REPORT
OF THE

OF THE

1 894.

98
East School : Mrs. Alden and Mr. Mahoney.
Balch School : Mrs. Winslow and Mr. Mahoney.
West School : Mrs. Winslow and Mr. Lane.
Guild School : Mr. Lane and Mrs. Alden.
The year just closed has been marked by an event of the utmost importance to the patrons of our public schools, viz: - -- the introduction into the Everett building of an efficient system of warming and ventilating. For a generation or more the occu- pants of this building have at times suffered from lack of suffi- cient heat. With commendable forbearance teachers and pupils have endured this exposure, fortifying themselves as well as pos- sible by resorting to a variety of expedients to keep themselves warm. Onoccasions, by no means infrequent in the coldest weather. sessions have been cut short or dispensed with altogether. Ex- posure to drafts and uneven temperature has been a frequent and just cause of complaint.
All this has been completely changed. The requisite tem- perature can now be easily maintained in the coldest weather, and the ventilation is as nearly perfect as it can be made by modern appliances.
The work was begun at the close of the schools in June, under the supervision of Tyler Thayer, and it was so far com- pleted that the building was ready for occupancy at the opening of the fall term. The result of the tests made by Inspector Moore may be found annexed to the report of the special com- mittee.
At present we have ample accommodations for all children of the school age. All our school houses are in good repair. All are well equipped with necessary appliances.
We are assured by those who are in a position to make an intelligent comparison that our schools compare favorably with those of neighboring towns.
Public schools should be as good as it is possible to make
99
them, and it is the duty of the patriotic citizen to encourage every effort to elevate the standard of proficiency.
The report of the Superintendent shows the work that has been done during the year in the schools under his charge. The importance of professional supervision becomes more apparent as improved methods of teaching and an intelligent and uniform application of them begin to bear their fruits. The standards of attainment in our schools are gradually rising, and pupils who complete the prescribed course of study enter colleges where the requisites for admission are the most exacting. Our graduates are represented at Amherst, Dartmouth, Harvard and Wellesley. where they were entered without conditions and have uniformly maintained a creditable standing.
The High School course of study has been revised and is herewith presented. The college preparatory course has been changed to adapt it to the requirements for admission to the best New England colleges. and a four years' English course has been added.
The prevalence of scarlet fever and the consequent closing of the schools for a few weeks were the occasion for the adoption of additional regulations, designed to prevent the spread of con- tagions diseases. These regulations will be found in another part of this report.
Onr estimates for the ordinary running expenses of the pub- lic schools for the ensuing year are as follows :---
Teachers' salaries - $10,650 00
Ordinary incidentals - 2,500 00
School books - 1,000 00
Teaching of music 400 00
Evening schools 300 00
We have placed our estimates as low as is consistent with an efficient administration of this important department.
HORACE T. ATWOOD, Chairman, MARY J. ALDEN, Secretary.

101
The undersigned, a sub-committee, to which the School Committee has referred the matter of drafting proper regulations concerning contagious diseases, have prepared the following : -
" No pupil shall be admitted to any of the public schools without a certificate of a physician that such pupil has been vac- cinated. No child sick with the whooping cough. or chicken-pox shall be allowed to attend school. Nor shall any child be allowed to attend school while any member of the household to which such child belongs is sick with small-pox, diphtheria, scarlet fever or measles, or during a period of two weeks after the death recovery or removal of such sick person. such length of time - being certified to in writing to the teacher by a physician or by the Board of Health. Whenever, by reason of the structure of dwelling houses, families live in close contact with one another. so as to be practically as one family. the teachers shall regard such houses in which the families do not live apart. or are not removed from contagion. as one household, within the meaning of this regulation.
" When children are absent from school on account of sick- ness, and whenever a teacher has reason to suspect the existence of contagious diseases in any household. she shall be authorized to exclude pupils from school until the cases can be properly investigated.
"Pupils shall not be sent during school hours to the houses of absent pupils to ascertain the reasons for such absence.
" The teacher of any school. upon the receipt of information that any pupil attending a school under her charge has visited a household where, at the time of such visit, small-pox, diphtheria. scarlet fever. or measles existed. shall suspend such pupil from school for a period of two weeks next following such visit.
"School books which have been in any household while any member thereof was sick with small-pox. diphtheria. scarlet fever or measles. shall be thoroughly disinfected by fumigation to the satisfaction of some physician or the Board of Health. before being brought into any school-house.
101
"The School Committee also recommends that iu a fatal case of any contagious disease the funeral be private and as soon as possible. Also that children from a household where a con- tagious disease has existed be required to abstain from attend- ance at Sunday School, church, the Post Office, and any other public gathering, as well as from school."
Respectfully submitted. CLARKE S. GOULD. M. D., JOHN C. LANE.
