By enactment of the Legislature, all positions in the public service of Worcester, which are required to be filled by appointment, must be filled from applicants who have successfully passed an examination by a board of civil service examiners, excepting elective or judicial officers and officers whose appointment is subjected to confirmation by the executive council, the city council or the school committee, heads of departments, officers and employées for the faithful discharge of whose duties a superior officer is required by law to give bond; or teachers of the public schools, all of whom are not affected, as to their election or selection by this law.


Whenever a position is to be filled the examining board will notify the applicants on record, or such number of them as can be conveniently exam- ined, to appear for examination, and appointments must be made by the ap- pointing power from the three applicants who shall have the highest standing in such examination, persons who served in the army or navy in the late war having preference over others, if of equal or higher standing.


Every original appointment in the first division is for the probationary period of six months, at the end of which time, if the conduct and capacity of the person appointed have been found satisfactory, he shall be absolutely appointed, but otherwise deemed out of the service.


The power to remove, existing by law, is not impaired by anything con- tained in the civil service law.


The civil service is classified as follows :


Schedule A .- Includes clerks, copyists, bookkeepers, and others rendering clerical service.


Schedule B .- Includes all members of the police department, except police commissioners, chief superintendents, marshals and chiefs of police; also turnkeys, watchmen, drivers of prison wagons, and all others doing police duty in the prisons, houses of detention, reformatories, and all other public institutions and departments of the Commonwealth and the several cities ; also watchmen, gatemen and guards in the public parks and ferries, draw- tenders, foremen and sub-foremen of laborers, inspectors of work, and all persons of whatever designation doing inspection service, not included in Schedule A.


Laborers and day workmen are not subject to examination, except in Boston.
