Mailable matter of the fourth class embraces labels, patterns, photographs, playing cards, visiting cards, address tags, paper sacks, wrapping paper and blotting pads with or without printed addresses thereon, ornamented paper, and allother matter of the same general charac- ter, the printing upon which is not designed to instruct, amuse, cultivate the mind or taste, or impart general information. This class also includes merchandise, and samples of merchandise, models, samples of ores, metals, minerals, seeds, &c., and any other matter not included in the first, second or third class, and which is not in its form or nature liable to destroy, deface or
