The cost of ordinary care and repairs of all meters is borne by the water works; the cost of unusual repairs (necessitated by freezing, not water, etc.) due or attributable to any carelessness or neg- lect on the part of the consumer, will be charged to the consumer or owner.
Meter Rates
(Subject to all rules and regulations.) For each 100 cubic feet (748 gallons) of water as registered or estimated for each independent premises* the rates shall be as follows :--
For the first 5,000 cubic feet or less per quarter, at 22 cents per 100 cubic feet (about 30 cents per 1,000 gallons).
For all excess over the first 5,000 cubic feet per quarter, at 5 cents per 100 cubic feet (about 7 cents per 1,000 gallons).
Where the aggregated total use for one independent premises* amounts to 750,000 cubic feet or more in any one quarter, the entire quantity will be charged at 5 cents per 100 cubic feet.
Subject to the following minimum quarterly charges :-
(a) Single dwellings, and double houses or blocks (of two or more ground-floor single-tenement sections), each tenement not less than $2.00 per quarter.
(b) Tenement houses, apartment blocks, etc., each tenement or apartment not less than $1.50 per quarter ,
(c) Business blocks, manufactories, and other in- dustrial plants, elevators and motors, each bill for each independent premises*, not less than $2.50 per quarter.
Special for Elevator Uses-Where the total or aggregated quantity for operating one or more elevators on each independent premises* amounts to 33,000 cubic feet or more in any one quarter, and is metered and billed independently of all other uses, the entire quantity will be computed at 5 cents per 100 cubic feet; but no bill here- under shall be rendered at less than $25.00 per quarter
*Business and industrial buildings of more than one section, and adjoining or adjacent buildings, under one independent ownership as a plant (if not separated by a street or by any other buildings or premises under another ownership), may be considered as one independent prem- ises, and, as such, subject to the computing and billing of the foregoing meter rates. In all other cases the supply through each service and meter shall be computed and charged as separate and independent bills.
Each quarterly period will be computed and charged for independently of any other quarterly period, and the rates therefor shall be paid accordingly.
When a meter from any cause fails to register the consumption of water, the quantity shall be estimated and the charge made based upon the registration by the meter when in order, or upon the registration for a corresponding prior quar- ter or period.
Builders' Uses-Where water is to be used in the construction of ordinary framed buildings, or for small building operations where the use may be easily estimated, the meter installation may be temporarily deferred, as an accommodation to the owner or builder, until the completion and occupancy of the building, and a nominal esti- mated flat rate may be charged for builders' use of water to the owner of the property, who will be held responsible for such use and the payment of such charge.
The Water Registrar and the Supt. shall determine all cases where the foregoing provisions may apply, and each case shall be considered inde- pendently of any other, but no such estimated charge shall be less than $1.00.
Miscellaneous and Temporary Uses-In certain cases of miscellaneous and temporary uses of city water, where the quantity used may be small, the charges for same may be estimated
instead of being shown by meter, at the discre- tion of the Water Registrar and the Supt.
The Water Registrar shall have the right to require an advance deposit as security for the payment of water bills, when he shall consider it for the inter- est of the city to do so; such deposit not to ex- ceed a year's minimum rate for the property to be supplied or a reasonable estimate of the prob- able annual amount of such bills.
All bills due the City on account of the water works shall be payable at the office of the City Collector, Room 137, Municipal Building Court and Pynchon streets within twenty days after the same are rendered and become due.
Inquiries and claims for correction should be made at the office of the Water Registrar, Room 319, Municipal Building.
