DEPARTMENT OF AUSICULTURE- Has charge of executing agriculture policy of Commonwealth,promotee and encour- ages agriculture. dairying, floriculture and horticulture, and has an advisory board of practical agriculturists


DEPARTMENT OF BANKING AND INSURANCE-The office of bank commissioner, office of supervisora of loan agen- oies and office of insurance commissioner are hereby abol- ished. All the righta, powers, duties and obligations of said offices are hereby trapefered to and shall hereafter be exercised and performed by the Department of Banking and Insurance, which shall be the lawful successor of said offices. The department shall be organized in three di- visions-a division of banks and loan agencies, a division of insurance, and s division of saving banks life insurance. Each division shall be in charge of a commissioner who shall be known respectively 88 the commissioner of banks, the commissioner of insurance and the commissioner of savinge bank life insurance. The division of banks and loan agencies shall include the functions heretofore exer- cised by the bank commissioner and the supervisor of loan agencies: The division of insurance abell include the func- tions herctofore exercised by the insurance commissioner. The division of savings bank life insurance shall consist of the body corporate known as the General Insurance Guar- antee Fund, and the board of trustees of said corpora- tion eball continue to exercise its functions as heretofore, except as is otherwise hereinafter provided

Consolidates State forester, State Forestry Commission, Fish and Game Com- mission and Department of Animal Industry


DEPARTMENT OF CORPORATIONS AND TAXATION shsIl con- sist of the office of the tax commissioner and commissioner of corporations as row organized. The office of controller of county accounts is hereby abolished. All the righte, powers, duties, and obligations of said office and of the bureau of statistics, or of the director thereof, with re- lation to the compilation of municipal statistica, the audit- ing of municipal accounts, and the certification of the notes of towns and districta, are hereby transferred to and shall hereafter be exercised and performed by the said depart- ment

Will' also exercise functions in the matters of minimun wage, protection and safeguarding of laborers' lives in the opera- tion of machines, the enforcement of the laws governing the hours of labor and women and child labor, and has charge of all laws governing labor in general. DEPARTMENT OF PUBLIC UTILITIES-Members, with chairman, have supervision over public service corporations. including railroads, street railways, gas and electric light companies, telephone and telegraph companies, water com- panies, jitneys and all matters pertaining to public service. Consolidates Public Service and Gas and Electric Light Commissioners


DEPARTMENT OF PUBLIC WELFARE-Assumes duties of State Board of Charity and has general supervision of all matters pertaining to charity. Has charge of orphan obil- dren, delinquent children and indigent Stata charges; has general oversight of children needing special training and assists city and town boards of charity. Consolidates State Board of Charity, trustees of training schools, hospital school, State Infirmary, Homestead Commission, State Adult Poor and Child Guardianship
