B. A. Gardetto, Inc. of Boston with an offer of sixty nine thousand, five hundred and twenty six dollars and fifty cents was the lowest bidder. The new bridge will be a two span steel stringer bridge, one hundred and sixty eight feet long with a twenty-four foot road way and a six foot sidewalk. At this writing this Board has not been definitely notified that the contract has been awarded, nor when construction will begin. However, we are fully cognizant of the tremendous inconven- ience caused by the absence of the bridge at that location and will strenuously urge that the reconstruction be started as soon as possible. We wish to acknowledge and express thanks for the ready, willing aid of the Ludlow Mfg. Associates in securing the necessary land easements required for the pro- posed approaches to the new bridge.
At the annual town meeting held in February, 1936, the town voted to participate in the Three Hundredth Anniversary of the founding of Springfield, and an appropriation was made to cover any expense which might be necessary. Wilbraham was splendidly represented in the major event of the celebration, which was the pageant conducted at Pynchon Park on May 19, 20 and 21. There was no expense involved to the town, and the unexpendcd appropriation was transferred to another account at a special town meeting held December 5th. Since we believe that this event is one worthy of permanent recording, informa- tion relating to it insomuch as it regards Wilbraham will be found in another section of this report.
The welfare problem in Wilbraham was of course an im- portant one during the year, detailed report of which will be found also in another section of the report. We wish however, to once more call attention to the fact that of the total amount of twelve thousand, nine hundred fifty-nine dollars and eighty- five cents expended under the appropriation for public welfare that six thousand, nine hundred seventy-eight dollars and thirty-nine cents, an amount representing more than fifty percent of the total was paid to the state and other cities and towns for former Wilbraham people still retaining a settlement in Wilbraham, who through misfortune were compelled to receive aid in other cities and towns.
The Chapter 90 construction of Glendale Road contem- plated for 1936 was not wholly completed since the Chapter 90 budget was not passed by the Legislature until the closing days of the session, and in Wilbraham as well as in many of the

neighboring towns Chapter 90 construction was not started until early fall and therefore was discontinued before completion because of weather conditions anticipated. This work will be resumed with the advent of spring weather and the balance of state and county appropriations for said purpose will not be lost but have been allocated and set aside, and will be available for resumption of construction in the spring of 1937. We wish to take this occasion to thank the Baldwin family, Mr. C. W. Weeks, Mrs. Ida B. Greene and the other abutters who have co- operated so generously in the relocation of the highway found necessary. The Selectmen late in the fall appeared both before the Department of Public Works and the County Commissioners asking for Chapter 9( aid in further work on Glendale Road for 1937. The Selectmen at this time wish to recommend that the 1937 work be started at the other end of the road at the Hamp- den line, just south of the home of Henry I. Edson.
The Selectmen have also requested reservation of Chapter 90 funds for the completion of the surfacing of East Long- meadow Road should the town favorably vote to do so. For the first time in several years the town voted to accept several new streets. These streets are Chapin Drive, Brookdale Road, Manchonis Road, Gorve Street, Ripley Street, and a portion of Pomeroy Street. Of these streets Grove Street and Manchonis Street are in the poorest condition and there has been a WPA project submitted for the proper conditioning of these streets. This project has not yet received final approval, and conse- quently it has not been possible to start WPA work upon them. However, we have little doubt but what the project will fav- orably be acted upon in Boston and Washington and that next winter the condition of these streets will be materially improved. The Board has not thought it prudent to thoroughly gravel these streets with local funds at this time since the proper procedure for conditioning demands the removal of the top surface which it is contemplated to do under WPA auspices and any appreciable amount of gravel placed on top of the ex- isting surface would very shortly have to be removed when WPA work starts there.
WPA construction was started in the late fall on a sidewalk on the western side of Ludlow Road beginning at the Wilbra- ham-Springfield line. Some of the curbing was laid and some of the subgrade was completed when the project was stopped early in December. As soon as permanent fair weather condi-

tions may be anticipated it is the intention of the Board to resume and carry to completion this project. This neighborhood is probably the most densely populated neighborhood in our town and the highway considerably used by pedestrians. We hope to eliminate thereby some of the previous hazards which have existed there.
Effective September 1st the Statute under which Old Age Assistance was administered was amended reducing the eligi- ility age to sixty-five years of age instead of seventy years where it was originally established in 1931. The Federal Gov- ernment and the State now assume reimbursement to a much larger amount than formerly and the approximate reimburse- ment received for each case from these sources totals about five-sixths of the cost. At this time we wish to state briefly the qualifications for eligibility for Old Age Assistance as they now exist. The applicant must be sixty-five years of age or over, a citizen of the United States, and must have been a resident for at least five of the last nine years prior to application within the confines of the Commonwealth. The applicant may have an equity in real estate not exceeding $2,000.00 providing that he actually resides on the property. Cash or personal property readily converted into cash may be held by the applicant to an extent not exceeding $300.00. The possession of life insurance to an extent not to exceed $1,000.00 providing it has been in effect five years or over does not disqualify an applicant other- wise eligible. Possession of group insurance where the premium does not exceed fifty cents per week is also allowed. Contrary to the impression held by many the liability of children for the support of their parents was not diminished or eliminated. The capability of supporting the aged parents is the determining issue. The Statute further provides that the local Board shall deduct from the budget the amount of aid, whether in form of cash, board or services which is being furnished to the appli- cant by anyone or should be furnished by his children. Needless to say the administration of Old Age Assistance requires now a large amount of investigation, knowledge of correct procedure, constant supervision, considerable clerical work and an enor- mous amount of correspondence. The net cost to the town however will be but slightly increased we believe.
The town was also able during 1936 to conduct its business without borrowing money in anticipation of revenue. It has not been necessary to borrow in anticipation of revenue since

early in 1934 and this situation has resulted in the interest appropriation remaining intact. The excellent administration of the Tax Collector s office is largely responsible for this en- viable condition. The State Auditor's report which is included in this town report on another page shows that the town is once more possessed of a respectable reserve of surplus revenue, and after consultation with the Finance Committee we believe that it would be prudent to appropriate a reasonable amount of this surplus revenue for the expenditures of 1937. We wish to sternly warn however that this amount should not be wiped out in sweeping manner but should be sagaciously administered by the voters at the annual meeting. The Finance Board has during 1936 spent an unusual amount of time, effort and self sacrifice in considering the needs of the town, and we urge that their recommendation receive utmost consideration from the voters.
Since the period of financial difficulty which has proved so bothersome to towns and individuals is generally accepted as having begun in October, 1929, we are submitting for com- parative purposes the Wilbraham tax rate from 1929 through 1936: 1929-$26.50; 1930-$29.00; 1931-$29.00; 1932-$37.50; 1933-$38.50; 1934-$33.00; 1935-$32,00; 1936-$28.00. It will be readily see that the highest peak as far as the tax rate is concerned was reached in 1933, and that there has been a steady recession since that time to the 1936 tax rate, $28.00 per thousand. The only year during the period covered in which the rate has been lower than the current rate was the year 1929 when the rate was $26.50. Further analization readily discloses that since the appropriations for that year were made in Feb- ruary and the tax rate computed in the early summer that the fatal October dav in 1929 did not make its presence felt in the local tax rate in that year.
Each passing year has seen the necessity of more and more time being devoted to the work by the Board to properly ad- ministrate the affairs of the town. The problems encountered have new complications added each year. Perhaps the greatest satisfaction which your Board has taken in the work is the fact that we have been able to use current taxes for current bills and that the amount of taxation necessary to pay for dead burdens in the form of interest and bond obligation has been constantly diminishing. We recommend the further practice of

economy so that Wilbraham may continue to be the pleasant place to live in that it has been for so many years.
