ARTICLE 10. The Town voted unanimously to instruct the Se- lectmen to petition the State Legislature to pass the necessary leg- islation to enable the voters of Douglas to vote on the following question on the ballot for the November 4th State Elections: "Shall the term of office of the Tax Collector for the Town of Douglas be increased from 1 year to 3 years?"


Special Town Meeting, Friday, December 26, 1952


ARTICLE 1. The Town voted to transfer the sum of one hun- dred dollars ($100.00) from the police special duty account to the police special church detail account.


ARTICLE 2. The Town voted to transfer the sum of eight thousand and seventy-five dollars ($8,075.00) from the machinery rentals fund to the machinery account.


ARTICLE 3. The Town voted to transfer the sum of nine hun- dred dollars ($900.00) from the highway compensation insurance fund to the special highway insurance account.


ARTICLE 4. The Town voted to appropriate an additional sum of three hundred dollars ($300.00) for the special highway insurance account and to meet this appropriation the town voted to transfer the sum of three hundred dollars ($300.00) from the sidewalks ac- count.


ARTICLE 5. The Town voted to appropriate the sum of five thousand dollars ($5,000.00) to replace the existing water main on Martin Road with a water main of at least six inches in diameter, to connect house services to the new main and install and extend the water main to new hydrants, and to meet this appropriation the town voted to transfer the sum of two thousand and sixty-nine dollars and fifty-eight cents ($2,069.58) from the Douglas Center water extension account, one thousand nine hundred sixty-five dol- lars and forty-seven cents ($1,965.47) from the 1952 water extension account, and the sum of nine hundred sixty-four dollars and ninety- five cents ($964.95) from the water department surplus.


ARTICLE 6. The Town voted to transfer the sum of six hun- dred and ninety-seven dollars and thirteen cents ($697.13) from the Manchaug Street Drainage Account to the Main, North and C Street Drainage Account.

TOWN CLERK'S REPORT


To the Citizens of the Town of Douglas:


Following is the Annual Town Clerk's Report:


VOTES PASSED BY THE TOWN SINCE THE ANNUAL TOWN MEETING


Special Town Meeting Wednesday, May 21, 1952, 7:30 P.M.


ARTICLE 1. The Town voted the additional sum of eighty- nine dollars and thirty-two ($89.32) to pay an outstanding Welfare Bill.


ARTICLE 2. The Town voted to extend Street Lights on Gil- boa Court and Martin Road and to appropriate the sum of fifty- four dollars ($54.00) for the former and seventy-two dollars ($72.00) for the latter.


ARTICLE 3. The Town voted to raise and appropriate addi- tional sums of money for the following accounts: Twenty-seven hun- dred ($2700.00) for Snow Roads, ninety dollars ($90.00) for insur- ance on Fire Equipment and Personnel. For Blanket Insurance ac- tion was postponed until we have more information.


ARTICLE 4. The Town voted to accept a bequest from the es- tate of the late Mary P. Marsh for the perpetual care of the James H. Dudley lot in Douglas Center Cemetery.


ARTICLE 5. The Town voted to raise and appropriate the sum of two hundred and fifty dollars ($250.00) for the purchase of spe- cial equipment for the office of the Assessors.


ARTICLE 6. The Town voted to raise and appropriate the sum of one hundred and three dollars ($103.00) to pay an outstanding bill for drainage installed at Carter Square.


ARTICLE 7. The Town voted to authorize the Assessors to use the sum of fifteen thousand dollars ($15,000.00) of Free Cash in the hands of the Town Treasurer to reduce the tax levy in 1952.


ARTICLE 8. The Town voted to accept Sections 69 to 75 of Chapter 152 of the General Laws as amended to include all employees except members of the Police and Fire Force.


ARTICLE 9. The Town voted to accept Chapter 781 of the Acts of 1951, which is "An Act Relative to increasing the amount of
