the Board of Selectmen.
Article 4 taken up. (Revision of By-Laws)
Voted (unanimously) : That the By-Laws of the Town be, and hereby are, amended by striking out Article 5 thereof, relating to the "Tax Collector," and substituting therefor the following:
ARTICLE 5
Collector of Taxes-Town Collector
Section 1. The Collector of Taxes shall collect, un- der the title of Town Collector, all accounts due the Town which are committed to him.
Section 2. Every department of the Town shall de- liver to the Town Accountant at least once in every month a separate statement of each account due the

Town arising through any transaction with such depart- ment. Upon receipt of such statements of accounts the Town Accountant shall commit such accounts to the Town Collector for collection. This section shall not apply to taxes and special assessments, licenses and per- mits issued or granted by the various departments of the Town, nor to costs and fees charged by said departments, nor to interest on investments of sinking or trust funds.
Section 3. Any account committed by the Town Accountant which the Town Collector is unable to collect by ordinary efforts may be referred by the Town Collec- tor to the Town Accountant or Town Counsel for instruc- tion as to procedure. So far as permitted by law, any account or portion thereof may be abated by the depart- ment in which such account originated. The Town Ac- countant shall be notified in writing of the abatement of any such committed account or portion thereof.
Section 4. The Town Collector shall, once in each week or oftener, pay over to the Treasurer all money received by him during the preceding week or lesser period on every such account, including any sums re- ceived as interest on moneys received by him on such accounts and deposited in any bank. He shall give bond to the Town for the faithful performance of his duties in a form approved by the commissioner or corporations and taxation and insuch sum, not less than the amount that may be established by said commissioner, as shall be fixed by the Selectmen.
Voted (unanimously) : That the sum of fifty (50) dollars be and hereby is appropriated for the publica- tion of said by-law and that said sum be transferred from the amount unexpended of the appropriation made by vote passed January 14, 1931, under Article 8 of the warrant for the special meeting called for that date, for

the publishing of the by-laws, adopted at that meeting ; and that said sum be spent under the direction of the Board of Selectmen.
Article 5 taken up. (Acceptance of General Laws- Assistant Assessors)
