Report of Selectmen and Board of Public Welfare
The year has been a very trying one both to the people and the officers of the town and we have arrived at the time when we should look carefully into the future. The demands of the welfare work have grown to such an extent that it requires almost constant supervision.
Unemployment is serious, but the person with pro- perty is in an equally serious position, in many cases, in being unable to pay his taxes. If the burden increases it will be almost impossible for these people to pay.
The Selectmen found the Public Welfare problem so great that they appointed a committee to assist them in the collection and distribution of clothing. The com- mittee, consisting of W. F. Logan, A. F. Friend and Miss Adelia Blake, has worked unselfishly and without com- pensation for the good of the people served. Too much praise cannot be given to these three for their work. The Red Cross sent us three shipments of flour totaling 215 barrels, and a large amount of clothing and cloth of which we were in need.
The recipients of welfare assistance worked on the Highways 12,940 hours at a value of $4,043.75, and for the water department 4,334 hours at a value of $1,297.20.
The upkeep of the highways has been done in a good manner. 4900 feet of new road has been built on North Stony Hill Road. 2800 feet on South Stony Hill Road has been newly resurfaced. 3000 feet has been resurfaced

on Tinkham Road and 3000 feet graded and bed rock placed on Red Bridge Road.
Owing to the scarcity of money the collection of taxes has been a slow and difficult work. We feel that the Collector, while having quite a sum due, has done very good work under trying circumstances.
The Finance Board has studied the situation of the town in a very thorough manner and all their recom- mendations deserve careful consideration.

Article 7. Voted to instruct the Selectmen to prose- cute any person selling or transporting intoxicating li- quors in the town contrary to the laws of the Common- wealth.
Article 8. Voted that the dog tax of 1931 be given to the Library.
Article 9. Voted to raise and appropriate the sum of Four Thousand ($4000.00) Dollars to continue the permanent highway work on Stony Hill Road from Bos- ton Road to Springfield Road, providing the State and County furnish a like amount.
Article 10. Voted to raise and appropriate One Thousand ($1000.00) Dollars to continue the highway work on Stony Hill Road leading from Springfield Road to Tinkham Road, providing the State and County furnish a like amount.
Voted to raise and appropriate One Thousand ($1000.00) Dollars for highway work on the road leading from Red Bridge to the Palmer line providing the State and County furnish Four Thousand ($4000.00) Dollars each.
Article 11. Voted to raise and appropriate the sum of Two Hundred and Fifty ($250.00) Dollars for the use of the American Legion in carrying out the following program :
(a) The proper observance of Memorial Day.
(b) The care of the Memorial Lots at North Wilbra- ham, Wilbraham and Glendale.

Thompson lying between Maiden Lane and Chapel Street and abutting on Boston Road in North Wilbraham and more particularly des- cribed as follows: Beginning at the southwesterly cor- ner now or formerly of James B. Logan; thence westerly parallel to the southerly boundary of Boston Road to an intersection with the easterly boundary of Maiden Lane; thence northerly along said easterly boundary of Maiden Lane to an intersection with the southerly boundary of Boston Road; thence easterly along the southerly bound- ary of Boston Road to the northwesterly corner of land of said James B. Logan; thence southerly along the west- erly boundary of land of said Logan to the place of be- ginning.

Article 22. Voted to appoint F. A. Upham as Town Director to represent the Town of Wilbraham as a mem- ber of the Board of Directors of the Hampden County Improvement League and Trustees for County Aid to Agriculture.

Voted that the Treasurer, with the approval of the Selectmen be authorized to borrow money in anticipation of reimbursement by the State and County for the high- way work designated in Articles 9 and 10 and to issue a note or notes therefor payable within one year, and debt or debts incurred under this vote to be paid from the resources of the current financial year.
Voted that all money appropriated at this meeting be raised and assessed on the polls and estates of the town.
Voted that a resolution be adopted by this meeting empowering the Board of Selectmen to petition the General Court for a change in our District Court jurisdic- tion from Palmer to Springfield.
Voted that the tribute paid to Mrs. E. O. Beebe as expressed in the report of the Superintendent of Schools on Page 86 of the Town Report, be spread upon the re- cords of the town and a copy sent to Mrs. Beebe by the Town Clerk. A Unanimous Vote.
RESOLUTION
Be it hereby resolved that the people of Wilbraham, in Annual Town Meeting assembled, express their belief that fairness and justice require that the entire cost of Old Age Assist- ance be undertaken and borne by the Common- wealth. A Unanimous Vote.

SPECIAL TOWN MEETING
July 7, 1932
Article 1. F. A. Upham was elected Moderator.
Article 2. Voted to raise and appropriate the sum of Twelve Thousand ($12,000.00) Dollars for defraying the expenses of the Public Welfare Department. Voted to raise and appropriate the sum of Nine Hundred ($900.00) Dollars for defraying the expenses of the Fire Department. Voted to raise and appropriate One Hun- dred ($100.00) for the use of the Forest Warden.
Voted that all money appropriated at this meeting shall be raised and assessed on the estates of the town.
Article 3. Voted that Eight Hundred ($800.00) Dol- lars be appropriated from the earnings of the Water De- partment to be used, together with One Thousand ($1000.00) Dollars of the appropriation for the Water Department made at the Annual Town Meeting for the supervision and purchase of material for an extension of the existing 6 inch water main in Main Street, South, a distance of approximately 2200 feet from the home of Charles S. Merrick to that of L. W. Rice, the labor to be furnished by the Welfare Department at a compensation rate of thirty cents per hour and men working to furn- ish their own transportation to and from the job.
Article 4. Voted to rescind the vote on Article 17 taken February 2, 1925 in regard to the money returned by the State which was assessed for the Soldiers' Bonus, provided the Selectmen, who are hereby authorized to consult legal counsel, find that said Trust Fund may be transferred to the current account and that upon the same condition the Selectmen be authorized to use said fund.

Article 6. Voted to raise and appropriate One Hun- dred Forty-Five ($145.00) Dollars to buy an adding ma- chine.

RESOLVED: That the voters of the town of Wilbraham assembled in a special session of the town held on the Seventh day of July, 1932, hereby approve the action of the highway de- partment in placing traffic beacons at the inter- sections of Springfield Street and Main Street in Wilbraham and Maple Street and Main Street in North Wilbraham. Further, that the town hereby accept Sections 3, 4, and 9 of Chapter 357, Acts of 1928 with amendments thereto, and that such laws be included in the by-laws of the town.
