When our heating boiler was receiving its annual cleaning and inspection in June, it was found to be so badly cracked that we feared it would fail in cold weather and leave Library, Town Offices and Mrs. Abbott's apartment without heat. We, therefore, installed a new boiler and Finance Committee very kindly made a transfer from the reserve fund to pay for same.

After eighteen years service to the district of which the town of Wilbraham is a part, Frederic A. Wheeler has retired from the office of superintendent of schools. He has shown a comprehensive and accurate knowledge of all matters pertain- ing to the school system, and his untiring devotion to its work has been notable. We have come to love and respect his un- failing good nature and his scrupulous fairness in discussion. His sound judgment and practical sense have often been of the greatest assistance to us in reaching decisions as to matters that have come before the committee. His kind understand- ing and personal interest in individual children and their problems has been an inspiration and an example to us. We wish on behalf of the town of Wilbraham to tender him our heartiest thanks for the past and good wishes for the future.
The joint committee has engaged Mr. Burr F. Jones to succeed Mr. Wheeler, and we feel that the town of Wilbraham and the district were fortunate in being able to secure a man of his experience and ability.
Respectfully submitted,
H. W. CUTLER, Chairman, MRS. MARY S. MERRICK, HORACE J. RICE, School Committee of Wilbraham.

Report of Superintendent of Schools
To the School Committee of Wilbraham:
In submitting my first annual report, I wish at the outset to acknowledge a large indebtedness to my predecessor, Mr. F. A. Wheeler, for his valuable personal assistance in helping me to become acquainted with the requirements of the position which he held for a period of eighteen yeeers with so much credit to himself and so much satisfaction to the community.
Reorganization of the Schools
The most important development in the Wilbraham school system during the past year was the reorganization of the schools that was voted by the committee in May to take effect with the opening of the school year 1937-1938. The changes involved in this reorganization affected particularly those children in the East Wilbraham, North Wilbraham, and Stony Hill schools.
As shown in Table II, the elementary school membership has fallen off by more than two hundred pupils since 1925 and by one hundred and forty-seven, or thirty-two per cent, during the last five years. Wilbraham's experience in this regard is not different from that of the state or country at large - except in degree, the decline in Wilbraham being considerably greater. Whereas the enrolment of grades 1-8 in the state as a whole has decreased eight per cent during the last five years, the decrease in Wilbraham has been four times as great.
It was this unusual drop in the elementary school member- ship of Wilbraham coupled with an overcrowded condition at the North Wilbraham school that made desirable the reorgani- zation of the schools.
The plan of reorganization, adopted after very careful consideration of the matter in its various aspects, involved the following changes:
