Article 25. To see if the Town will amend the Zoning Map by zon- ing as a Limited Commercial District any or all of the parcels of land bounded and described as follows :


(1) Southerly by State Road West;


Easterly and Northerly by the Sudbury River; Northwesterly by land formerly of J. Fred Wheeler;


Westerly by the town line between Wayland and Sudbury.


(2) Southerly by State Road West and the Boston and Maine Rail- road right of way;


Northeasterly and Southeasterly by the land now or formerly of Audrey A. and Natalie K. Bill;


Northeasterly by a line 250 feet southwesterly of and parallel to Old Sudbury Road; Northwesterly by land now or formerly of Ruth N. Burbank; Westerly by the Sudbury River.


Moved and seconded: That the Town amend the Zoning Map by zoning as a Limited Commercial District the land bounded and described as follows:


Beginning at a point at the southwesterly corner of land now or formerly of Herbert S. and Mary E. Wentzel, on the northerly line of State Road West; thence proceeding


Easterly, southerly, and easterly by said northerly line of State Road West to the land of the Boston & Maine Railroad (Central Massachu- setts Division) ; thence


Northeasterly by various courses along the boundary between said land of Wentzel and said land of the Boston & Maine Railroad to a point; thence


Northerly, by a line perpendicular to the northerly line of said land of the Railroad for about 600 feet more or less to the southerly cor- ner of land now or formerly of Grace A. and Blanche E. Heard; thence

Northwesterly, by the southwesterly boundary of said land of Heard to a point 400 feet distant from the southwesterly line of Old Sud- bury Road; thence


Northwesterly, by a line parallel to and four hundred feet distant from the southwesterly side line of Old Sudbury Road to a point 1,050 feet from the northerly rail of the railroad tracks of the Bos- ton & Maine Railroad, said 1,050 feet being measured along a line perpendicular to said northerly rail; thence


Southwesterly along a line parallel to and 1,050 feet distant from said northerly rail to the Sudbury River; thence


Southerly, along the Sudbury River to the northerly line of State Road West; thence


Easterly, northerly, and easterly along the northerly line of State Road West to the point of beginning.


Mr. Frederick G. Perry, Jr., Chairman, read the Report of the Planning Board, with its recommendations on the subject of this Article, and a copy of this report was placed on file with the Town Clerk.


Mr. Roger E. Ela expressed the views of the Zoning Board of Appeals in regard to the Article.


Amendment to the Main Motion: All restrictions, privileges and concessions, if any, which by any established authority, shall apply to the use of these properties, shall first be considered and agreed upon by the interested voters of Wayland, the Wayland Zoning Board and the prospective users of theses properties, and then shall be made a part of this article, either by insertion therein, or by reference thereto, before it is put to a vote.


The Town Counsel stated the opinion that this amendment to the main motion would not be approved by the Attorney General, if it should pass the Vote of the Town, since it had the effect of usurping powers granted by Town By-Law to the Zoning Board of Appeals and other Boards.


Upon motion "the previous question", duly seconded, it was :


Voted: To limit further debate until a vote on the question was taken.

VOTES ENACTED AT THE ADJOURNED ANNUAL TOWN MEETING March 10, 1954

Pursuant to the Warrant for the Annual Town Meeting called for Wednesday, March 3, 1954, duly signed by the Selectmen, served and return of service of same given by a Constable of the Town, and notice of continuation having been given by mail, the inhabitants of the Town of Wayland qualified to vote in Town Meeting, met this day; and at 7:45 P. M. the Moderator called the meeting to order, declared a quorum to be present, and the meeting proceeded to transact the following business :


The Moderator expressed thanks to those persons who had helped and contributed toward the smooth operation of these two meetings, held under rather difficult, crowded circumstances:


Mr. William A. Loker, who had served on March 3, 1954 and again at the adjourned session, as assistant Moderator in the cafeteria;


Dr. Rexford S. Souder, School Supt., and Mr. William M. Griffin, High School Principal, who made arrangements for making the Gym- nasium and Cafeteria ready and available for the two meetings;


The several high school students, who served as ushers and set up the public address system, two-way, between the two rooms;


Mr. George F. Dickey and Mr. Peter Polito for setting up chairs and putting them away, in connection with the two meetings;


The Town Clerk for preparing minutes of the first session in ample time for the second session.


Article 25. (Continued) After inquiry as to whether there was further business to be done under this article, the Moderator declared the article disposed of.


Article 5. To see if the Town will vote to fix the salary and com- pensation of all elective officers of the Town, as provided by Section 108, Chapter 41, General Laws, as amended, and set the effective date of such salary and compensation.
