That the appropriation for "Water Main Extension - Existing Town Roads" of $7,000 be expended by the Water Department for the installation of water mains of not less than 6 inches in diameter in such existing town roads as, from time to time, may be recommended by the Water Board and approved by a majority of the Selectmen and a majority of the Finance Committee, on the condition that the same formula for the expenditure be used as was previously used for the funds voted April 28, 1948, November 30, 1949 and March 7, 1951;

Article 5: To see if the Town will vote to fix the salary and com- pensation of all elective officers of the Town, as provided by Section 108, Chapter 41, General Laws, as amended, and set the effective date of such salary and compensation.
Upon motion of Mr. George V. Deverell, duly seconded, it was:
Voted: That the Town fix the salary and compensation of all elective officers, as provided in the budget, as voted under Article 4, the effective date of such salary and compensation to be from January 1, 1956, and that, with respect to the salary of the Collector, the amount paid by the Town from the budget appropriation be the difference between the retirement pay and the salary scheduled.
Article 6. To see if the Town will vote to authorize the Board of Selectmen: (1) to sell, or otherwise dispose of the present 1955 Chevrolet Police car in connection with the purchase of a new car; (2) to sell, or otherwise dispose of the Water Department's present 1955 Chevrolet pick-up truck and the 1955 34-ton pick-up truck in connection with the purchase of two new trucks; (3) to sell, or otherwise dispose of the Highway Department's present 1950 Ford 2-ton truck, the 1955 Chevrolet 1/2-ton pick-up truck and the 1947 FarmAll tractor; (4) to sell, or other- wise dispose of the Welfare Department's present 1954 Ford, the funds for the Police car, the Highway Departments trucks and the Welfare Department car being provided for in the budget of the respective departments and the funds for the Water Department Trucks being provided for in Article 8, or do or act.
Upon motion of Mr. Lewis W. Avard, duly seconded, it was:
Voted unanimously: That the Town authorize the Board of Select- men to sell or otherwise dispose of:
(1) the present 1955 Chevrolet Police car, in connection with the purchase of a new car;
(2) the Water Department's present 1955 Chevrolet pick-up truck and the 1955 34-ton pick-up truck in connection with the pur- chase of two new trucks;
(3) the Highway Department's present 1950 Ford 2-ton truck, the 1955 Chevrolet 1/2-ton pick-up truck and the 1947 FarmAll tractor;

Article 7. To see if the Town will authorize the Treasurer, with the approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than a year, in accordance with Section 17, Chapter 44, General Laws.
Upon motion of Mrs. Georgia V. Alstad, duly seconded, it was:

Article 9. To see if the Town will vote to appropriate and assess a sum of money for the reconstruction and improvement of Chapter 90 roads, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, the work to be done under the supervision of the Road Commissioners, or take any action in relation thereto.
Upon motion of Mr. Deverell, duly seconded, it was:
Voted unanimously: That the Town appropriate and assess the sum of $6,000 for the reconstruction and improvement of Old Sudbury Road, said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, on the condition that only so much of the Town money shall be used as is matched with an even amount by the County and a double amount by the State, the work to be done under the supervision of the Road Com- missioners, and that the Selectmen be authorized to petition the County Commissioners for the laying out of a new location of Route 30 from the Natick line to the junction of Rice Road and Oak Street over land now or formerly of Alexander and W. A. Holmes and H. L. Smith.
Article 10. To see if the Town will vote to appropriate and assess a sum of money to be used in conjunction with funds supplied by the Toll Road Authority for the reconstruction and relaying of the main drain under Commonwealth Road West, or take any action in relation thereto.
Upon motion of Mr. Roger P. Stokey, duly seconded, it was:
Voted unanimously: That the Town appropriate and assess the sum of $8,000 to be used in conjunction with funds supplied by the Toll Road Authority for the reconstruction and relaying of the main drain under Commonwealth Road West, the expenditure to be made under the supervision of the Road Commissioners.
Article 11. To see if the Town will vote to accept various con- veyances, gifts, and devises to the Town, or take any other action relative thereto.
Upon motion of Mr. Frank W. Kilburn, duly seconded, it was:
Voted unanimously: That the Town accept, with thanks, the gift of $1,900 from John C. Paige & Co. for the support of the Library.
Article 12. To see if the Town will vote to sell, or otherwise dis- pose of the following properties on Hawthorne Road:
(1) The portions of Lots 28 and 29 purchased by the Town from Gertrude M. Connors;
(2) Lot 59

said lots being shown on a plan recorded in the Middlesex South District Registry of Deeds, Book 268, Plan 17.
Upon motion of Mr. Kilburn, duly seconded, it was:
Voted unanimously: That the Selectmen, with the concurrence of the Town Counsel be authorized to sell the following parcels of land on Hawthorne Road:
(1) The portions of Lots 28 and 29 purchased by the Town from Gertrude M. Connors;
(2) Lot 59

Article 13. To see if the Town will vote to amend the Town By- Laws by striking out Section 2 of Article 3, and in place thereof sub- stituting the following:

The Board of Selectmen shall cause an adequate supply of the full Town Report to be available in the Town Offices at Wayland Center, and in the Library in Cochituate, from which to furnish a copy to any interested person; and they shall cause to be sent to every registered voter at his registered address, a copy of the Warrant and Finance Com- mittee's Report with Recommendations, to be mailed not later than seven days before the date of the Town Meeting, or take any action relative thereto.
The Report of the Town Report Study Committee, appointed in accordance with Article 26 of the Warrant for the Annual Town Meeting of March 1955, was read by Miss Jean Caul, including recom- mendations of said Committee.
Upon motion of Miss Caul, duly seconded, it was:
Voted: That the Town By-Laws be amended by striking out Sec- tion 2 of Article 3, and in place thereof, substituting the following:

The full report of the individual board, committee or officer shall be available to any citizen for inspection in the Town Offices, or take any other action relative thereto.
Motion of Miss Jean F. Caul, duly seconded:

During discussion under this Article, and before vote on same was taken, a recess was called, of the Annual Town Meeting, to call to order the Special Town Meeting called for 9:30 P. M. of March 7, 1956.

Mr. David A. Trageser offered an amendment to Miss Caul's motion. the amendment being duly seconded:
That a full copy of each Department and Committee's Report shall be available for distribution in the Town Hall.
Mrs. Dorothea W. Cheney made another motion, duly seconded, to amend Miss Caul's motion : by deleting the phrase: "excluding excessive detail."
The motion of Miss Caul and the proposed amendments thereto. having been withdrawn, with consent of the respective seconds, a sub- stitute motion was offered by Mr. Archibald Cox, and duly seconded, as follows:
Voted unanimously: That the Town amend its By-Laws by strik- ing out Section 1 of Article 5 and substituting the following:

Article 16. To see if the Town will raise and appropriate a sum of money for the purchase of an additional police car for the use of the Police Department, or take any action relative thereto.
Article 17. To see if the Town will raise and appropriate a sum of money for the purchase of radio equipment to be used in the addi- tional police car by the Police Department, or take any action relative thereto.
Upon motion of Mr. Morgan, duly seconded, it was:
Voted: To pass over Articles 15, 16 and 17.
Article 18. To see if the Town will authorize the Selectmen to make an immediate survey as to the feasibility and the cost of raising the level of Pelham Island Road from the Wayland Motors property to the Boston Edison Company pole #22/25 situated just below the Crossley Estate, or take any action relative thereto.
Upon motion of Mrs. Alstad, duly seconded, it was:
Moved: That a committee of seven, consisting of: One Road Com- missioner, one member of the Planning Board, one member of the Water Board and one member of the Finance Committee, each designated by the respective committees or boards and three members-at-large chosen by those so designated, be appointed to make a survey as to the feasibility and cost of raising the level of Pelham Island Road from the Wayland Motors property to the Boston Edison Company pole #22/25 situated just below the Crossley Estate, and that said committee be instructed to report at the next Annual Town Meeting.
Amendment to this motion, by Mrs. Marie L. Cutler, duly seconded:
That, in the event of a future flood, the Town provide some means of fire protection for Pelham Island and have a motor boat manned twenty-four hours daily for the use of Pelham Island residents.
Voted: In favor of Mrs. Cutler's amendment.
Voted: In favor of the main motion of Mrs. Alstad, subject to Mrs. Cutler's amendment.
Article 19. To see if the Town will vote to authorize the purchase or any, or all of the following parcels of land:

(1) Land located on Sycamore Road and Lake Shore Drive now or formerly of Marble L. and Amiceto G. Manini, being Lot 128 Castle Gate North;
2) Land now or formerly of Alice Rupp, being Lot 88 Castle Gate North;
(3) Land now or formerly of Henry H. Stearns, being Lot 90 Castle Gate North;
(4) Land now or formerly of John J. Dooley, being Lot 89 Castle Gate North;
and to raise and appropriate a sum of money therefor, or take any action relative thereto.
Upon motion of Mr. Kilburn, duly seconded, it was:
Voted unanimously: That the Town authorize the Selectmen, with the concurrence of the Town Counsel, to purchase for general municipal purposes any, or all, of the following parcels of land and that there be appropriated for such purchase the sum of $3,500:
(1) Land now or formerly of Alice Rupp, being Lot 88 Castle Gate North;
(2) Land now or formerly of Henry H. Stearns, being Lot 90 Castle Gate North;
(3) Land now or formerly of John J. Dooley, being Lot 89 Castle Gate North.
Article 20. To see if the Town will vote to appropriate and assess a sum of money to be used in conjunction with funds previously voted, for the construction as public ways, the roads known as (a) Springhill Road, (b) Lee Road, (c) Wheelock Road from Lee Road for a distance of about 873 feet, (d) Glover Road, or a portion or portions thereof, as laid out by the Board of Selectmen and as shown on plans on file with the Town Clerk, and authorize that the funds be expended for the con- struction of such ways and for other costs in connection therewith, under the supervision of the Selectmen, with betterments to be assessed under Chapter 80 of the General Laws, or take any other action relative thereto.
Upon motion of Mr. Magoun, duly seconded, it was:
Voted unanimously: That the Town appropriate and assess the sum of $12,600 to be used in conjunction with funds previously voted for the construction as public ways, the roads known as (a) Springhill Road, (b) Lee Road, (c) Wheelock Road from Lee Road for a distance of about 873 feet, (d) Glover Road, as laid out by the Board of Selectmen and as shown on plans on file with the Town Clerk, the work to be done under the supervision of the Selectmen, with betterments to be assessed under Chapter 80 of the General Laws.

To see if the Town will vote to accept as a public Town way, and to construct the road known as "Leary Street," or a portion or portions thereof, as laid out by the Board of Selectmen and as shown on plans on file with the Town Clerk; to authorize the Board of Selectmen to acquire the necessary land (including easements for drainage) by purchase, gift, eminent domain or otherwise; to appro-
