Report of Superintendent of Schools
To the School Committee of Wilbraham:
Madam and Gentlemen :
Herewith is submitted my report as superintendent of schools for the year ending December 31, 1933.
The report submitted a year ago was taken up largely with the discussion of ways in which the school department had cut down expenditures in response to the demand that this be done to bring the school department into harmony with the economic stringency. Believing that the interest of the public in the financial aspect of the schools is still keen, I propose in this report to explain somewhat the laws in ac- cordance with which the town receives grants on account of education from the state treasury, thereby reducing substan- tially the net expenditure of the town.
General School Fund Law, Part II
Towns in the commonwealth which pay not more than fifty cents out of every thousand dollars of state tax levied are beneficiaries under this law. In 1926 when the law went into effect Wilbraham was paying fifty-three cents, and so did not benefit. By the state revaluation in 1928, and again by the state triennial valuation in 1929, Wilbraham's apportionment was just fifty cents. By the triennial revaluation of 1932 Wilbraham's apportionment was reduced to forty-five cents. Accordingly, the town has benefited under the provisions of Part II of the General School Fund Law since 1928. The total amount received has been $42,968.83. As the state tax apportionment is based on the state triennial valuation and as the valuation made in 1932 will hold for 1933 and 1934, the

town may expect at least two more payments under the pro- visions of Part II.
The so-called General School Fund Law was enacted by the legislature of 1920. It has been amended repeatedly since that time, but the two main objectives of the law have not been lost sight of in the amendments. Its purpose was to equalize the burden of taxation for the support of public schools, and also to raise the standard of professional training of teachers. employed in the public schools. Part II is particularly con- cerned in equalizing the burden of taxation. This is accomp- lished by means of what is known as the "Assured Minimum" provision. In brief, the "Assured Minimum" provides that towns which are beneficiaries of Part II shall report to the Department of Education a sum made up of the expenditures for teachers' salaries not in excess of $1,100, a maintenance allowance of $250 for every teaching position, all amounts expended for local transportation or transportation to elemen- tary schools of other towns, all amounts expended for elemen- tary school tuition, and, in the case of towns exempt by the action of the State Department from maintaining a high school, all amounts paid for high school tuition in other towns. The sum of these makes up the "Assured Minimum." The town may then claim from the state treasury a certain per- centage of this, depending largely upon the rate and the amount of the local tax for education. In the case of Wilbraham the claim is the difference between the total of the "Assured Mini- mum" and the amount yielded by a tax of five dollars a thous- and. For 1932 this amounted to $12,073.86. According to law the amount claimed for any given year is paid on March 10th of the succeeding year. The treasurer of the town of Wilbraham on the 10th of next March ought to receive from the state treasurer $11,816.80, Wilbraham's claim for 1933.
General School Fund Law, Part I
The purpose of Part I of the General School Fund Law is not so much to equalize the cost of education as to raise the

standard of the professional training of teachers. All cities and towns of the commonwealth receive disbursements from the state treasury under this law on the same footing. $100 annually for every teacher, supervisor, and superintendent, except superintendents in superintendency unions, provided a mini- mum salary of $750 is paid, $50 more, provided the minimum salary is not less than $850 and the qualifications of the teacher meet a somewhat higher standard, and $200 annually, provided the salary is not less than $950 and the qualifications, which include professional training and experience, are adequate. In addition to thse fixed amounts, in the case of poorer towns and cities supplementary reimbursements are granted based on the amount of taxable property in the towns back of each child in the average membership of the public schools. In the case of Wilbraham for the school year ending June, 1933, the supplementary reimbursements amounted to $125 per teacher, and the total grant from the state treasury amounted to $5,486.61. It is to be noted that claims for grants under the General School Fund Law, Part II, are based on expenditures during the town's fiscal year, but claims for grants under the General School Fund Law, Part I, are based on the employ- ment of teachers during the school year. It is also to be noted that payments under Part I are made from the tax on incomes, not at all from the proceeds of the Massachusetts School Fund.
Vocational and Continuation School Tuition
The rate of tuition at the Springfield Trade School is $150 a year. At the Continuation School the tuition bill is made out on an hourly basis and depends on the actual ex- penditures for support. All expenditures by the town for tuition in these schools are reimbursed fifty per cent by the state treasury. In 1933 reimbursements from the state under this heading amounted to $2,918.42.
