REPORT OF THE ASSESSORS
The assessors have made this year a general revaluation of the whole town. This had not been done for some years, and although individual readjustments have been made from time to time, some properties had increased in value while others had depreciated and a complete revaluation was needed.
The law requires the assessors under oath to assess at "the full and fair cash value." It is needless to say that the law has been interpreted with latitude in practically every town. We believe that if actual values are used it is easier to get the assessments in fair proportion, one to another, and easier for taxpayers to check up the fairness of their taxes. We have heard many objections on the ground that our State and county taxes will be increased out of proportion to other towns. We went into this question with a good deal of care. The apportionment of the income tax from the State to the towns is now made first to reimburse the towns for the loss of taxes on intan- gible property, and second, a general distribution of the balance in proportion to the State tax. Each year the former of these distributions decreases by law ten per cent so that the latter part increases, until in 1928 the income tax will be distributed wholly in proportion to the assessment of the State tax. For the present year the income tax money received from the State is $13,310.58, and the whole State and county taxes (omitting highway and moth taxes of $958.93 which are differently apportioned) amount to $11,062.03. In our opinion we stand to lose little or nothing on this score at present with the probability of a yearly increasing advantage in favor of full valuation.
It is hard for each taxpayer to get reconciled to an increase in his valua- tion, but if we have succeeded in getting reasonably close to actual values, each will pay substantially his fair share.
We are sometimes told that we discourage the man who improves his property if we increase his valuation. It is no part of our duty to determine which are the good citizens and the bad, and reward or penalize in proportion to their deserts. We are to determine the value of property as it stands, which is a sufficiently difficult job. The town does not undertake to pay its citizens to keep up or improve their property, and if we fail to tax values as we find them we are giving away money that comes out of the pockets of the taxpayers who are fully assessed.
Many feel that we should discriminate in favor of old soldiers, widows and so on. We have definite instructions on these matters which we are expected to follow. For example, the people have instructed us by law to exempt a certain amount of property of Civil War veterans under certain
conditions. If we in addition undervalue their property, we are giving them money which belongs not to us but to the taxpayers. If they, through their representatives, change the law to increase the exemptions we will gladly do so, but it is for them to decide, not for us.
A good deal of misunderstanding arises from comparing the assessments in detail. It should be born in mind that what really counts is the total valuation of each parcel, land and buildings combined. For statistical pur- poses we are required to separate the total into value of land and of each building. This we do as well as we can, but it is a practical impossibility to have each building compare exactly with others. The same building might be worth more or less, according to its location. A barn once useful may be of little value to a place where horses are no longer used or likely to be. A large house in certain locations may be worth less than a smaller one would be. Also it is often misleading to compare land at the price per acre. One parcel may contain a house-lot of high value, tillable land, and worthless swamp. Our total represents a consideration of all factors known to us.
In the printed list a star indicates that the tax is not computed on the valuation shown because of legal exemption. To save space and expense the poll taxes are omitted. C. P. stands for Cochituate Park; W. P. for Woodland Park.
