Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the town of Wilbraham for the year ending December 31, 1937, and submit the fol- lowing report thereon:
The financial transactions as recorded on the books of the several departments collecting or disbursing money for the town were examined, checked, and verified.
The surety bonds of the town clerk, treasurer, and tax collector were examined and found to be in proper form.
The books and accounts of the town treasurer were ex- amined and checked in detail. The recorded receipts were checked with the records of the various departments collecting money for the town or sending out bills for collection, and with the other sources from which money was paid into the town treasury. The payments were compared with the treasury warrants approved by the selectmen.
The addition of the cash book was verified and the cash balance December 31, 1937 was proved by a reconciliation of the bank balances with statements received from the banks of deposit, by examination of the savings bank book, and by actual count of the cash on hand.
The payment of debt and interest was proved by a com- parison with the amounts falling due and with the cancelled securities and coupons on file.
The savings bank books representing the investment of the trust funds in the custody of the town treasurer were examined and listed, the income being proved and the withdrawals checked with the treasurer's record of receipts.
The record of tax titles held by the town was examined and analyzed, being checked with the town treasurer's and tax collector's accounts and with the records at the Registry of Deeds.
The books and accounts of the tax collector were examined and checked in detail. The taxes outstanding at the time of the previous examination were audited and proved, and the

subsequent commitment lists of taxes were added and proved with the warrants given by the board of assessors for their collection. The recorded collections were checked with the commitment lists, the payments to the treasurer were verified, the abatements were compared with the assessors' record of abatements granted, and the outstanding accounts were listed and proved.
Verification of the outstanding accounts was obtained by mailing notices to a number of persons whose names ap- peared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.
The financial transactions of the town clerk were examined. the recorded receipts for dog and sporting licenses were checked with the record of licenses issued, the payments to the Division of Fisheries and Game and the town treasurer were verified, and the cash on hand December 31, 1937 was proved by actual count.
The appropriations as voted by the town were listed from the town clerk's record of town meetings and a comparison with the aggregate amounts chargeable against each appropriation showed that all expenditures had been kept within the limits fixed by the amounts voted.
The highway, Chapter 81, account, however, showed that the expenditures were $425 in excess of the funds available for this work. A temporary loan in anticipation of reimbursement due the town from the State should have been issued under Section 6A, Chapter 44, General Laws.
The receipts for licenses issued by the board of selectmen were checked with the record of licenses granted and the pay- ments to the treasurer were compared with the treasurer's record of receipts. The surety bonds filed with the town by individuals to whom liquor licenses were issued were examined and checked with the record of licenses granted.
The accounts of the sealer of weights and measures were examined. The recorded receipts were checked with the record of work done and the payments to the treasurer were verified.
The records of accounts receivable of the health, public welfare, old age assistance, and school departments were ex- amined. The charges were listed, the collections and disallow- ances were checked, and the outstanding accounts were listed and proved.

The recorded receipts of the school department for sales and misce laneous charges were checked and the payments to the treasurer were verified.
The accounts of the school nurse, in charge of the dental clinic, were examined. The recorded receipts were checked and the payments to the treasurer were compared with the tresurer's cash book.
The receipts of the librarian for fines, etc., were checked with the record of collections, and the payments to the treas- urer were verified.
The savings bank book representing the investment of the Morton Day Library Fund in the custody of the board of library trustees was examined, the income was proved, and the expenditures by the trustees were verified.
The books and accounts of the water department were examined and checked. The charges for the sale of water and for services installed were added, the recorded collections and abatements were checked, the payments to the treasurer were compared with the treasurer's record of cash received, and the outstanding accounts were listed and proved.
Ledger accounts were compiled, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on December 31, 1937.
All the town officials are to be commended for the accurate and careful manner in which their work has been performed.
For the cooperation extended by all town officials during the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.

COMMONWEALTH OF MASSACHUSETTS HAMPDEN, SS.
To either of the Constables of the Town of Wilbraham in the County of Hampden.
1 GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in town affairs to meet in Grange Hall in said town on Monday, the seventh day of February next at ten o'clock a. m. to bring in their votes for town officers and act on the following articles. The polls will open at 10 A. M. and may be closed at 2 P. M. unless the meeting votes to extend the closing time.
Article 1. To choose a moderator to preside in said meeting.
Article 2. To choose a Town Clerk, a Town Treasurer, and Tree Warden for the ensuing year, one Selectman for three years who shall be a member of the Board of Public Welfare, one Assessor for one year, one Assessor for three years, five Constables, one Auditor for the ensuing year, one School Committee for three years, Collector of Taxes for the ensuing year, one Cemetery Commissioner for three years, one member of the Planning Board for two years and one member of the Planning Board for three years, one member of the Board of Water Commissioners, for three years, one Library Trustee for three years, all on one ballot, also all other Town Officers.
Article 3. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer, School Committee and other officers.
Article 4. To fix the compensation of all elected Town Officers for the ensuing year.

Article 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the en- suing year and appropriate the same and vote how the same shall be raised.
Article 6. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars to be expended under the direction of the Board of Fire Commissioners for the purchase of a new fire truck to replace the present Reo chemical fire truck now garaged at Wilbraham center, or take any action relative thereto.
Article 7. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1938 and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 8. To see if the Town will vote to accept the ceme- tery trust funds left to the Town, to date, or take any action relative thereto.
Article 9. To see if the Town will instruct the Selectmen to prosecute any person selling or transporting intoxicating liquors in this Town contrary to the laws of the Commonwealth or take any action in regard to the same, or raise any money for the same.
Article 10. To see what disposition the Town will make of the Dog Tax of 1937.
Article 11. To see if the Town will vote to raise and appropriate a sum of money to be expended under the direction of the Selectmen for necessary costs of materials and trucking on the local Works Progress Administration projects or on local projects operated under the successor, if any, of the Works Progress Administration or to take any action upon same.

Article 12. To see if the Town will vote to raise and ap- propriate a sum of money for the improvement of Glendale Road, provided the State and County contribute toward the same, in accordance with the provisions of Chapter Ninety, General Laws, or take any action relative thereto.
Article 13. To see if the Town will vote to raise and appropriate the sum of Three Hundred and Fifty Dollars ($350.00) for the maintenance of South Main Street, provided the State and County contribute toward the same, in accordance with the provisions of Chapter Ninety, General Laws, or take any action relative thereto.
Article 14. To see if the Town will vote to raise and appropriate a sum of money for the improvement of the East Longmeadow Road, provided the State and County contribute toward the same in accordance with the provisions of Chapter Ninety, General Laws, or take any action relative thereto.
Article 15. To see if the Town will instruct the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town and to raise and ap- propriate a sum of money for same or take any action thereon.
Article 16. To see if the Town will vote to raise and appropriate the sum of Seventy-Five Dollars ($75.00) for the observance of Memorial Day, or take any action relative thereto.
Article 17. To see if the Town will raise and appropriate the sum of Two Hundred and Fifty Dollars ($250.00) for the care of the Parks at Wilbraham, North Wilbraham and Glen- dale, or take any action relative thereto.
Article 18. To see if the Town will vote to raise and appropriate the sum of Twenty Dollars ($20.00) to be expended in the Town by the Hampden County Trustees for Aid to Agriculture in accordance with the provisions of the Laws of the Commonwealth, or take any action relative thereto.
Article 19. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place

of sale by posting such notice of sale in some convenient and public place in the Town, fourteen days at least before the sale of property taken by the Town under tax title procedure pro- vided that the Selectmen, or whomsoever they may authorize to hold such public auction, may reject any bid which they deem inadequate, or take any action relative thereto.
Article 20. To see if the Town will vote to accept Sections 42A to 42F of Chapter 40, General Laws (Ter. Ed.) and Acts in addition or amendment thereto, relative to water bills becoming a lien against real estate.
Article 21. To see if the Town will vote to appropriate. the unexpended balance on the Stony Hill water main extension to the use of the Water Department in completing said exten- sion, or take any action relative thereto.
Article 22. To see if the Town will raise and appro- priate a sum of money to extend the existing water main on Springfield Street from Stony Hill Road, a distance of two thousand (2,000) feet toward the Springfield line, or take any action relative thereto.
Article 23. To see if the Town will raise and appro- priate a sum of money to install a ten inch water main under the covered bridge at North Wilbraham to safeguard the Town against loss of water should our main in the river give way, or take any action relative thereto.
Article 24. To see if the Town will vote to raise and appropriate a sum of money to extend the existing water main on Stony Hill road, north from Wm. M. Brown's residence a distance of fifteen hundred (1,500) feet, or take any action relative thereto.
Article 25. To see if the Town will vote to accept and allow a town way as laid out by the Selectmen known as "Nok- omis Road," as shown on a plan of "Manchconis Village" on file in the Town Clerk's office. Said way being described as

follows :- beginning at the intersection of the road leading from Wilbraham to North Wilbraham and running westerly and then northerly to the intersection of the town road formerly part of the Boston road. Said Nokomis road being in length fifteen hundred feet more or less and being fifty feet in width throughout its entire length; or take any action relative thereto.
Article 26. To see if the Town will vote to raise and appropriate a sum of money to extend a six inch water main from Wilbraham street westerly on Nokomis Road, a distance of five hundred feet, or take any action relative thereto.
Article 27. To see if the Town will vote to raise and appropriate the sum of seventy-five dollars ($75.00) to be expended by the Safety Committee, with the approval of the Selectmen, in accordance with laws of the Commonwealth, or take any action relative thereto.
Article 28. To see if the Town will vote to raise and appropriate a sum of money to be used to protect the school children from traffic hazards, or take any action relative thereto.
Article 29. To see if the Town will vote to allow the Selectmen the power of regulating Highway signs and traffic regulations and rules, or take any action relative thereto.
Article 30. To see if the Town will authorize and instruct the School Committee to furnish transportation to pupils living in the section of the Town known as The Plains, who are at- tending St. Mary's Parochial School in Indian Orchard, from the State Line Potato Factory as far as the Pines School and return, in the school bus now carrying public school pupils between said points, or take any action relative thereto.
Article 31. To see if the Town will vote to amend Article 2 of the revised By-Laws of 1928 by striking out Section 2 and inserting in place thereof the following new section :- .. . Section 2. The annual Town Meeting and election of Town officers shall be held on the first Monday in February of each year and shall be called at 9 o'clock A. M. The polls shall

be opened at 9 o'clock A. M. and may be closed at 6 o'clock P. M ....
All business of said Annual Town Meeting and election of Town Officers except the election of such officers and the determination of such matters as by law are required to be elected or determined by ballot, shall be considered after 10 o'clock A. M.
And you are directed to serve this warrant by posting attested copies thereof, one at the Post Office at Wilbraham, one at the Post Office at North Wilbraham and one at Glendale Church, seven days at least, before the time for holding said meeting. Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the time for holding said meeting.
