Article 15. Voted to elect a board of three Park Com- missioners, one for a term of one year, one for two years and one for three years; that each year beginning with 1922 one member be elected for a term of three years and to be elected on the official ballot if found possible under the law so to do.


The following were elected as Park Commissioners :


Robert S. Stearns for one year


Warren D. Valentine for two years John B. Wight for three years


Article 16. Voted to give the Park Commissioners the authority to exercise the powers and rights of the town as to public playgrounds.


Article 17. Voted that the Town gratefully accept as a gift from Mr. Edwin Farnham Greene and Mr. and Mrs. Ed- mund H. Sears the land described in the deed referred to in Article 17 except such portion as has been or is about to be conveyed to Mr. John B. Wight upon the trusts set forth in the Declaration of Trust referred to in said article and that the Selectmen be and they are hereby authorized to accept deeds thereof in such form as to the Selectmen seem proper.


Voted unanimously.


Voted that the town gratefully accept as a gift from Mr. John B. Wight the portion of the Real Estate described in Art. 17 which is offered by Mr. Wight as set forth in the proposed deed submitted to this meeting and that the Selectmen be and they are hereby authorized to accept said deed with the re- strictions and conditions as to them seem proper.


Voted unanimously.


A rising vote of thanks was given to Mr. Edwin Farnham Greene. Mr. and Mrs. Edmund H. Sears and Mr. John B. Wight for their extreme generosity.

To either of the Constables of the Town of Wayland in said County :


Greeting :


In the name of the Commonwealth you are required to notify and warn the inhabitants of said town qualified to vote in town affairs to meet at the Town Hall on Wednesday, the 29th day of June, 1921 at 2.45 P. M. then and there to act on the following articles :


Article 1. To hear any reports of committees, boards, agents or officials and act thereon.


Article 2. To see what action the town will take in re- gard to extending the street lights from the Cutting Estate to the Sudbury line on Sudbury Road, or do or act.


Article 3. To see if the town will vote to authorize the Treasurer. with the approval of the Selectmen, to borrow the sum of $5,000.00 in anticipation of a re-imbursement from the State and County on account of oiling and patching on Cochituate, Concord and Sudbury Roads and Pond Street, Cochituate, or do or act.


Article 4. To see if the town will vote to appropriate and raise $950.00 for the purpose of purchasing a Gravel Loading Machine, or do or act.


Article 5. To see if the town will accept the following bequest : $100.00 received from Paul T. Draper and Mrs. Em- ma D. Wellington, executors under the will of Alden D. Well- ington, to be known as the "Alden D. Wellington Fund," in- come from which to be used for the perpetual care of the Al- den D. Wellington Lot No. 195 in the North Cemetery:

lights on Rice Road between the residence of Alexander Sauer and Old Connecticut Path, or do or act.


Article 7. To see if the town will appropriate and assess a sum of money to print the Assessors' Valuation List for 1921.


Article 8. To see what action the town will take regard- ing a sidewalk along the State Road.


Article 9. To see what action the town will take in pay- ing Frank C. Moore for six months' service for taking care of Engine Room in Wayland, or do or act.


Article 10. To see if the town will appropriate and assess $1000.00 for that part of Glezen Road from the corner ofa Hazel Brook Lane to the Weston Line, or do or act.


Article 11. To see if the town will appropriate and assess a sum not exceeding $1,500.00 for painting the school- houses in Wayland and Cochituate and for installing electric lights in the High School Building.


And you are required to serve this warrant by posting copies thereof attested by you at the Town Hall, at each post office in town and at the Engine House in Cochituate seven days at least before the date of said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk on or before date of said meeting.

Pursuant to the foregoing warrant, the inhabitants of the town of Wayland met and did the following business :


Article 1. No action.


Article 2. Voted to refer matter to the Selectmen with power to install not more than 10 lights.

proval of the Selectmen be and hereby is authorized to borrow the sum of $5000.00 in anticipation of a reimbursement from the State and County on account of oiling and patchis on Cochituate, Concord and Sudbury Roads and Pond Street, Cochituate. Vote: Yes 46, No 0.


Article 4. Voted to appropriate and assess $950.00 for the purpose of purchasing a Gravel Loading Machine and that the Selectmen be the committee to purchase same.


Article 5. Voted to accept bequest.


Article 6. Voted to refer matter to the Selectmen with power to install not more than 5 lights.


Article 7. Voted that the Assessors be authorized to print the Valuation as made up this year and to appro- priate and assess $500.00 for said purpose.


Article 8. Voted to refer the matter to a committee consisting of the Selectmen, Park Commissioners and Edmund H. Sears with power to confer with State Highway Officials and to bring in proposals, estimates of cost etc. at a future town meeting.


Article 9. Voted to refer the matter to the Selectmen and Fire Engineers with power to settle the matter at their discretion and any money they may find payable to be taken from the Fire Department account.

Parmenter, late of Wayland, of Ten Thousand Dollars ($10,000) to be held in trust to keep the principal well invested and to expend only the income for the purchase of books, pamphlets, papers, maps, plans and other educaitonal matter for the public library of said Town, or do or act.


Article 3. To see if the Town will accept the gift under the will of Jonathan M. Parmenter, late of Wayland, of Five Thousand Dollars ($5,000.00) to be held in trust to keep the principal well invested and to spend the income (or as much as may be necessary) first in keeping in good condition the fam- ily lot in which his parents and other members of the family are buried, and second in caring for the north and center cem- eteries in said Town, or do or act.


Article 4. To see if the Town will accept the bequest under the will of Jonathan M. Parmenter, late of Wayland, for the purpose of establishing a system of water supply for a certain portion of the Town as set forth in Item 17 of said


will and Item 2 of a fourth codicil of said will, or otherwise do or act.


Article 5. To see if the Town will accept the gift of Mr. Dwight Heard of a lot of land on the State Road having a frontage of about 180 feet State Road East, or do or act.


Article 6. To see if the Town will vote to employ a District Nurse and to appropriate and raise a sum of money for said purpose, or do or act.


Article 7. To see if the Town will vote to appropriate and raise a sum of money to install four electric lights on Moore Road leading from Trainfield Road, or do or act.


Article 8. To see if the Town will vote to appropriate and raise the sum of $500.00 for the purpose of further im- proving the town playgrounds, or do or act.


Article 9. To see if the Town will authorize and under- take the improvement of the drainage of land between Bow Road, Concord Road and Old Sudbury Road and of the Brook leading therefrom, or do or act.


And you are required to serve this warrant by posting copies thereof attested by you at the Town Hall, at each Post Office in town and at the Engine House in Cochituate seven days at least before the date of said meeting.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the date and time of said meeting.

Voted to gratefully accept the gift of Mr. Dwight Heard of a lot of land on the State Road having a frontage of about 180 feet State Road East. that a committee of three to be appointedby the Chair be authorized and instructed to con- sider the question of erecting a tablet or other suitable momo- rial in recognition of Jonathan M. Parmenter's gift to the town.


The Chair appointed the School Committee as such com- mittee, Voted that the Clerk thank Mr. Heard for the gift.


6. Voted that $125.00 be taken from the Revenue Ac- count and placed at the disposal of the Selectmen to be used to pay a District Nurse from Dec. 1. 1921 to Jan. 1, 1922.


". Voted that the sum of $60.00 be appropriated from the Revenue Account to install four electric lights on Moore Road leading from Training. Field Road.


8. Voted that $500.00 be appropriated from the Revenue Account for the purpose of further improving the Town Pia"- grounds.

SELECTMEN'S REPORT


APPOINTMENTS


The regular appointments have been made as required by law. They appear in the list of Town Officers and Commit- tees.


ROAD OILING


The past year $12,056.00 has been expended for oiling and patching. $5000. of which was allotted us by the State and County.


This money was expended on Concord Road, Sudbury Road, Pelham Island Road, Plain Road, a part of Connecticut Path, Cochituate Road, Pond Street, Plain Street, Pemberton Road, Harrison Street, Shawmut Avenue.


This oil was laid under the direction of the State Engi- neer.


MAIN STREET, COCHITUATE


Work was started very late in the fall, through the fact that the State Engineers deemed it necessary from time to time to make material changes in the specifications before going ahead with the work.


The sub-grade was prepared under the direction of the. Highway Surveyor, and the contract for surfacing was let to the Framingham Construction Co., the only bidder.


The Selectmen and State Engineers thought it advisable while rebuilding Main Street to include the square in front of Knights of Labor Hall. The State and County have agreed to let any balance remaining from the Main Street appropria- tion apply on this work.


STREET LIGHTS


The Edison Company have been instructed to install street lights as voted by the Town on Rice Road and Moore Road.

Installation, however, has been delayed on account of the recent storm.


It was deemed inexpedient to order installation of lights on Sudbury Road at this time.


The Selectmen again wish to thank the town officers and citizens for their co-operation during the past year.

We recommend that the unexpended balance of Play- ground (Griffin Field) account be transferred to Park Com- missioners account. $21.39


We recommend that all other balances not mentioned above be returned to the Revenue account with the exception of Town House repairs, Cemetery Fence, Cemetery and Water Department accounts which balances shall remain.


We recommend that the Auditor's salary be increased to $150. ( One Hundred and Fifty per annum.)


We recommend that the money received from Dog Li- cences be appropriated one half to the Schools (Education) and one half to the Library.


We recommend that the Highway Department keep a separate account of each appropriation as specified.
