Mr. Frank Kilburn, Sylvan Way, was reappointed as Town Counsel.


The year 1956 brought more growing pains to the Town of Wayland and 1956 saw the beginning of a permanent Fire Department for Way- land. At the March meeting, four permanent firefighters were voted, two to be located in the Wayland station and two in the Cochituate station.


The Board of Selectmen appointed the following as the four perma- nent firefighters :


Wayland Station : Clifford Wedlock, Concord Road Charles Campbell, Pelham Island Road


Cochituate Station : Richard Gladu, South Street Philip Gladu, Main Street


Our annual meeting in March also resulted in the addition of three patrolmen, bringing the Police Department to a complement of five patrolmen and a chief. The three new patrolmen appointed by the Board of Selectmen are as follows:


Frederick Perry, Pleasant Street Richard Groton, 17 Winter Street Maunsel B. Babin, 6 Happy Hollow Road


At the time of writing this report all five patrolmen have completed the course of the Massachusetts Police School.


Various other appointments were made as required by statute and Town By-Laws. The list of same appear in the roster of Town Officers and Committees.


Mr. Linnehan was appointed by the Board to serve as the Select- men's representative on the School Site Committee and the Committee to study Town Government.


Mr. McEnroy was appointed by the Board to replace Mr. Leavitt as the Selectmen's representative on the Town Office, Fire and Police Building Committee. Mr. McEnroy also served as the Selectmen's rep- resentative on the Drainage Committee.


In March, shortly after election, the Town lost by death, the services of T. H. Harrington as Tax Collector. Mr. Harrington had served the

Town faithfully in this capacity for many years. After much thought and deliberation Mr. Walter Cheslak, 10 Doran Road, Cochituate, Mass. was appointed to serve as Tax Collector until the election in March 1957.


The Allen Fund Trustees with the Board of Welfare met with the Board of Selectmen and distributed the income from various Charity Funds as held by the Town.


Condemnation meetings were held at the request of the Board of Health, regarding various pieces of property, and it was decided to acquire same in an attempt to clear up certain sections of town.


One betterment was approved in 1956 to be constructed in 1957, namely Winthrop Road, and a small portion of Winthrop Terrace.


During 1956 through the efforts of James DiNormandie, our Rep- resentative, the Wayland Historical Society and others, a bill was passed in the Legislature for the State to construct a new bridge and road at Stonebridge, and restore for historical purposes, the old Stonebridge which was partially destroyed in the last flood.


The Board met with members of the Army Engineers and discussed a proposed Government Housing Project on Oxbow Road, adjacent to the Niki site. No decision has been reached to date.


The polling place for Precinct 2 was moved from Legion Hall to the Cochituate Grammar School. This change was necessary because of the increased number of voters requiring more space.


The Jury List, as appointed, appears under a separate heading in the Town Report. The following jurors were drawn :

All bills were approved and projects discussed at regular meetings.


Many special meetings were held at the request of various citizens of the Town. At these meetings it is our hope that the Board equitably settled each problem.


Due to the excessive snow fall in December, the Board of Selectmen declared an emergency in the amount of $5,000.00 to take care of the cost of Snow Removal beyond our voted budget.


All money collected for licenses has been turned over to the Treasurer.


The Board of Selectmen wish to thank the various Boards and Committees, and all Town Employees, for their cooperation during the year 1956.


In closing, the Board wishes to say that the advice and guidance of John W. Leavitt, who retired from the Board last March, after serving the Town of Wayland for many years as one of its Selectmen, has been missed.

By special permission of the Moderator, Mr. Nicholas Engelhardt, of the firm hired by the Town to make a survey of our school needs, gave his opinion in regard to the desirability of centralized vs. decentralized school building plans. This opinion was given as that of a visiting expert.


Mr. Frederick G. Perry, Jr., reported for the Planning Board in favor of recommending this lot for school purposes.

Both of said parcels are shown on a subdivision plan filed in Book 3, Page 361, with Certificate of Title No. 320 of the Middlesex South Registry District of the Land Court.


Excepting and excluding from the above described parcels the rights, and easements taken by the Metropolitan Water and Sewerage Board on August 29, 1901, as described in Document No. 613. Also the rights and easements taken by the Metropolitan Water and Sewerage Board on September 11, 1902, as described in Document No. 1006.


Also excepting and excluding the portions of said lots taken by the County Commissioners for highway purposes on September 24, 1946, as described in Document No. 207695.


Also excepting and excluding the parcel conveyed to the Town of Wayland by Document No. 219951, being Lot G on Plan filed in Book 426, Page 517.


Also excepting and excluding so much of said Lot E as lies to the Southeast of said taking by the County Commissioners for highway purposes on September 24, 1946.


To raise and appropriate a sum of money therefor, from available funds in the Treasury, by taxation, and/or by borrowing, or take any action relative thereto.


Upon motion of Mr. Thomas F. Linnehan, duly seconded, it was:


Voted: That the Town authorize the Board of Selectmen to pur- chase, take by eminent domain or otherwise acquire for the Town for school purposes all or any part of the parcel of land situated in Wayland, bounded and described as follows:
