REPORT OF THE BOARD OF ASSESSORS For the Year 1954


We deeply regret the death of the Chairman of the Board, Charles W. Mathews, on July 15, 1954.


Mr. Mathews was a lifelong resident of the Town. He was first elected as Assessor in 1940 and as Chairman of the Board in 1947. His invaluable knowledge of the Town and of the Board have been greatly missed. William S. Lewis was appointed to fill the vacancy caused by the death of Mr. Mathews. The Board was then reorganized, with Mr. George C. Lewis as Chairman.


The work of the board was substantially greater in 1954 than in any previous year. This resulted from three circumstances :-


1. The rapid growth of Wayland has added to the number of lots and buildings to be assessed.


2. The number of transfers on existing properties has continued to increase.


3. The general level of Real Estate values has continued to rise, requiring revaluation of many properties to keep in line with the "fair market value" on which the statutes say any assess- ments must be based.


The Permanent Card System instituted by the Assessors in 1951 is now substantially completed, with a separate card for each property in the Town, giving such information as size, age of buildings, number of rooms, etc. as is available and a chronological record of assessments of the property. This year the board started work on its set of tax maps showing valuations. As time permits, these maps will be brought to completion showing the value of each lot and building in each section of the Town, thus allowing for comparison and equalization in a given area.


Below are the figures showing the trend in total valuation during recent years. It will be noted that the increase in valuation during the past 5 years was over four times greater than the increase in the pre- ceding 5 years from 1944 to 1949
