REMARKS.
The Selectmen herewith present their annual report of the expenditures of the town, for which orders have been drawn on the Town Treasurer. for the year ending January 31, ISSS.
We will first call your attention to the financial condition of the town, as shown by the report of the Treasurer. Amount in treasury January 31, 1888, $8, 152.05. This large amount we account for in this manner : The amount in the treasury the first of the year, was $3,122 26

And unexpended appropriations of last year.
We would recommend that part of this sum be appropriated to meet expenses for the ensuing year. The amount raised by tax was only the sum ordered for assessment by the Town Clerk. The voters at the annual meeting must bear in mind that they are responsible for high taxes, and not the Board of Assessors. With the cash in the treasury and reasonable appropriations, the tax rate should be considerably lower in ISSS.

Highways, Sidewalks, Etc.
The Streets are in a better con lition than last year, but it will be several years before they will be in as good shape as they were before the water and gas works were put in. We think that the town can afford to build a certain amount of new streets cach year, as in this way land is opened for new buildings, and the town is soon repaid in the increased valuation. We recommend that the town vote to lay concrete sidewalks in the most thickly settled portions where the abutters will agree to pay one-half the cost.
Fire Department.
At the last annual meeting it was voted to build a Hook and Ladder and Hose House, and the sum of $3.500 was appro- priated for that purpose. The Committee chosen to buy land and build the house, decided that the lot next to the lockup on Market street was the most suitable that could be procured ; therefore it was secured, plans drawn, and the contract for the building awarded to the firm of Walker & Goodwin, who have finished the building, and the total cost of land and building exceeded the appropriation only $58.
The fire department is to be congratulated that it now has such excellent quarters, and the town also, that it has so fine a building at such a small expense.
We have have had very little damage by fire the past year, and the Board of Engineers reports the property in in charge in good order,

Water Works.
At the meeting held June 23d. it was votel that the Select- men be a committee to make rules and regulations for the com- pensation of the Board of Water Commissioners, and to fix the bonds of the Treasurer, and that report will be found on another page. We have asked the Water Commissioners of the year 1886 to make a report in detail for that year, but have not received one, so have referred the matter to the Auditors, who will submit such a report. We would here suggest that in the matter of fixing the salaries of any of the Town Officers, it would be as well for all concerned that some one other than this Board be chosen in the future, as will be seen by the report of the Treasurer of the Sinking Fund. The amount on hand will with the appropriation of 1888 and is89, be sufficient to retire the first lot of water bonds at maturity.
Prosecuting the Illegal Sales of Liquor.
We believe that under the appropriation of last year, the sum that has been used has served a good purpose. One par; has paid a fine of about $90.00, and has given a bond not to engage in the business again. One has served a term in the House of Correction, and one more should have paid a fine before she left town. We have asked for the same appropriation for the ensuing year.
We have paid all claims against the towi up to January 31. ISSS. The taxes are all collected and paid over to the Treasurer

We have in our town good churches and schools, and also excellent water works and a good supply of water for fire and domestic use.
To get new business and more people here, there is one thing that we must have, and that is a lower rate of tax. Make a note of this fact to use on March 5, 1888.

REPORT OF A COMMITTEE.
NORWOOD, NOV. IO, ISS7.
Your Committee, why were chosen at a town meeting held June 23, 1887, under Article IX, to make rules and regulations for the compensation of the Board of Water Com- missioners an l to fix the bonds of their Treasurer, have attended to that duty, and submit the following report :-
The Committee have conferred with the Water Commis- sioners in regard to the subject matter, and found: First, that they had not chosen a Treasurer of the Board of the Sinking Fund : and second, that they were opposed to giving bonds. It was then decided to offer several recommendations, which we herewith submit-
FIRST. That the Water Commissioners appoint a Superin- tendent, who shall have charge of the Waterworks.
SECOND. That they appoint a Water Registrar or Col- lector (who may be the Superintendent) to collect all bills and water-rates. and pay the same to the Town Treasurer.
THIRD. That the Water Registrar give to the Selectmen a satisfactory bond.
FOURTHI. That the Water Commissioners appoint annually the Town Treasurer as treasurer of the Water Board, and he shall receive all moneys from the Registrar, and pay all orders drawn on him by the Water Commissioners.
FIFTH. That the Water Commissioners. as Trustees of the Sinking Fund, shall annually appoint some person to be Treas- urer of the Sinking Fund, and that the Treasurer so appointed shall give bonds satisfactory to the Selectmen.

SIXTII. That the Water Commissioners shall make annually a report in detail of the receipts and expenditures, similar to that submitted by the Selectmen, the same to be printed with the town report.
SEVENTH. That the salary of the Water Commissioners be sixty dollars each.
EIGHTH. That the salary of the Treasurer of the Water Board, if Treasurer of the Sinking Fund, be sixty dollars.
NINTH. That no new street mains or extensions be laid, unless an appropriation for that purpose has been votel by the town.
Your Committee have carefully examined the rules and regulations as adopted by several towns in this vicinity, and believe that they should be adopted.

REPORT OF THE ENGINEERS OF THE FIRE DEPARTMENT.
TO THE HONORABLE BOARD OF SELECTMEN OF THE TOWN OF NORWOOD -
Gentlemen :- During the year ending Jan. 31, 188S, the Department has been called out twice, as follows :
June 15, Still alarm, Italian shanty, great loss of life ; no insurance.
June 29. Fire at G. H. Morrill's ink - works ; cause, boiling over of oil-kettle. Loss, $1,000 00 ; no insurance.
July 4. To the house of Edward Fahy ; cause, spark from chimney. Loss, $5.00 ; insured.
. The Reservoirs.
The reservoirs are in condition to be used if necessary. The hydrants have been painted and carefully looked after during the year, and when any have been found frozen have been thawed out so as to be available in case of fire. In regard to
Hydrants
situated in low land, we recommend that they be dug up and filled with stones at the bottom, by so doing there would be less danger of freezing. We also recommend that all hydrants set in the future have two leading hose outlets and one suction hose outlet.
Host.
The Hose Department has 2. S55 feet of good, reliable hose, and 500 feet of unreliable.
Hook and Ladder Truck.
The Ilook-and-Ladder Truck is in first-class condition.

Hose Carriages and Engines.
Hose Carriage No. 1 is in need of some repairs. Hose Carriage No. 2 is in first-class condition.
The Engines are in good , serviceable condition, and are kept in readiness for all fires.
Remarks.
The year has passed with a small number of fires, and the Department is in good condition. The apparatus was moved into the new hose house Dec. 12th. The members of the Department will take more interest than before as they have more conveniences. We would recommend the sum of $250 00 be raised and appropriated for the purpose of building a hose- wagon to carry a surplus amount of hose, as it is necessary to have more than can be carried on the hose-carriage. We have borrowed a wagon for the past two years, and, as it is not suitable for our purpose, we would advise building one as the more economical way.
We would recommend that the sum of $1,500 be raised and appropriated for the Fire Department for the coming year.
