(92) July 16, 1734. Memoranda.
Agreable to ye vote of ve Chh. of ye 12th of ys Instant as appears among ye Chh. votes I went to Salem, as allso Mr Danforth & Mr Brattle as delegates of ye Chh. & joyning with 18 Chhs more in a Council. Chofe ye Revd M' Walter Moderator, and ye Revd MT Barnard as a Coadjuter to him. Y" first Chh. of Ipswich & Mr Welfted's Chh appeared only by yr delegates, withont y" Elders, y` Elders refufing to Come, & it was Questioned by many, whether yy were capable of Sitting in ye Counsil, becaufe ye Platform Says Synods are to confist of both Elders & other Chh Members and in ye debates upon it I moved, & others Seconded me yt Since ye four chhs yt Called us together afked for ye Elders as well as other delegates in yr Letters to ns, yt yy should be afked whether yy accepted of thofe Chhs yt Came without Elders : but without taking yt step, yy proceeded to a vote, whether thofe Chhs Sat right in ye Council, it pafsed in ye affirmative, I did not vote for it & several Ministers entered yr difsent. Then yr arofe another debate. as to ye manner of voting whether by Chhs, or by persons. y" occafion of ye debate was ye dispropor- tionate numbers of delegates from Some of ye Chhs, ye Chh of Ipswich having 7 delegates & M" Welfted's 5 delegates, So yt thofe 2 Chhs without any Elders were equal to some other 4 chhs with yr Elders & delegates. It appeared to me & to others

yt yr would be great Inconveniency & difficulty in voting by Chhs, & fo proposed yt thefe 2 chhs would reduce y"selves to a proportionable number with ye reft, & y" we might go on in voting by persons as ufual, but yy declining to reduce yr number it was voted yt ye votes of ye Council Should be by Chhs, & not by persons. I joyned in this vote thinking it better to come into it pro hac vice, than to Suffer one Chh to have double ye power in a vote of any other Chh", hoping for ye time to Come (93) Chhs will take Care to Send Equal number of delegates.
These Preliminaries being Setled, a Committee was Sent to In- form ye Revª Mr Fifk yt ye Council was now Sitting & desired yt he would Call his Chh together & yt ye Council was ready to receive what yy might have to offer. Mr Fifk declined to ye Com- mittee to ya purpose yt he did not approve of yr method of pro- ceeding, yt it was Contrary to his Judgment, & his open declara- tion in times paft. Then Mefsengers were Sent to ye Brethren, even to y' houfes to Invite ym in & offer what yy had to Say, but not one of those yt adhered to M' Fifk would attend, alledging yt yr Pastor had made propofals very reafonable & Chriftian to ye aggrevied, & till yy were Complyed with yy had nothing further to Say, then ye Council adjourned to ye meeting houfe where yr was a publick hearing of ye cafe, yt is of ye Several Steps yt had been taken first by ye North Chh in begining ye admonition, & ya by ye other three Chhs in Conjunction with that in Seconding of it, which hearing took up near three hours, then ye Council ad- journed to ye Town houfe to be by y"felves & to Consider of ye affair, and it was thought proper to begin where yy began in ye laying ye Cafe before us, which was with certain Letters, viz one from ye aggrevied Brethern to ye old North Chh, reprefent- ing ye broken, divided State of yr Chh & no methods Complyed with for ye healing ye Same, & a Letter allso from ye Elders or from ye Elders & Brethren of ye N. Chh to Mr Fifk or to him & his Chh I am not certain which, Signifying If I mistake not, yr thought of Coming to vifit ym in ye 3ª way of Communion yt is by way of Charitable admonition, & y" a Letter from Mr Fifk to ye North Chh, objecting againft yr coming for two reasons more Efpecially 1 st because yy had prejudged ye affair in an afsembly

of Chhs allready. 2aly yt he had made Such proposals to ye ag- greived in order to ye Settling & determining yr diferences as he thought Christian and reasonable and y" another Letter from ye Brethren of ye Chh yt adhere to M' Fifk objecting against ye N. Chh's Coming alledging many things which I have forgot; but particularly Infifting upon ye reafonablenefs of ye propofals yr Pastor had made to ye aggreived. Now many of ye Council ob- ferving wt great Strefs ye Paftor Mr Fifk & his adherents laid (94) upon certain propofals it was propofed, That Some Inquiry Should be made Concerning thofe Propofals. Accordingly Mr Gee was Sent for and Interrogated about y™, who thought it not proper for him to say any thing of y" without ye reft of his Brethren, who being fent for, and coming in, yy were afked whether ye North Chh had any proposals laid before ym yt Mr Fifk refers to in his Letter, to which it was anfwered yt M' Fifk, who Speaks of proposals did in his Letter Send none to yr Chh but withall Mr Gee declares yt as he was ye Scribe or Clerk of ye former Council he had ye Papers Committed to him among which were thefe propofals & yt alltho yy had had no Consid- eration of ym in yr procefs not Imagining y" to be any thing att all to ye merits of ye present Case yet if this Council desired ym he had ym with him & would write out a Copy of y". And ya it was obferved yt Mr Fifk objects againft ye North Chhs Coming above others becanse yy had prejudged ye cafe in a former Coun- cil; upon which Several of ye Council & more Especially of ye Elders afked for a Sight of ye refult of ye Council which Mr Gee Said he had with him & would allow ye Council a copy if any of y" Would write it out, upon this y" was a long debate whether those papers Should be brought into ye Council, Some opposing & al- ledging yt yy were nothing to ye merits of ye case we were come upon & yt yy were not propofals of ye Chh, but only of ye Pas- tor, & yt ye Pastor would not come & bring y" in & plead to y", others yr were yt earnestly desired those Papers might be brought in, alledging y yy might pofsibly be to ye merits of yeprefent cafe, & yt if yy Saw ym yy Could Judge whether yy were or no, & de- clared further y yy Could not have light enough to Judge upon ye Cafe before ym without & yt if others Could See Clearly to act without ye help of those papers, thofe yt Could not might be So
