WATER DIVISION.


On December 14, 1901, James W. Riley passed away after a brief illness. He had been identified with the water de- partment for fourteen years, serving as superintendent. For his faithful efforts and untiring energy the city is indebted. He was a faithful and conscientious public servant and his services will be missed.


The total collections for the year from all sources have been $51, 195.57, or $4,979.09 more than last year, and is the largest ever reported, while the net cost of maintenance has been only $6,606.33, or the smallest of any year since 1885.

Metropolitan District.


Chapter 488 of the Acts of 1895, creating the Metropoli- tan Water Board and District, provided. for the assessment upon the cities and towns of their proportional part of the cost, and also provided that only a certain amount ($300,000) should be assessed the first year (1898,) which amount should be annually increased $200,000.00 until such time as a sum sufficient to pay all the requirements of sinking-fund, interest and maintenance was raised.


Under the provisions of this act, Melrose was assessed in 1898, $3,332.94; in 1899, $4,921.63, and in 1900, $6,740.49. The Metropolitan Board, seeing that under this arrange- ment a deficiency occurred each year, to provide for which bonds had to be issued, and after conference with the cities and towns within the district, applied to the Legislature for an amendment of Section 19 of said chapter, so that all the expense of interest, sinking-fund requirements, expense of maintenance and operation could be assessed at the present time. In 1901 the Legislature passed an act, Chapter 489, which gave to the Metropolitan Board the authority asked for. This increased the amount of the assessment of Mel- rose from $6,740.49 to $12,546.32, which amount will proba- bly continue to increase slightly each year.


The present method of assessment is based on valuation and population (one third on valuation and two thirds on population) and there is no direct incentive for either the officials of the cities and towns in the districts, or the indi- vidual consumers, to economize. As a result of this condi- tion, the consumption of water has rapidly increased, as will be seen from the following table prepared by the Metropolitan Board.

That part of the assessment levied on population should be levied on relative consumption. There is now before the Legislature a bill to this effect, which, if passed, will be a direct incentive for the officers of each municipality to prevent, as far as possible, the excessive use or waste of water, and would no doubt lead to the adoption of meters.


Meters.


Persons paying a large water tax very generally request meters. The belief prevails that the mere adoption of meters would reduce the rates; if it did, it would also reduce the revenue which is not desirable at present, as many of the old cement pipes have got to be taken out, the cost of which should be paid from the receipts.


There are, as will be seen from the table published else- where, about 23 miles of cast iron mains and 24 miles of cement pipes. A great many of these cement pipes are old and worn out, are not strong enough to stand the increased

pressure, and further than this, are too small to supply the territory to which they lead and therefore should be taken out and replaced with cast iron pipes of a larger size. This can all be done within a few years from the receipts, pro- vided the additional cost for increasing their size is charged to construction and paid for by issuing bonds.


The adoption of meters would also increase the expense of maintenance, as a repair shop would have to be installed and a force of mechanics and inspectors kept continually at work. Meters are very apt to get out of order and unless frequently inspected and cleaned, do not register all the water passing through them. The accompanying cuts show the condition of two meters taken out the past season, They were entirely filled with rust and deposit and, although they still continued to register, did not register all the water passing through them.


Relaying Pipes.


In connection with this work it is desirable to revise and improve the distribution, which briefly described is to en- circle the center of the city, which is situated in a valley with a main pipe from which a more direct feed can be sup- plied to all the pipes running to the hills, thereby increas- ing the pressure in these localities.
