Payment .- A money order will be paid to the person named therein, or his indorsee, or his agent or attorney upon his written order. Domestic money orders issued in the continental United States, excepting Alaska, will be psid st sny money order office in the continental United Statea, excepting Alaska, if presented within 30 days fol- lowing the date of issue. Thereafter payment will he made only at the office drawn on. A money order drawn in favor of s person residing on a rural route may be paid through the carrier if entrusted to him for collection, with a written request addressed to the postmaster that payment be so made

Prepayment Optional, except for registered articles; but on printed matter, commercial papers and samples, postage must he at least partially prepaid
Letters .- Except as indicated below, 5 cents for the first ounce, 3 cents for each additional ounce or frac- tion thereof. To England, Ireland, Scotland, Wales, Bahamas Barbadoa, Bolivis, British Guiana, British Hoo- duras, Colombia, Dominican Republic, Dutch West Indies Leeward Islands, Newfoundland, New Zealand, Nicaragua, Peru, Trinidad, including Tobago, and the Windward Islands (including Grenads, St. Vincent, The Grenadines and St. Lucia the rate ia 2 cents per ounce or fraction. No limit of weight. The weight limit on newspapers and other printed matter is eight pounds, twelve ounces, maximum weight for single volumes, eleven pounds; maximum di- mensions of rolled papera, forty inchea in leogth hy six inches in diameter. Commercial Papers .- (Insurance Documents, Way Bills, etc.), 5 centa for first 10 oz. or less and 1 cent for esch additional 2 oz., limit of weight 4 lbs. 6 oza., and must not be closed againat inspection
Samples of Merchandise .- The rate ia the same se for printed matter, but the lowest charge ia 2 cents. Limit of weight, 12 ounces, limit of size 12 x 8 x 4 inches snd must not be closed against inspection
To Canada, the postage and limit of weight for letters and printed matter, ia the same as in the United States. On seeds, cuttings, bulbs, roots, acions, and all Parcel Post
matter limit of weight 4 lbs., 6 oz., the rate for each pound or fraction thereof is 12 cents. All matter must be fully prepaid, except letters, which must be prepaid at least 2 centa; and nothing may he sealed except s letter in its usual and ordinary form
To Cuba and Republic of Panama, mail matter of all cIssses is subject to domestic rates and conditions, except that no prepayment of postage is required on Lettera and Postal Cards, and that on other articles only part prepsy- ment is necessary. Limit of weight, 4 lbs., 6 oz., except for single volumes of printed books
To Mexico, first, second and third class postage and limit $f weight is the same as in the United States. PARCEL POST INFORMATION
Fourth Class Matter Embraces that known ss do- mestic parcel post mail, and includes merchandise, farm sod factory products, seeds, cuttings, bulbs, roots, scions, and plants, books (including catslogs), miscellaneous printed matter weighing more than four pounds, and all other mail- sble matter not embraced in the first, second and third classes
Rates of Postage To Be Fully Prepaid-Unsealed --- are as follows :- (a) Parcels weighing 4 ounces or less, ex- cept books, seeds, plants, etc., 1 cent for each ounce or fraction thereof, any distance. (b) Parcels weighing 8 ounces or less, containing booka, seeda, cuttings, bulbs, roots, scions, and plants, 1 cent for each 2 ounces or frac- tion thereof, regardless of distance. (c) Parcels weighing more than 8 ounces containing booka, seeds, plants, etc., parcels of miscellaneoua printed matter weighing more than 4 pounds, and all other parcels of fourth class matter weighing more than 4 ounces are chargeable, according to distance or zone, st the pound rates shown in the Parcel Post Table, s fraction of a pound being considered s full pound
Insurance on Parcels .- A mailable parcel on which the postage is fully prepaid may be insured against loas upon payment of s fee
Such mail may be insured st sny post office or station thereof, or by rural carriers. The sender must fill out so insurance tag, which will be furnished him on request, to be attached to the parcel

C. O. D. Service, Conditions and Fee-Parcels of fourth-class or parcel post matter may be aent "C. O. D." from one domestic money-order post office to another, not exceeding $50, made for fee of 10 cents, not exceeding $100, fee 25 centa, in addition to the postsge, both to he prepaid with stamps affixed, but not to the Philippine Islands nor to any foreign country. The amount to be remitted to the aender must not exceed $100. A "C. O. D." tag furnished by the postmaster must be filled in by the sender and st- tached to the parcel. The "C. O.
