TOWN CLERK'S REPORT


To the Citizens of the Town of Douglas:


Following is the Annual Town Clerk's Report:


VOTES PASSED BY THE TOWN SINCE THE ANNUAL TOWN MEETING


Special Town Meeting Tuesday, June 2, 1953, 7:30 P.M.


ARTICLE 1. The Town voted to raise and appropriate the additional sum of one hundred ($100.00) dollars for the Memorial Day Account.


ARTICLE 2. The Town voted to raise and appropriate the sum of twenty-five hundred ($2,500.00) dollars for the purchase of special equipment for the Tree and Moth Department.


ARTICLE 3. The Town voted to authorize the Assessors to use an additional ten thousand dollars ($10,000.00) of Free Cash in the hands of the Town Treasurer to reduce the tax levy in 1953.

Special Town Meeting Tuesday, July 28, 1953, 7:30 P.M.


ARTICLE 1. To see if the Town will vote to accept the pro- visions of Chapter 434 of the Acts of 1953 which is "An Act Rela- tive to Rent Control," and whether the town will declare that a substantial shortage of rental housing accommodations exists in the Town of Douglas and that the control of rents in the Town is necessary in the public interest.


Pursuant to the foregoing Warrant the inhabitants of Douglas who are qualified to vote in elections and Town Affairs, met in the Town Hall at East Douglas on Tuesday July 28, 1953. Moderator Thomas J. McInerny presided.


It was voted to ballot on the above question so Mrs. Laura McMahon and Thomas Wallace were named as Tellers, while Andrew Hvizdos and Henry Therrien were Counters. The vote after being taken showed the following result.

Special Town Meeting Wednesday, Dec. 30, 1953, 7:30 P.M.


ARTICLE 1. The Town voted to transfer the sum of eight thousand three hundred and fifty dollars ($8,350.00) from the Ma- chinery Rentals Fund to the Machinery Account.


ARTICLE 2. The Town voted to transfer the sum of eight hundred and fifty-three dollars and fifteen cents ($853.15) from the Highway Compensation Insurance Fund to the Special Highway Insurance Account.


ARTICLE 3. The Town voted an additional appropriation of two hundred dollars ($200.00) for the special Highway Insurance Account to come from surplus funds in the hands of the Treasurer.


ARTICLE 4. The Town voted to transfer the sum of one thou- sand dollars ($1,000.00) from the Water Department Surplus to the Water Department General Expense Account.


ARTICLE 5. The Town voted the additional sum of three hundred dollars ($300.00) for Health Department Expense to be transferred from surplus funds in the hands of the Treasurer.


ARTICLE 6. The Town voted to appropriate one hundred dollars ($100.00) as its proportional share of installing special radio equipment at the Northbridge Police Headquarters for tri-town use in the Police Departments and Civil Defense Units by transferring the said amount from surplus funds in the hands of the Treasurer.


ARTICLE 7. The Town voted to appropriate the sum of two hundred and fifty dollars ($250.00) to cover the expense of operating the Rent Control Board in the Town of Douglas for the current year and to meet the said appropriation by transferring the amount necessary from surplus funds in the hands of the Treasurer.


ARTICLE 8. The Town voted to appropriate the additional sum of four hundred dollars and forty cents ($400.40) for Disability Assistance by transferring the said amount from surplus funds in the hands of the Treasurer.
